I received a call from (b) (6)
(6) , (IBWC EPT) on Monday morning and he informed me that yes they
have been told to commit 100K for fence realignment in that area. He wanted to know exactly what VF
projects were planned for that area and when. I explained the where and how; however, we don't know
the exact "when" yet. He stated that it wasn't set in stone yet, it was still in the planning stages.
They're not even sure how they're going to do it at this point because quite frankly, it costs approx 12K
per mile of new fencing.

I explained that our VF projects in this area will be of the cattle-proof Normandy style, and told him
that our current plan is set them immediately adjacent to the "properly aligned" cattle fence. This
would address the (b) (6) and (b) (6) concern about trapping animals between the fences. He
stated that we would stay in touch and between their surveyors and the surveyors hired by whichever
company gets the contract, we will ensure that the International Line is CLEARLY marked! (for a
change)

I recommend that the contractors hire their own surveyors and between IBWC and them, we'll get it
right.

I'll keep you informed as we go along!

Apparently I totally skipped over this email on Monday. Do you know what the deal is with proposed
fence/VBs in this area where there is the cattle fencing that criss-crosses the border? Do we have plans
right there and are we considering the cattle fencing? I remember this coming up earlier during the
whole VB removal/replacement fiasco last summer….

As you may know, about 13 miles west of Columbus there is about 8 miles of cattle fencing (between
IBWC monument markers 30-40) that zig zags over the border (some of it is Mexican fence in the US,
other parts are US fence in Mexico). The fencing was constructed years ago based on misplaced
Government Land Office markers. In the 2008 Omnibus bill, $100,000 in IBWC construction funding is
provided to redress the misplaced cattle fencing and to ensure it is on the right side of the border. I
just wanted to make sure that CBP was aware of this issue and that it coordinates with IBWC. We
don’t want the cattle fencing to be replaced in a manner that is inconsistent with CBP’s plans for fencing
in that area (we would hate to build new fencing that will just be torn down). Can you please make
sure that the relevant people at CBP are aware of this issue and that they let IBWC know of its plans
for that area? We are also working with the ranchers and IBWC to make sure they coordinate with
