1.

Introduction

Republic Act 9003, otherwise known as the Ecological Solid Waste


Management Act, mandates that the implementation of a Comprehensive
Ecological Solid Waste Management Program shall be undertaken and
implemented at the Barangay level.

Section 10 of Republic Act 9003 emphasizes the vital role of the


Barangays in the segregation at source, sanitary collection, and proper
recycling of waste of every Barangay household.

As per the DILG Memorandum Circular 2001-38 dated April 10, 2001
Punong Barangays are directed to create their respective Barangay
Ecological Solid Waste Management Committee [BESWMC].

The BESWMC shall undertake programs that shall reduce, reuse and
recycle household waste in the Barangay.

2. Purpose

With these Barangay 21 Solid Waste management Plan Envision “In 3


years’ time Barangay 21 constituents will be united and disciplined in
Embracing the Ecological Solid Waste Management, aiming zero waste
Barangay 21 in 2021.” These vision endeavors to have a Program that will
provide segregation at source, reduction of Solid Waste Management
generated by promoting reduce, reuse, recycle.

With our goal:

 Increase Livelihood Opportunities


 Promote Environmental Awareness
 Active Participation of the communities in Cleanest and Greenest
Barangay
 Ensure Public Health Protection

2.1. Barangay Profile

Barangay 21 is created during the creation of Cagayan de Oro City, as


lone City belong to City Proper (Poblacion) in the late 1950’s. It was then
Part of Licuan, Del Mar Street going to Pier.

Today Barangay 21 is a newly established Barangay in Cagayan de Oro


situated in Corrales Extension of the said City. At present, the Barangay
has a total of 78 household with 598 total individuals and a total land area
of 4.7 hectares. Most of the households’ income comes from the labor/
commercial sector, thus Farming and agriculture works are excluded.
Majority of the houses is made of mixed materials and thus some houses
are subdivided for it was made as apartment.

Since the Barangay is a newly established one, it has no basic health


centers and is clustered to Barangay 26 Health center provided by City
Health Office.

2.3. Key Issues

The Act was enacted more than a decade but the implementation of the
Ecological Solid Waste Management (ESWM) in the Barangay has been
problematic. The Barangay has been challenged to fully comply with the
provisions of the law likewise influencing the constituents to actively
participate in the implementation at the community level. The following
key issues/factors affecting the implementation of the ESWM in the
Barangay during the action planning last February 12, 2017:

 No MRF
 Lack of Enforcement
 No Discipline
 No proper Segregation
 No proper collection schedule
 Clogged drainage

However, those issues have been slowly addressed. The Barangay has
now a MRF for recyclable only. With the help of CCTV the Barangay are
now enforcing the ordinance of the Barangay. Moreover, Segregation is
now on 60% more or less. Regular de-clogging is being implemented.
3. WASTE ANALYSIS AND CHARACTERIZATION STUDY

The City of Cagayan de Oro conducted a waste analysis and


characterization study (WACS, 2014) through CLENRO. Based on the
WACS, the waste generation per capita in the city is 0.76 kg/day. With
these the Barangay projected a total of 606.48 kg/day was generated. The
wastes generated are divided in to 4 classification of waste are as follows
accordingly;

4. LEGAL/INSTITUTIONAL FRAMEWORK

The national solid waste management policies and regulations were


upheld with the passages of local ordinances relative to the
implementation of solid waste management program in the Barangay.

4.1.3. Duties and Responsibilities of Barangay Solid Waste


Management Committee (BESWMC)

The BESWMC plays a vital role in the implementation of SWM activities. It


shall have the following functions:

1. Formulate solid waste management program consistent with the


City Solid Waste Management Plan.

2. Segregate and collect biodegradable, compostable and reusable


wastes.

3. Establish a Materials Recovery Facility (MRF).

4. Allocate Barangay funds and look for sources of funds.


5. Organize core coordinators.

6. Submit SWM reports to CLENRO.

Mission

To establish a united and disciplined constituents that will set example for
the next generation for a cleanest and greenest Barangay through
Ecological Solid Waste Management.

5.2. Solid Waste Management Program

Figure below shows the Solid Waste Management Program to achieve the
Vision and Mission of the Barangay.

6. IMPLEMENTATION STRATEGY

Protection of public health and promotion of environmental quality and


sustainability is the main goal of solid waste management program of the
Barangay. The success of the programs will depend on the implementation
of SWM program. The SWM focuses on the following strategies.

4. Increase Linkages and Promote Community’s Participation
5. Monitoring Program
6. Incentive Program
7. Strict Implementation of the Ordinance
