ABSTRACT

This study aimed to find out the Relationship of Educational QualificationS to


the Performance of selected Barangay Chairmen in Lucena City. Specifically, it
attempted to find answers to the following questions: (1) What is the demographic
profile of the respondents as to: age, educational attainment and years of residency.
(2) What is the assessment of the respondents to the performance of selected
barangay chairmen in terms of: Duties and Function and Programs and Projects
implemented. (3) Is there a significant relationship between educational qualification
and performance of selected barangay chairmen? (4) What implication could be
derived from the study?

In this study, the researchers used the descriptive method of research


through the aid of survey questionnaires and interviews. The research was
conducted with selected two hundred sixty nine (269) respondents from three
barangays namely Ilayang Talim, Mayao Castillo and Talao-Talao.

Finding from the study revealed that (1) The barangay residents are young
adult and have been on the barangay for long years and have reached secondary
education. (2) The barangay residents of the three barangays agreed that their
barangay chairmen perform their duties and function in accordance to Sec. 389 of
the local government code of the Philippines. (3) The three barangay perform well in
terms of youth development program. (4) There is negligible positive correlation of
educational qualification of the Barangay Chairmen with their performance.

This present study thereby recommend: (1) The Sangguniang Barangay to


adopt a feedback mechanism to effectively perform their duties and functions. (2) For
the lawmakers to study the possibility of revising the qualification standard for
barangay officials and other elective officials. (3) For the electorate to consider the
educational qualifications of candidates in the election of government officials. (4)
For the barangay officials to consider their own professional development through
advance studies or attend short-term courses in public administration. (5) For future
researchers, further investigation should be conducted so as to understand other
underlying factors that contribute to the performance of the barangay chairmen. (6)
Similar study may be conducted to barangay chairmen from urban barangay in
Lucena City.

Chapter I
INTRODUCTION

Leadership is universal, and leaders, undoubtedly are indispensable.

The indispensability of leaders is manifested in all fields of human affairs and

without leaders, an organization shall not have any backbone or support to

which the structure coordinate or unite.

Local government generally refers to the lower level of the political

structure. It is a political subdivision constituted by law to oversee the conduct

of local affairs. The local government units perform vital functions in national

development. Under the partnership concept and with the devolutions of

functions already in place, LGUs are no longer mere implementers of policies

and administrative fiats emanating from national authorities. They are now

viewed as the chief prosecutor of economic and social development at the

local levels. The barangay, which is the focus of this study, is the basic

political unit which serves as the primary planning and implementing unit of

government policies.

The barangay and its officials are increasingly at the forefront of

defining government presence serving as channels for government services.

Therefore, development of every barangay depends on the capability of its

leader. It is then important to look at leadership aspect on the barangay level

through its barangay captain.


Barangay Captain is the chief executive of the barangay, elected by the

people of his community who shall serve for three (3) years and elected for

not more than three consecutive terms in the same position and also has the

powers, duties and functions stated at Section 389 of 1991 Local Government

Code.

Since the enactment of the Local Government Code of the Philippines,

various capacity building efforts from the national government, academic

institutions, and other consulting and training organization have resulted to a

number of tangible improvements in the manner the barangays manage their

local affairs.

The standard and quality of life of the people living in the barangay is

dependent on the wide range of services offered by its local government.

These services should be provided in an efficient and appropriate level of

quality. But as to how these services are provided is a source of concern

among those running the local government.

Recent developments, such as globalization and technological

evolution, have prompted many countries and organization to seek new ways

to maintain competitive advantage. The prevailing sense is that the success

depends in large part on the people with higher levels of individual

competence. Most organizations use education as an indicator of a person’s

skill levels or productivity. (Benson, Finegold, and Mohrman, 2004).


The researchers in this connection became interested to undergo a study

about the relationship of educational qualification to the performance of

selected barangay chairmen. As they believe that the future leaders of the

country would likely to emerge from this sector.

STATEMENT OF THE PROBLEM

The study entitled “Relationship of educational qualification to the

performance of selected Barangay Chairmen in Lucena city” attempted to find

answers to the following questions:

The research paradigm explains the independent and dependent

variables used in the study. The Independent Variable is educational

Qualification which is dependent on Performance having the following

variables, Duties and functions and Programs and Projects Implemented.

OBJECTIVES OF THE STUDY

1. To know the assessment of the respondents on the performance of

selected barangay chairmen based on their duties and functions and

programs and projects implemented.


2. See if there is a significant relationship between Educational Qualification

and Performance of selected Barangay Chairman in terms of Duties and

Function, and implemented Programs and Projects.

NULL HYPHOTHESIS

There is no significant relationship between educational qualification

and performance of selected barangay Chairmen.

SCOPE AND LIMITATION

The scope of the researcher’s study was confined with the educational

qualification in relation to the performance of selected barangay chairmen.

There are thirty three (33) barangays in Lucena City, thirty three (33)

Barangay Chairman but the study focused only to three (3) barangays

namely: Barangay Ilayang Talim, Barangay Mayao Castillo and Barangay

Talao-Talao.

Moreover, the researchers limited the study only to a total of 269

respondents selected randomly.


DEFINITION OF TERMS

In the performance of the study, the following words are being defined

by the researchers that could enlighten the reader’s understanding and

realization of the study.

Decentralization – is the process of breaking up the

concentration of power in the central

government and allocating some portion of

that power to the provincial and local units.

Educational Qualification – are the degree’s, diplomas, certificates,

professional titles and so forth that an

individual has acquired whether by full-time

study, part-time study or private study,

whether conferred in the home country or

abroad, and whether conferred by

educational authorities, special examining

bodies or professional bodies.

Public service – is a service which is provided by

government to people living within its

jurisdiction, either directly (through the

public sector) or by financing provision of

services.
Chapter II
REVIEW OF RALATED LITERATURE AND STUDIES

This chapter reviews the literature and related studies as they found to

have some relations and bearing to the present study. It provides background

information and the proper direction that will enable the researcher to support

the relevance of the study and to explain different views and opinions in the

study.

RELATED LITERATURE

Educational Qualification

Some people say leaders are born but according to Mitchell (2006)

people who become leaders develop their leadership skills overtime through

experience, through exposure to role models and through training that

leadership is not quality or skill that comes naturally to everyone.

According to Telen et al (2009), higher educational attainment would

mean better performance on governance, fiscal administration and

compliance to directives and longer length of service would have positive

making it a better place for everyone to live.

Van Vugt (2006) stated in his book entitled “Evolutionary origins of

leadership and followership” that educated people can do certain tasks easily

and efficiently compared to the uneducated or those who are educated lesser.
This is in accordance with the dictum knowledge is power. It implies

that a person who is knowledgeable can perform better at tasks that require

that knowledge. Let aside the tasks that require the specialized knowledge

but even the common tasks educated people can handle better. In fact lack of

education and knowledge make a person crippled and inefficient. Here,

education does not imply the formal college diplomas but, the mere

knowledge of it. Though a person might not have diplomas but, the

possession of knowledge will make him efficient.

The affectivity of these policies depend on community leaders notably

the barangay captain and this act shows is sincere public service for his

people, one good traits of leader must possess.

Maheedhar Kaki (2009) in his article “Educational Qualification of a

Politician”, stated that education is a process that makes people more

humane and teaches them a lot about the country, how to express

themselves through effective communication and so on. It is true that there

have been great leaders who were uneducated, Kamaraj in India, for

example. But, such gems are a rarity. In life, compromises must be made.

Until an intelligent and foolproof plan exists for electing such gems from the

public, we must resort to what is best for the common man. An educated

person is more likely to do a good job as a politician than an illiterate person.


Performance

Development is not solely a national government concern but an undertaking

that involves both central and local authorities. The local government units

perform vital functions in national development. Under the partnership

concept and with the devolutions of functions already in placed, LGUs are no

longer mere implementers of policies and administrative fiats emanating from

national authorities. They are now viewed as the chief prosecutor of economic

and social development at the local levels. (Guinid, 2003).

According to Cadorna et al (2008), Performance is equated with the

local government responses to community needs, particularly the provision of

basic essential public services. High performance is the result of the rational

decision making; optimal use of resources such as funds, personnel,

equipment etc. and the delivery of the public services in a timely sustained

manner. Performance can be assessed in terms of local government

capabilities to respond to the community’s needs for basic essential services.

Local government performance is then measurable through discernible

improvement in the quality of life of individuals, the society as whole more.

Panadero (2004), for his part, stressed that local governments have a

very crucial role to the attainment of government goals under the Millenium

Declaration. He also underscores the need to encourage local governments

to reallocate resources towards basic social services and intensify efforts


towards implementation of MDG-responsive programs, projects, and

activities. In its advocacy of “Scaling up the Grains in Local Governance,” the

Local Government Reform Cluster showcased exemplary practices of

participating local government units (LGUs) as well as the innovative

strategies and tested approaches in promoting good governance and

pursuing sustainable development which were implemented in the said

communities. In keeping with the theme of the campaign, DILG issued a

Circular on localization of the Millenium Development Goals. The Circular

contained specific guidelines for LGUs on how to implement the eight (8)

MDGs in theirrespective localities (UNDP, 2004).

Department of Interior and Local Government (DILG) designed an

assessment tool for barangays that measures the effective delivery of

services and accomplishments in the performance of their function as

mandated in the 1991 Local Government Code and other related issuances.

Barangay governance performance management system (BGPMS)

provides a clear picture of the performance and productivity level of

barangays in the areas of Governance, Administration, Social Services,

Economic Development and Environmental Management.

The said measurement/evaluation instrument will identify and

determine the presence and absence of: (a) barangay compliance to laws

and presidential directives; (b) facilities and equipment; (c) managerial and
administrative capacities of barangay officials; and (d) programs and

project being implemented and thereby also reflecting the barangays’

capacity and limitations in the five (5) performance areas. It shall also serve

as guide for the higher local government units, the national government and

other service providers to determine the kind of policy and program

intervention the barangay needs.

Finally, BGPMS encourages the barangay to improve its performance

and productivity, thus, leading to a better quality of life for its residents.

RELATED STUDIES

Educational Qualification

According to labawig (2000) in her study entitled “Leadership

Effectiveness of Barangay Captain : its Implication to Barangay

Development”, educational qualification and professional experience had little

effect on the leadership effectiveness of barangay captain while the length of

service as barangay leaders, support from its officials, people of the

community and from the local and national government significantly contribute

to the leadership effectiveness of barangay captain in performing their roles

and function. She also discovered that the problems encountered by

barangay captain in project formulation depend on professional experience

but it is not influence by educational attainment and the length of service.

Educational attainment, professional experience and length of service do not


influence the project implementation but educational attainment is

important in project monitoring and evaluation.

It’s important that leaders should have the ability to influence and

control their subordinates along communication, coordinating and support,

decision making, evaluation, feedback and most specially to manage difficult

circumstances arise in the barangay.

Thus, Masagca, J.T., Masagca, M.T and Chunxiang M. (2009) in their

study entitled “Enhancing Governance of the Barangay: Reflections of

Academics” suggested that barangay officials should enhance their

capabilities and skills through training, workshops and enrolling on a degree

or non-degree programs that are being provided by the local government unit,

higher education institutions and non-government organizations.

Performance

Performance, according to Cadorna et al (2008), is “equated with the

local government responses to community needs for basic and essential

public services. High performance results from rational decision-making,

optimal use of resources such as funds, personnel, equipment, etc., and the

delivery of basic public services in a timely and sustained manner.” In the final

analysis, Acosta and Associates mentioned that local government

performance is measurable through discernible improvement in the quality of

life of individuals, the society as a whole, and more importantly the poor. The
authors recommend that performance be assessed in terms of local

government capability. They stressed that “since the level of the local

government’s capability determines its level of performance, the higher the

level of capability, the higher is the performance.” Local government

capability, in turn, can be measured by the use of standards which are

classified as tangible, e.g. physical output, costs, and others. (Haiman, et al in

Acosta, et al.)

Relevance of the Study

The review of related literature is a review of some articles, journals,

different books written by different authors, and ideas with problem area. The

study emphasized the purpose and importance of educational qualification on

enhancement of performance. All related literature and studies mentioned

above have relevance and give additional information that supports the entire

study. It is significant and found to have bearing in the present study since it

focuses on the same topics, issues and concerns discussed in this research

study.
Chapter III
RESEARCH METHODOLOGY

This chapter presents the methods and procedures utilized by the

researchers in the entire study. It includes the research design, research

locale, research instrument, research respondents, data gathering procedures

statistical treatment and statistical analysis.

RESEARCH DESIGN

The research design applied by the researchers is descriptive method.

The primary tool used in conducting the study was survey questionnaires

which was the basis to carry on interviews that will be answer by the

respondents. This was to clearly identify, describe and evaluate the

relationship of educational qualification to the performance of selected

Barangay Chairmen in Lucena City.

RESEARCH LOCALE

The research study took largely with reference to three selected

barangays of Lucena City namely: Barangay Ilayang Talim, Barangay Mayao

Castillo and Barangay Talao Talao. The researcher purposively selected

these three (3) barangays due to its comparable number of household and

voting population among the rural barangay in Lucena City. Similarly, these

three (3) barangays best represent the Punong Barangays whose


performance were evaluated in the study. The researchers purposively

visited the selected barangays in gathering the needed data.

RESEARCH RESPONDENTS

The researchers utilized respondents from the selected three

barangays. The researchers believed that the respondents can make an

assessment/evaluation on how the Barangay Chairmen exhibits their

distinctive practices and leadership abilities during their term of office.

RESEARCH INSTRUMENT

In order to gather the needed information, a self-made questionnaire

was made. The questionnaire was designed to determine whether the


researcher’s objectives were attained. Questionnaire was divided into two

parts:

Part I contained the demographic profile of the respondents such as

age, educational attainment and years of residency.

Parts II is enclosed statements drawing out the respondent’s

assessment on the relationship of educational qualification on the

performance of Barangay Chairmen.

DATA GATHERING PROCEDURE

The research title of this study was chosen by the panel out of three

research topics that the researchers have proposed. After the specific title

has been set, the researchers started gathering valuable information which

was used to complete the study. The proponents of the study went to the

selected barangays and gave a letter of request noted by their research

adviser and BSPA Program Head which seeks permission to conduct survey

in their barangay. The researchers formulated pre-trial survey questionnaires

that were distributed to at least ten (10) selected respondents to test the

validity of the questionnaires content. The final draft of survey questionnaire

was checked by the adviser after the pre-trial survey was accomplished. An

initial number of 269 questionnaires were then prepared. Interviews with the

respondents were conducted first and afterwards the questionnaires were

distributed. Every barangay had its own number of samples. During the
administration of the questionnaires, the researchers guided the respondents

to ensure that every item presented in the instrument was properly answered

and the questionnaires were immediately retrieved once the respondents had

answered them. After administering the questionnaires, the data gathered

were tallied, tabulated, analyzed and interpreted.

STATISTICAL TREATMENT

The mathematical procedure used to analyze the gathered data was the

following:

1. Percentage Formula

The percentage formula was utilized in determining frequency

distribution of the respondents of their demographic profile.

Weighted mean was used to determine the respondent’s

assessment on the performance of the barangay chairmen.

To understand clearly the results of the study, the graphical

representation and table of interpretation will show as formulated from the

responses which gathered and grouped. Analysis was based from computed

frequency percentage and weighted mean and its corresponding

interpretation were derived. The likert scale was used to determine the

respondents’ assessment on the performance of selected barangay chairmen

in Lucena City.

is base on the computation of weighted mean and their corresponding

information were derive.


3. Pearson Rho

Pearson Rho was used to measure the strength of relationship that

exists between educational qualification and performance of the barangay

chairmen.

In order to determine how strong the relationship is between two

variables, a formula must be followed to produce what is referred to as

the coefficient value. The coefficient value can range between -1.00 and 1.00.

If the coefficient value is in the negative range, then that means the

relationship between the variables is negatively correlated, or as one value

increases, the A value of 0 (zero) indicates no relationship between two

variables.
The quantitative interpretation of the degree of relationship:

± 1.00 perfect positive (negative) correlations

± 0.91 - ± 0.99 very high positive (negative) correlations

± 0.71 - ± 0.90 high positive (negative) correlations

± 0.51 - ± 0.70 moderately positive (negative) correlations

± 0.31 - ± 0.59 low positive (negative) correlations

± 0.10 - ± 0.30 negligible positive (negative) correlations

PRESENTATION, ANALYSIS AND INTERPRETATION OF DATA

This chapter includes the presentation, analysis and interpretation of

gathered information with the use of the survey questionnaire. Data were

interpreted and analyzed using the statistical tools. Tables were used for an

organized presentation of the content of this chapter.

Age. Data above shows the frequency and percentage distribution of

respondents in terms of age bracket. Out of 3 barangays, 52.4% or 141 of the


total respondents were in the age bracket of 35-60 years old. Some were in

the age bracket of 18- 34 years old with an equivalent percentage of 37.2% or

100 respondents, and few of them fall from the age of 61 years old and above

having 10.4% or 28 respondents.

Political participation differs notably by age. According to PSA, people

between the ages of thirty-five and sixty are the most politically active. People

at this stage of life are more likely, than younger people, to have established

homes, hold steady jobs, and be settled into communities. Those with stable

community roots often have strong incentives and greater resources for

becoming involved in politics.

Educational Attainment. The data above shows the percentage of the

respondents according to their Educational Attainment. The researchers

intended to classify them into three parts and the results are 61.3% or 165 of

the respondents are from High school level, followed by the 31.3% or 84 of

them are from College level, and 7.4% or 20 of them are from Elementary

Level.

As stated on Republic Act No. 9155 “It is hereby declared the policy of

the State to protect and promote the right of all citizens to quality basic

education and to make such education accessible to all by providing all

Filipino children a free and compulsory education in the elementary level and

free education in the high school level. Such education shall also include
alternative learning systems for out-of-school youth and adult learners. It shall

be the goal of basic education to provide them with the skills, knowledge and

values they need to become caring, self- reliant, productive and patriotic

citizens.

Years of Residency. Data shows, the frequency and percentage distribution

of respondents in terms of years of residency in their respective barangay.

Based on the results of the data gathered, majority of the respondents

surveyed have 5 years and above which is 93.3% or 251 respondents. Then

4.1% or 11 respondents belong to the bracket of 3-4 years. While 1-2 years

got the lowest percentage of 2.6% or 7 respondents.

Based on the table, 5 years and above of residency have the greatest

number of respondents which shows that they have a wide knowledge and

experience of what is happening in their community under the administration

of their barangay captain.

Table 2 shows the perceived assessment of the respondents in terms

of duties and function performed by the barangay chairmen. All the

enumerated duties and functions were given a verbal interpretation of agree

and an average weighted mean of 2.80 from the residents of Barangay

Ilayang Talim; 2.75 from the Barangay Mayao Castillo residents; and 2.90

from the residents of Barangay Talao-Talao.

Among the enumerated duties and functions performed by the

barangay chairmen the three (3) ranking are: Item no. 8 Administer the

operation of the Katarungang Pambarangay with average weighted mean of

2.97; Item No. 9 Ensure the delivery of basic services and Item no. 1 Enforce

all laws and ordinances which are applicable within the Barangay having an

average weighted mean of 2.89.

Table 3 shows the programs and projects implemented by the barangay

captains with overall weighted mean of 2.90 and verbal interpretation of

agree.

The respondents strongly agreed that barangay chairmen’s of Ilayang

Talim, Mayao Castillo and Talao-Talao conducts sportsfest and other social

cultural activities for youth with a weighted percentage mean of 3.51 and was

Rank 1.

Furthermore, the respondents agreed on the programs and projects of

the barangay in terms of peace and order with weighted percentage mean of

2.91, health with weighted percentage mean of 2.81, infrastructure and

disaster preparedness with weighted percentage mean of 2.80, livelihood with

weighted percentage mean of 2.78, , and education with weighted percentage

mean of 2.72.

This means that the barangay chairmen’s given attention in ensuring

the delivery of basic services as mandated under Section 389 of local

government code.

Part III. Relationship between Educational Qualification and


Performance of Barangay Chairmen

The above table is the result of the statistical computation using

Pearson Rho Moment Correlation Coefficient in the light of the problem on the

relationship of educational qualification to performance of barangay chairmen.

It can be gleaned from Table 4 that there is a negligible positive

correlation between educational qualification and performance of barangay

chairmen expressed through the respondents assessment. The x-value 2.052

when correlated with the y-value 2.953 resulted in the r-value .0279.The

range of the correlation coefficient is from .10 to .30 which shows that there is

a negligible positive correlation between the variables, and that correlation

coefficient is significant from p = .05. The r-squared number (‫ ݎ‬ଶ = .08)

indicates that educational qualification might explain 8% of the variance that

affect the performance of the barangay chairmen.

The negligible positive correlation between educational qualification

and performance is indicative of the influence of one variable over the other.

As shown on Table 2 Assessment on the Performance of Barangay Chairmen

in terms of Duties and Function the college graduate chairman got the highest

average weighted mean of 2.9, followed by the High school graduate with 2.8

while the elementary graduate with 2.75. It can be seen from the results that

level of education does affect the performance of barangay chairmen based

on the computed average weighted mean, however the difference in the

means range from .05 to .1. Hence, educational qualification has a small

effect to the performance of the barangay chairmen. This led the researchers
to reject the null hypothesis that there is no significant relationship

between educational qualification and performance of selected Barangay

Chairmen.

According to labawig (2000) in her study entitled “Leadership

Effectiveness of Barangay Captain : its Implication to Barangay

Development”, educational qualification and professional experience had little

effect on the leadership effectiveness of barangay captain while the length of

service as barangay leaders, support from its officials, people of the

community and from the local and national government significantly contribute

to the leadership effectiveness of barangay captain in performing their roles

and function.

Van Vugt (2006) stated in his book entitled “Evolutionary origins of

leadership and followership” that educated people can do certain tasks easily

and efficiently compared to the uneducated or those who are educated lesser.

Significant support was found that educational qualification is

associated with performance. Thus, correlation is not causation. It was not

assumed that educational qualification causes an increase on performance.

Implication of the study

The findings of the study entitled “Relationship of Educational

Qualification to Performance of Barangay Chairmen in Lucena City” showed

that there is a minimal strength of relationship that exists between the

educational qualification and performance of the barangay chairmen. The


said findings should add new dimensions to the series of educational

research. Results of the study should encourage Barangay Chairmen to

consider obtaining a professional development through advance studies and

attend short-term courses in public administration.


Chapter V
SUMMARY OF FINDINGS, CONCLUSIONS & RECOMMENDATIONS

This chapter provides the summary of the study, wherein the summary

of findings, conclusions and recommendations are discussed. Conclusions

drawn were based on the result of the study and recommendations that were

formulated based on the conclusions.

SUMMARY OF FINDINGS

Based on the data gathered, the following findings were revealed.

1. Demographic profile of the respondents

1.1 Majority of the respondents belongs to age 35-60 with 52.4% or

141 respondents, while 37.2% or 100 respondents from 18-34 years old and

only 10.4% or 28 respondents from age 61 and above.

1.2 In terms of educational attainment, majority of the respondents

reached high school level yielding 61.3% or 165 respondents, followed by

college level with 31.3% or 84 respondents, and the remaining 7.4% or 20

respondents are elementary level.

1.3 Majority of the respondents has 5 years-above of residency in the

barangay with 93.3% or 251 respondents, while 4.1% or 11 respondents has

3-4 years and 2.6% or 7 respondents are from 1-2 years.


2. Respondent’s assessment on the Performance of Barangay Chairmen
in terms of:

2.1 Duties and Function

2.1.1 The respondents from Ilayang Talim, Talao-Talao and

Mayao Castillo agreed on the statement that barangay chairmen enforce all

laws and ordinances which are applicable within the Barangay with weighted

percentage mean of 2.89.

2.1.2 The respondents from the three barangays agreed on the

statement that Negotiate, enter into, and sign contracts for and in behalf of

the Barangay, upon authorization of the Sangguniang Barangay with

weighted percentage mean of 2.82.

2.1.3 The respondents from the three barangays agreed on the

statement that Maintain public order in the Barangay with weighted

percentage mean of 2.69.

2.1.4 The respondents from the three barangays agreed on the

statement that Organize and lead an emergency group whenever the same

may be necessary for the maintenance of peace and order or on occasions of

emergency or calamity within the Barangay with weighted percentage mean

of 2.75.
2.1.5 The respondents from the three barangays agreed on the

statement that Prepare the annual executive and supplemental budgets of the

Barangay with weighted percentage mean of 2.73.

2.1.6 The respondents from the three barangays agreed on the

statement that Approve vouchers relating to the disbursement of Barangay

funds with weighted percentage mean of 2.63.

2.1.7 The respondents from the three barangays agreed on the

statement that Enforce laws and regulations relating to pollution control and

protection of the environment with weighted percentage mean of 2.8.

2.1.8 The respondents from the three barangays agreed on the

statement that Administer the operation of the Katarungang PamBarangay

with weighted percentage mean of 2.97.

2.1.9 The respondents from the three barangays agreed on the

statement that Ensure the delivery of basic services with weighted percentage

mean of 2.89.

2.1.10 The respondents from Ilayang Talim and Talao-Talao

agreed, while Mayao Castillo least agreed on the statement that Promote the

general welfare of the Barangay with weighted percentage mean of 2.84.

2.2 Programs and Projects

2.2.1 Health
2.2.1.1 The respondents agreed that the barangay chairmen’s of three

barangays conducts medical mission and give free medicines to indigent

patient with weighted percentage mean of 2.8.

2.2.1.2 The respondents agreed that the barangay

chairmen’s of three barangays Eradicates Malnutrition through feeding

program with weighted percentage mean of 2.8.

2.2.2 Infrastructure

2.2.2.1 The respondents of the Barangay Chairmen’s

from three barangays agreed on the construction of Barangay outpost and

Installation of street light with weighted percentage mean of 2.68.

2.2.2.2 The respondents of the Barangay Chairmen’s

from three barangays agreed on the Construction of drainage system to

prevent congestion of waste that cause flash flood with weighted percentage

mean of 2.8.

2.2.2.3 The respondents of the Barangay Chairmen’s

from three barangay agreed on the Construction of pathways and concreting

of rough roads of the barangay with weighted percentage mean of 2.8.

2.2.3 Livelihood Program


2.2.3.1 The respondents agreed that the barangay chairmen’s of three

barangays conducts free skills training for the residents of the barangay with

weighted percentage mean of 2.78.

2.2.4 Peace and Order

2.2.4.1 The respondents of the Barangay Chairmen’s

from three barangays agreed that the barangay police have complete

equipment and enough ability to ensure safety of the barangay with weighted

percentage mean of 2.91.

2.2.5 Education

2.2.5.1 The respondents of the Barangay Chairmen’s

from three barangays agreed that the barangay captain’s provides education

for children through day care centers with weighted percentage mean of 2.72.

2.2.6 Disaster Preparedness

2.2.6.1 The respondents from Barangay Ilayang Talim

and Barangay Mayao Castillo agreed, while respondents from Barangay

Talao-Talao strongly agreed on the statement that organized an emergency

response team to ensure the safety of citizens in times of disaster with

weighted percentage mean of 2.9.

2.2.6.2 The respondents of the Barangay Chairmen’s

from three barangays agreed that the barangay captain’s conducts seminars
and trainings to prepare people to any type of disaster

with weighted percentage mean of 2.7.

2.2.7 Youth Development Program

2.2.7.1 The respondents of the Barangay Chairmen’s

from three barangays strongly agreed that the barangay captain’s conducts a

sports fest and other social and cultural activities for the youth with weighted

percentage mean of 3.51.

Conclusions:

Based on the findings, the following conclusions are made:

1. The barangay residents are young adult and have been on the

barangay for long year and have reached secondary education.

2. The barangay residents of the three barangays agreed that their

barangay chairmen perform their duties and function in accordance to

Sec. 389 of the local government code of the Philippines.

3. The three barangay perform well in terms of youth development

program.

4. There is negligible positive correlation of educational qualification of

the Barangay Chairmen with their performance.


Recommendations

1. The Sangguniang Barangay to adopt a feedback mechanism to

effectively perform their duties and functions.

2. For the lawmakers to study the possibility of revising the

qualification standard for barangay officials and other elective

officials.

3. For the electorate to consider the educational qualifications of

candidates in the election of government officials.

4. For the barangay officials to consider their own professional

development through advance studies or attend short-term courses

in public administration.

5. For future researchers, further investigation should be conducted

so as to understand other underlying factors that contribute to the

performance of the barangay chairmen.

6. Similar study may be conducted to barangay chairmen from urban

barangay in Lucena City.

CHAPTER 3 - THE Punong Barangay

SECTION. 389. Chief Executive: Powers, Duties, and Functions. –

 The Punong Barangay, as the chief executive of the Barangay government, shall exercise such powers and perform
such duties and functions, as provided by this Code and other laws.

 For efficient, effective and economical governance, the purpose of which is the general welfare of the Barangay and
its inhabitants pursuant to Section 16 of this Code, the Punong Barangay shall:

1. Enforce all laws and ordinances which are applicable within the Barangay;

2. Negotiate, enter into, and sign contracts for and in behalf of the Barangay, upon authorization of the
Sangguniang Barangay;

3. Maintain public order in the Barangay and, in pursuance thereof, assist the city or municipal mayor and
the sanggunian members in the performance of their duties and functions;

4. Call and preside over the sessions of the Sangguniang Barangay and the Barangay assembly, and vote
only to break a tie;

5. Upon approval by a majority of all the members of the Sangguniang Barangay, appoint or replace the
Barangay treasurer, the Barangay secretary, and other appointive Barangay officials;

6. Organize and lead an emergency group whenever the same may be necessary for the maintenance of
peace and order or on occasions of emergency or calamity within the Barangay;

7. In coordination with the Barangay development council, prepare the annual executive and supplemental
budgets of the Barangay;

8. Approve vouchers relating to the disbursement of Barangay funds;

9. Enforce laws and regulations relating to pollution control and protection of the environment;

10. Administer the operation of the Katarungang PamBarangay in accordance with the provisions of this
Code;

11. Exercise general supervision over the activities of the Sangguniang Kabataan;

12. Ensure the delivery of basic services as mandated under Section 17 of this Code;

13. Conduct an annual palarong Barangay which shall feature traditional sports and disciplines included in
national and international games, in coordination with the Department of Education, Culture and Sports;

14. Promote the general welfare of the Barangay; and

15. Exercise such other powers and perform such other duties and functions as may be prescribed by law or
ordinance.

 In the performance of his peace and order functions, the Punong Barangay shall be entitled to possess and carry the
necessary firearm within his territorial jurisdiction, subject to appropriate rules and regulations.
