FACT FINDING STUDY FROM INDONESIA TO EXPLORE THECURRENT SITUATION OF THE PUBLIC

HEALTH PROGRAMOF THAILANDWITH THE ROLE OF UNIVERSITY

Purpose
To apply for a 5 days fact finding study to explore thecurrent situation of the public health
program of Thailand with the role of university.

Overview
Indonesia is the largest archipelago in the world with an estimatedtotal of 17 504
islands. The country is ranked fourth globally in termof population, with more than 260 million
inhabitants. Health is clearly stated as one of the important objectives in the
Indonesianconstitution.The Ministry of Health has defined a NationalStrategic Plan in
addressing public health issues, such as programs to combatcommunicable disease, including
TB, HIV/AIDS,and non-communicable diseases, reducing maternal mortality rate, mall nutrition
(stunting) especially for children under the age of 5 years underweight, and health financing to
acieve universal health coverage.
The Indonesian health system has a mixture of public and privateproviders and
financing. The public system is administered in linewith the decentralized government system
in Indonesia, with central,provincial and district government responsibilities. Since 1992
,Indonesia has also introduced a number of reforms to different aspectsof the health system,
while the health system has also been affected byreforms of government and public
administration that are multisectoral. Academics and professions have an important role in
health development, including providing input in determining policies, and or monitoring
programs. The role of universities in health development in Indonesia was confirmed by the
formation ofJoint Committee of Minister of Research, Technology, and Education and Minister
of Health :Improving the Quality of Education, Research, and Health Services.

THE OBJECTIVE
The public health program challenges with some problems that need strategic health program
and education effort of increase number and capable health human resource especially in
primary care to manage the program. It is necessary to learnexperience health program of
other countryespecially Thailand which has a similar condition with Indonesia, and overview
the stakeholders, players and processes towards healthy community and a sustainability
financial support.

GENERAL OBJECTIVE:
1. To understandevidence based policy and strategic action to combat with six program
intervention, such as: mall-nutrition (stunting), TB, non-communicable diseases,
reducing maternal mortality, immunization and health financing- UHC
2. To have a clear understanding of the role of stakeholdersincluding universities to
achieve healthy community at the country level, and it’s collaboration with private and
local/regional level accordingly
3. To know the factors of success and challenges in implementing the policy at national
and regional level, its coordination process and monitoring evaluation.
This fact finding study will help understand Indonesia about the lessons learned by the Thailand
governmentto achieve healthy community with the role of universities

SPECIFIC OBJECTIVES:
1. To have a clear understanding of problem and strategic policy action in mall-nutrition
(stunting), TB program and reducing maternal mortality rate
2. To have a clear understanding of problem and strategic policy action in non-
communicable diseases, immunization program and health financing (UHC)
3. To have a clear understanding the role of academician (lecturer, graduates ) and or
universities (curriculum, tri dharma perguruantinggi) to achieve healthy community

Some of the lessons the group seeks to learn during the fact finding study in the Thailand
includes:

REGULATION
- How the Thai’s Government regulate thehealth program?
- What kind of thespecific intervention program?
- How both of the government (the ministry of health) and the universitiestake responsibility
?

QUALITY
- How does the audit health program applied in central, and local province ? ,
- What role of universities?

PRIMARY CARE
- How does the government own Health Center ?
- is the Capitation payment system implemented in PHC ?
- Is there any stratification or classification of health center

FINANCING
-What continuous sources of revenue (general taxes, social security contributions,
mandatory or voluntary contributions) are used to pay for the PHC?
- What was the PHC benefit packages budgetary impact on government budget?
What financial constraints limit the PHC benefit package?

MONEV
- How to control health program and role of community and universities as well?
- What are challenges to implement UHC and how to overcome it?

Study visit output
1. Lessons learnt from Thailand for Indonesia to improve public health programtowards
healthy community
2. Lessons learnt from Thailand for Indonesia academician (lecturer , students and
graduates) to participate in health program
3. A consolidated report of the fact finding study visit. Best practices relevant for Indonesia
to adopt for better coordination between the central, and local government, institution
education, expert/professional, ministry of health will then be incorporated in the
learning process development for Indonesia to achieve healthy community

Participants
40 participants consist of 30students who take master program in public health from
University of Mitra Indonesia Lampung Province, and 10 chair- person consists of lecturer and
policy adviser, and academic administration.

Budget for Fact Finding study visit to Thailandis self financewhich is born by students and
university of Mitra Indonesia
