Virtual University of Pakistan is interested in acquiring services of a company registered with
FBR on Active Tax Payer List (ATL) to provide Short Message Service (SMS) Services (WEB
PORTAL BASE) according to the University’s requirement.
Rates shall be valid for a period of 12 months from the date of opening of tender.
Total number of SMS required initially: 25.15 million SMS

Mask: Character length is between 3 to 11 characters

Option of creating customized masks must be available

Charges: SMS will be charged on the basis of 160 characters per English SMS

Configuration: Configuration of offered package for all three segments (as given in
below table) with VU System(s) will be the responsibility of the vendor.
VU System(s) details will be provided after finalization of tender.

Important points
• Tender will be awarded to lowest compliant bidder on “Total offered amount” basis.
• Separate activation will be required for all above three segments.
• Separate billing of all above three segments will be required.
• Separate operational accounts for vendor SMS web portal of all above three segments will
be required.
• Separate operational accounts for vendor SMS API integration of all above three segments
will be required.
• Separate Masks should be provided for all above three segments.
• Response time for technical support should be up to 2 ~ 3 hours maximum.
• Bidder must provide On-line support 24/7/365.
• Technical resource persons should be nominated with escalation matrix for resolution.
• Validity period for SMS of all above three segments must be minimum 01 year from the date
of activation of services and it should be extendible with mutual consent.
• VU has the right to pay the total amount in equal 04 instalments or periodical volume
consumption.

The services must comprise to the following features;

a. SMS should be sent with Masking.
b. Affordable price.
c. Friendly user SMS web portal.
d. Delivery on all regular and ported telecom numbers must be with Masking.
e. API facility integration with VU System(s).
f. Provision of bulk SMS delivery in single API call, must be available.
g. Urdu SMS Facility (optional).
h. Reliability of services.
i. SMS drop rate maximum 2% of whole package.
j. Complete log of SMS delivered or dropped at any point of date or time of all above three
segments will be required.
k. In case of degradation of services at any point during the contract period,
appropriate penalty shall be imposed. Penalty amount decision is on discretion of
VU.
General terms and conditions:
(In case of non-compliance of below items, proposal will not be considered for further
evaluation)
i. Tender will be opened on given date. In case of holiday on given tender opening date,
same shall be opened on next working day
ii. Tender must accompanied with a Pay Order / Demand Draft amounting to Rs.
1,000/- (non-refundable) as tender fee favouring Virtual University of Pakistan.

 Tender Fee can be deposited in any branch of Habib Bank Limited in Account No.
08667900089503 of Virtual University of Pakistan. Original deposit slip must be
attached with the bid. Tender without tender fee shall not be accepted. Cheques shall
not be acceptable.
iii. Sealed proposal shall be submitted on the official letterhead of the firm/company with
office seal and signature.
iv. Company Profile should be attached with complete address alongwith contact details.
v. The bidder must be a registered tax payer with FBR on Active Tax Payer List (ATL)
and copy of certificate(s) must be attached for NTN and GST. (If GST is exempted,
please provide necessary evidence).
vi. Formal Purchase Order(s) will be issued after finalization of tender for the total
number of SMS or in parts, given in tender. In case of increase in requirement of SMS,
further purchase order may be issued at the same rates and terms and conditions
during the bid validity period.
vii. Late proposals will not be entertained. No telegraphic or faxed bid will be accepted.
viii. VU takes no responsibility for delay, loss or non-receipt of bids sent by post/courier
ix. Rates will be quoted on “per SMS” basis inclusive of all applicable taxes and all other
charges i.e. installation/ integration, activation charges etc. VU shall not pay any
additional amount other than the quoted amount.
x. Payment will be released within 15 working days after submission of proper Invoice
against the issued purchase order(s), duly verified by the concerned department.
xi. Income tax & Sales tax will be withheld as per Government rules
xii. The proposals alongwith above documents / information should reach the
Procurement Department, Virtual University of Pakistan, not later than 11:30am on
March 19, 2019, which shall be opened at 12:00 Noon on the same date in the
presence of bidders or their authorized representatives who may choose to attend.
xiii. The University reserves the right to accept or reject the proposal or annul the process
at any time as prescribed under PPRA Rules.
xiv.Tender Notice is available at PPRA Website (www.ppra.org.pk) and university’s
