Good day!
The students, Jake D. Tomaca, Nadia Mendoza, Kobe Mallari, Amor Manga and Dominic
Gomez of Malabon National High School (Senior High School) STEM 12- A, are establishing a
position paper about Tax Reform for Acceleration and Inclusion (TRAIN) Act of Republic Act No.
10963.The students assure transparency of data to be gathered and confidentiality on the personal
information of the respondents.
May you cooperate and extend your consideration towards the completion of the study. Your
participation will be fully acknowledged.

Train Law is not for Everyone 5 4 3 2 1
1. I am aware of the benefits I will gain from the Train
Law
2. I am aware of the 12% added VAT in the original
price of goods.
3. Raising the price of essential products affects those
who are unemployed and not earning enough.
4. Increasing the price of petroleum has an effect in the
prices of transported goods (domino effect)
5. TRAIN law gives income tax benefit to some but
imposes tax to almost all Filipinos including the
underprivileged.
6. TRAIN law is not for everyone and considered as anti-
poor policy.
7. I’m having a hard time to adapt and adjust to the
sudden inflation of prices of our goods.
8. Government’s revenue losses from income tax
exemption would be shouldered by the poor.
9. I believe that TRAIN Law caused the high inflation
rate happening to the Philippines
10. I’m am against the TRAIN law

• The Train law also imposes new taxes in the form of 5 4 3 2 1
excise tax on sweetened beverages and non-essential services
(invasive cosmetic procedures) and removes the tax
exemption of Lotto and other PCSO winnings amounting to
more than P10, 000.
1. I drink sweetened beverages, such as soft drinks,
frequently.
2. I’ am well aware that the TRAIN Law increases the
price of sweetened beverages and non-essential
services (invasive cosmetic procedures)
3. I do not buy too much sweetened beverages, because
of the increase of its price.
4. I believe that diabetes is one of the most common
diseases in the Philippines
5. I believe that TRAIN Law is helpful in terms of health.
6. I play Lotto frequently
7. I sometimes won in the Lotto.
8. I’ am well aware that the TRAIN Law removes the tax
exemption of Lotto and other PCSO winnings
amounting to more than P10, 000.
9. When I won more than Php 10,000 in the Lotto, I will
be happy because I will get the exact money that I
won.
10. I’am Pro toward TRAIN Law.

There is no certainty that the benefit of Train Law will go to 5 4 3 2 1
public service and infrastructure due to the corruption that is
happening in the government.
1. I believe that there is corruption happening in the
government.
2. I trust the Department of Finance in securing the taxes
gathered from the TRAIN Law.
3. Some politicians will avoid paying high taxes due to
their high salary.
4. I believe that the politicians cannot understand the
situation of marginalized and poor families that will
suffer from the inflation
5. Some politicians will take advantage of the TRAIN
law for their own personal sake.
6. I don’t trust the decisions of the government in making
laws and passing bills.
7. The government should focus on different issues rather
than making this law.
8. The government didn’t assessed carefully the effects
of this law in its countrymen.
9. The government should consider the pros and cons of
a law before implementing it.
10. Some officials are wasting public funds for
unimportant and unnecessary projects.

1. I can’t afford the products I used to buy.
2. I’m not having the savings I used to have.
3. I can’t eat the foods I used to eat.
4. My financial problems are getting worse.
5. My debt is getting higher.
6. I was adding more money to my allowance.
7. TRAIN law is a burden for me.
8. The TRAIN law is making my life financially
unstable.
9. The TRAIN law is not affecting me.
10. I’am financialy challenged because of the TRAIN law.

The price hikes of commodities may lead to the further rising 5 4 3 2 1
levels and percentages of poverty and unemployment.

1. This law will lessen the things that I used to buy


before.
2. Adding 12% VAT in the original price makes me
poorer.
3. Increasing the price of petroleum makes me to not
save more.
4. The cost for everyday life is burdened Filipino's more.
5. Prices of the commodities may continue to rise, thus,
the inflation rate too.
6. TRAIN Law has no good effect because many
government officials have been wasting public funds.
7. It is only beneficial to government officials while it is
unfair to minimum wage earners
8. The increase in take-home pay is actually useless
because of the increased price of some necessities
9. TRAIN Lawis burden for the working class.
