Update from Your Chief Steward August 2019 - Issue #17

CID Chief Shop Steward Marinos Marinos

TABLE OF CONTENTS
I would like to begin my monthly update by congratulating all the new
investigators that were recently elevated to their positions within CID. I Update from the Council Page 1
know that many people were concerned that the 15 individuals who
went to training would not be elevated and have to participate in the Info about PERB Notices Page 2
upcoming investigator process. However with the assistance of members
of the Executive Committee and the support of Commander Parsons the Buliding Safety Issues Page 3

CID Union Shop was able to convince the Department that elevating
these members was necessary for the day to day operations of CID. This
success has provided our new members a chance to see a different side
of the Department while letting our more experienced detectives move
on to specialized units or a different district detectives unit, through the
CID/DDU mobility program.

Because some of our CID uniformed members have been issued TASERs,
I would like to remind members that they should have a Union
Representative with them during all questionings and whenever a
statement is made to the Department. It has come to my attention that
it appears the Department is summarily disciplining our members
concerning TASER deployments that they find “questionable”. This type
of behavior is against the contract and will only lead to an unfair
investigation to the member involved. I cannot stress enough that you

The case went to a hearing in front of an

Administrative Law Judge and both parties were
heard on the merits of the case. Ultimately, the Judge
ruled in my favor that Chairman Bigelow had violated
the bylaws and DC Code in an effort to cover up
misconduct at the leadership level. The Judge ruled
that Stephen Bigelow obey the following orders:

As a member of the Criminal Investigations Division,

it is not uncommon that you may need to investigate
a crime in harsh weather or in an environment that
lacks adequate climate control for long periods of
time. However, your MPD office area should be
comfortable given the fact that it’s where a detective
has to compose important investigative documents
that will one day be used as evidence inside a
courtroom.
