MEMORANDUM OF AGREEMENT

KNOW ALL MEN BY THESE PRESENTS:

This Memorandum of Agreement (MOA) for the assistance of qualified

Cooperative and Association beneficiaries is made and entered into in the City of Baguio,
Philippines by and between.

COOPERATIVE DEVELOPMENT AUTHORITY CORDILLERA

ADMINISTRATIVE OFFICE (CDA-CAR), A Government Agency, created and
existing under the Philippine Laws, with office address at 4th Floor Annex Building,
Lyman Ogilby Centrum, 358 Magsaysay, Avenue, Baguio City, represented by its
REGIONAL DIRECTOR, ATTY. FRANCO BAWANG JR., hereinafter referred to as
CDA-CAR.

The DEPARTMENT OF LABOR AND EMPLOYMENT – CORDILLERA

ADMINISTRATIVE REGION (DOLE-CAR), A Department of the Philippine
National Government, created and existing under the Philippine Laws, with office address
at Cabinet hill, Baguio City, represented by its REGIONAL DIRECTOR, EXEQUIEL
RONIE A. GUZMAN, hereinafter referred to as DOLE-CAR.

WITNESSETH

WHEREAS, the CDA-CAR is tasked to promote, throughout the region the

viability and growth of cooperatives as instruments of equity, social justice and economic
development in fulfillment of its mandate stated in section 15, Article XII of the
constitution;

WHEREAS, the DOLE-CAR is mandated to promote gainful employment

opportunities, develop human resources, protect workers and promote their welfare and
maintain industrial peace;

NOW, therefore, for and in consideration of the foregoing premises and in

furtherance of their respective mandates, the parties hereby agree on and stipulate the
following:

I. RESPONSIBILITIES OF THE PARTIES

A. CDA-CAR is obliged to:

1. Invite and provide notices to participants for meetings, trainings,
workshop and seminars;
2. Provide technical assistance and capability building to participants; and
3. Coordinate with DOLE-CAR and other agencies concerning activities
relating to this agreement
 B. DOLE-CAR is obligated to:
1. Provide livelihood assisitance to qualified DOLE registered Rural
Workers Association including cooperative beneficiaries/ associations
registered with CDA-CAR.
2. Make available data of assisted organizations and cooperatives;
3. Proved trainings, workshops, and seminars to livelihood beneficiaries.

II. DURATION
This AGREEMENT shall be effective for one year and is renewable every year,
unless terminated by either of the parties through written notice prior to the expiration of
this MOA.

III. SEPARABILITY CLAUSE

If any part of this Memorandum of Agreement shall for any reason be declared
invalid and unenforceable, the remaining portion not effected therein shall remain in full
force and effect as if parties would not have executed this MOA had they known their
invalidity or enforceability thereof.
