ORDINANCE OF ANNEX INMETRO No.

CONFORMITY ASSESSMENT REQUIREMENTS FOR SYSTEMS AND EQUIPMENT FOR


ENERGY PHOTOVOLTAIC
(MODULE, CHARGE CONTROLLER, INVERTER AND BATTERY)

1. OBJECTIVE
Establish criteria for the Conformity Assessment Program for systems and equipment for
photovoltaics, through the labeling mechanism for use of the National Energy Conservation Label -
ENCE (1) meeting the requirements of the Brazilian Labeling Program - PBE, aimed at energy
efficiency and adequate security.
(1) The ENCE aims to inform energy efficiency and / or the thermal performance of systems and
equipment for photovoltaics, defined these Conformity Assessment Requirements in
accordance with Standards specific and / or International Brazilian.
2. SCOPE

For labeling purposes, these conformity assessment requirements apply to:


 Photovoltaic module;
 charge controller and battery discharge;
 Inverter for autonomous systems with a nominal power of 5 W and 10 kW;
 Inverter for grid-connected systems with nominal power up to 10 kW;
 Batteries.

2. ADDITIONAL DOCUMENTS

- Ordinance 166 of 30 May 2008, establishing a Technical Committee "Systems and Equipment for
Photovoltaic Energy";
- Law No. 9,993, of December 20, 1999, which deals with the powers of Conmetro and
Inmetro;
- Law No. 10.295, of October 17, 2001, which provides for the National Rational Use of Energy
Conservation Policy;
- Decree No. 4.059, of December 19, 2001, which regulates Law 10,295 of October 17, 2001 and
established the Steering Committee indicators and Energy Efficiency Levels - CGIEE;
- Inmetro No. 179 of June 16, 2009, approving the requirement for use of the Marks, Accreditation
Symbols and Inmetro Identification Labels;
- Inmetro No. 90 of May 28, 2003, approving the Internal Rules of the Technical Committees
to advise the Inmetro in the development of compliance programs;
- Law No. 8,078, of September 11, 1990, approving the Safety Code and Consumer Protection,
section IV - Abusive Practices, Article 39, item VIII (vendor products);

4. DEFINITIONS
For the purposes of conformity assessment requirement, are adopted 5.1 settings to 5.7, supplemented by
contained in (s) standard (s) specific (s).

5.1 - Conformity Assessment Requirements - RAC


It is the document that establishes systemic treatment for conformity assessment of products, processes,
services, based on specific rules.

5. 2 - Collection
It is the collection of samples in order to assess or verify compliance of a product to one or more
regulatory requirements.

5.3 - Monitoring the Production Testing


correspond to essay performed in products / models already labeled

5.4 - Family
Set of models of a product that, for the same manufacturing process, are kept the same technical
characteristics, materials and design parameters.

5.5 - Maximum efficiency of the photovoltaic module in the standard test conditions
The ratio between the maximum electric power supplied by the module in the standard test conditions
and the product of the irradiance area in the module test standard conditions.

5.6 - Module Area


the front surface of the module including the outer frame.

5.7 - monthly production of energy


The monthly energy production is estimated from a monthly average daily radiation of 5 kWh / m2,
assuming a month of 30 days and a 20% safety factor. This estimate is calculated by the following
equation

5.8 - Record
Act by which Inmetro in the manner and in the cases provided for in Resolution No. 05/2008
Conmetro authorizes, conditioning the existence of the Attestation of Compliance, the use of the
conformity identification seal and in the compulsory field, the sale of the object.

6. CONFORMITY ASSESSMENT MECHANISM


The conformity assessment mechanism used in this RAC is the Compulsory labeling.

7. GENERAL INFORMATION

7.1 - Directors of ENCE

7.1.1 - Features and Affixing ENCE


The format, content, location, how to affix the product / labeled models and other requirements of
ENCE are set out in Annex VI of this RAC

7.1.2 - Use of ENCE


a) The authorization for use of the ENCE and its affixing on products / labeled models does not
transfer, in any case, the responsibility of the authorized supplier for the Inmetro.
b) The supplier shall refer to ENCE in the product Instruction Manual / labeled model.
c) If the authorized dealer will make changes to the products / Label object models that result in the
PET changes, shall notify the Inmetro and the accredited laboratory and / or appointed, making the
necessary changes and their review of PET.
note: If the Inmetro and (s) Laboratory (s) accredited and / or designated (s) do not submit comments,
the authorized supplier can market products / labeled models with ENCE showing modifications or
have been manufactured by a modified process until the Inmetro to rule.

7.1.3 - Abusive Use of ENCE


The Inmetro's take the appropriate action with respect to any abusive use of ENCE, pursuant to this
RAC.

7.1.4 - The use of ENCE is abusive under the following conditions:


a) Using the ENCE prior to authorization of Inmetro;
b) Using the ENCE after the cancellation of the use permit;
c) Use ENCE with non-verified data;
d) promotional disclosure at odds with paragraph 7.1.6 of this RAC

7.1.5 - Treatment of complaints submitted by participants of the program suppliers

7.1.5.1 - The complaints made by the participants of the program suppliers during the year of
application will be processed by Inmetro in terms.

7.1.5.2 - In case of questions about possible divergence of information regarding product / program
participants models, the complainant shall submit to Inmetro their duly formalized complaint, which
shall contain all the data of products / models, as well as a detailed description of the facts that
motivated, including the evidence, if any.

7.1.5.3 - Upon receipt of the complaint, it will be analyzed and being found to be admissible by
Inmetro, this will determine which test is carried out on the products / models, accredited and / or
designated laboratory.

7.1.5.4 - The laboratory accredited and / or designated chosen by Inmetro to proceed with the
termination of the research trial will be responsible for selecting a product / supplier model denounced,
given that the test must be done in compliance with the provisions of this RAC and specific standards.

7.1.5.5 - acquisition costs of the product / model to be tested and the tests to be carried out will be the
whistleblower responsibility.

7.1.5.6 - If the first test the complaint remains valid, the supplier must be notified denounced by
Inmetro and in this case, rebuttal testing may be performed in two other products / models, to confirm
the results, at the request of the supplier terminated.

7.1.5.7 - The test rebuttal may be accompanied by the supplier denounced responsible for the product /
model evaluated by the complainant and by Inmetro, left to the discretion of each such monitoring.

7.1.5.8 - None of the participants who choose to follow the tests may, under any circumstances, be
seen for their realization.

7.1.5.9 - who does not follow the conclusion of the test of counterproof, cannot subsequently
administratively questioning the results.

7.1.5.10 - If the complaint is not proven, the complainant shall bear all the burden of the complaint
investigation procedure and all costs arising from it.

7.1.5.11 - If the complaint remains proven, the burden of investigative procedure is reversed, leaving
the accused bear all costs arising therefrom.

7.1.5.12 - The tests, results and custody of products / tested models will be under the responsibility of
Inmetro and its agents, until the conclusion of the complaint procedure.

7.1.5.13 - Products / models should be delivered to who has borne the cost of acquisition, after
completion of withdrawal procedure.

7.1.5.14 - Inmetro shall ensure the confidentiality in the handling of complaints in order to maintain
the effectiveness of the program, being communicated to the complainant only the dismissal of the
same.

7.1.5.15 - Being founded complaint, the product / model will be automatically reclassified by Inmetro
and the supplier shall:
a) suspend immediately the use of ENCE for the product (s) (s) / type (s) do not conform;
b) Change the characteristics identified as non-compliant and to start using the new one, in
accordance with the test results obtained, within 30 days from receipt of the notification.

7.1.6 - Promotional Disclosure

7.1.6.1 - Every collective advertising that implies official recognition of ENCE-related issues is the
responsibility of Inmetro.

7.1.6.2 - Every individual advertising that implies official recognition of the data contained in ENCE
must be submitted to Inmetro. 7.1.6.3 - In the instruction manuals or information to the user, references
about the features not included in this RAC, cannot be associated with ENCE or induce the user to
associate such features to ENCE.

7.1.6.4 - There should be no advertising involving ENCE, which is derogatory, abusive, false or
misleading, and in other products / models than those objects use authorization.

7.1.6.5 - Operating instructions or information, packaging and promotional material products / models
that are authorized for use ENCE, can be used the following sentence:
"This product has its performance assessed by Inmetro and complies with the Brazilian
Labeling Program."

7.1.6.6 - The announcement of the final results of the tests will be done by Inmetro through specific
tables available in your site,www.inmetro.gov.br.

8. Procel
The concession of Procel Seal for products object of this RAC will occur in the labeling process of the
Brazilian Labeling Program - PBE, coordinated by the National Institute of Metrology, Standardization
and Industrial Quality - Inmetro, and meet the criteria and procedures for granting the Procel described
in www.eletrobras / procel. The membership of the companies / suppliers to Procel is voluntary.

9. Stages of the conformity assessment process


The procedure for assessing conformity referred to in this RAC comprises the following steps:

9.1 - Signature Labeling Commitment Agreement with Statement of product line / Models
The supplier of systems and / or equipment for photovoltaics you want to label their products, must
sign and send to Inmetro the Commitment Agreement herein, declaring, indicating the amount, your
entire product line / manufacturing models, for information Inmetro. The supplier undertakes also to
update this declaration whenever the product line changes.

9.2 - Request for Labeling


The supplier interested in getting authorization for use of ENCE in its manufacturing products, will
forward the documentation undersigned / validated by its legal representative, as indicated:
Inmetro:
a) Labeling Commitment Agreement with the statement of the line of products / models object of
conformity assessment.
The accredited laboratory and / or appointed:
a) Technical Specification Sheet - PET;
b) Labeling request.
Note: It is not allowed Labeling for products / models that do not meet the characteristics specified in
item 2, unless authorized to participate in the program from the previous evaluation and Inmetro
accredited and / or designated laboratories.

9.3 - Request Analysis for Labeling


a) Technical analysis is made by an accredited and / or designated laboratory which subsequently
forwards the documents to Inmetro's for final approval. Inmetro guides the supplier as to the
procedures for labeling, namely:
modules: According to Annex I;
Controllers and unloading cargo: In accordance with Annex II;
inverters: According to Annex III;
batteries: In accordance with Annex IV.
b) All documents involved in the labeling process must have its authenticity verified with the
original document.

9.4 - Testing for Labeling


Tests for labeling products listed in item 2 are described in the accompanying this RAC.

9.5 - Testing for extension of Labeling

9.5.1 - When the authorized company wish to extend the authorization for use of ENCE for additional
models to those already labeled, including new releases and / or products in development, must submit
to Inmetro the documentation referred to in 9.2.

9.5.2 - Only extension requests will be met to comply with the provisions of this RAC and have
obtained the consent of the receiving and / or designated laboratory.

9.5.3 - Inmetro, after receiving the results, confirm the authorization of the use of ENCE and indicate
the types and additional models in the consumption tables / edited efficiency as 7.1.6.6.

9.6 - Approval for use of ENCE


Inmetro, verified compliance of the product / model and possession of test report issued by accredited
laboratory and / or designated confirms affixing the label and disseminates data through Efficiency
Tables available on your site, www.inmetro.gov.br.

9.7) Product Registration on Inmetro

9.7.1 Registration Award

9.7.1.1 The Product Registration will always occur by the supplier through formal specific request
Inmetro through the system available on the sitehttp://www.inmetro.gov.br/orquestra

9.7.1.2 The authorization for use of the National Energy Conservation Label - ENCE is given by the
product registration in Inmetro, being mandatory prerequisite for marketing the product in the country,
as prescribed in Resolution Conmetro No. 05 of May 6 2008 and supplemented by this RAC.

9.7.1.3 The labeling of the product in accordance with the criteria in this RAC is an indispensable step
for the granting of the same registry.

9.7.1.4 Documents for product registration request must be attached to the system and are as follows:
a) Test reports, subject to the provisions of this RAC, demonstrating the conformity of the object;
b) Copy of the Articles of Association stating that the applicant is legally empowered to represent it;
c) labeling agreement signed by the legal representative responsible for marketing the product in the
country;

9.7.1.5 Inmetro evaluates the request and, if all documents are in accordance with the provisions of
this RAC, issue the registration whose number will allow the identification of the product and
comprises the mark of Inmetro, according to Annex I (National Label Energy Conservation - ENCE).

9.7.1.6 The record has a certain validity in the act of being granted may not be less than one (01) year

9.7.2 Registry Maintenance

9.7.2.1 Maintaining the registry is subject to the absence of non-compliance during the evaluation of
the monitoring of production, as defined in item 9.8 of this RAC and Conmetro Resolution No. 05 of
May 6, 2008.

9.7.2.2 The request of registry maintenance should be made to Inmetro by the Supplier, through the
website http://www.inmetro.gov.br/qualidade/regObjetos.asp, with a minimum of twenty (20) days
before the expiry of its validity, subject to the procedures set forth in Resolution Conmetro No. 05 of
May 6, 2008.

9.7.2.3 The labeling of the product in accordance with the criteria in this RAC is an indispensable step
for the maintenance of the registry.

9.7.3 Registration Renewal

9.7.3.1 The renewal of registration is subject to the absence of non-compliance in the procedures
established in this RAC and Conmetro Resolution No. 05 of May 6, 2008.

9.7.3.2 The renewal request of the authorization shall be made to Inmetro by the Supplier, through the
website http://www.inmetro.gov.br/qualidade/regobjetos.asp, with at least 45 (forty five) days before
the expiry of its validity, subject to the procedures set out in Chapter IV of Resolution Conmetro No.
05 of May 6, 2008.

9.7.4 Change of Registration Scope

9.7.4.1 The registry holder supplier you want to include or exclude models of an already registered
family must formally request the Inmetro the site http://www.inmetro.gov.br/qualidade/regobjetos.asp.

9.7.4.2. For inclusion model in a registered family is necessary Inmetro and laboratory accredited by
the Brazilian Labeling Program - PBE assess the compatibility of the new model with the registered
family characteristics, according to this RAC, and after performing the planned tests monitoring of
Production - AcP of this RAC.

9.7.4.3 Models that constitute new family not registered yet will require new registry with Inmetro in
accordance with the provisions of this RAC.

9.7.5 Suspension or Cancellation of Registration

9.7.5.1 The suspension or cancellation of registration must occur when not attended any of the
requirements established in this RAC and / or in Chapter III of Resolution Conmetro No. 05 of May 6,
2008.

9.7.5.2 In the case of suspension or cancellation of the National Energy Conservation Label - ENCE
for noncompliance with any of the requirements established in this RAC, the labeling of the product
registration object is under the same condition. In these cases, the record holder supplier must cease
use of the National Energy Conservation Label - ENCE and any advertising that has to do with it.

9.7.5.3 As long as the suspension or cancellation of registration, manufacture, import and marketing
of this product (s) (s) concerned (s) nonconforming (s) to (m) be stopped immediately (s).

9.7.5.3.1 The registry holder supplier must also arrange the withdrawal of products nonconforming
market.

9.7.5.4 The interruption of the suspension, or part of the registry, is subject to proof, by the Registry
holder supplier, correction of non-compliance that gave rise to the suspension.

9.7.5.5 The registry holder provider that has its registration canceled can only return to the system after
the completion of a new complete dossier of conformity assessment and a new registration request in
Inmetro.

9.8 - Maintenance Assessment


maintaining assessment tests are intended to verify that the supplier is keeping the product / model
with the same characteristics defined for obtaining the object registration. The supplier must collect a
family annually samples needed for the test, according to the Annexes I to IV, their family.

10. RESPONSIBILITIES AND DUTIES

10.1 - Controls and checks Exercised by INMETRO


After labeling started, the use of ENCE control is performed by Inmetro's, which checks the conditions
set in this RAC.

10.2 - Controls and checks Exercised by the Supplier


a) The control of products / models - systems and equipment for photovoltaics, admitted to ENCE
is performed by the supplier under its responsibility;
b) The supplier shall make, or do perform the set of checks and tests prescribed in this RAC,
product / fully finished models and removed a sample of the manufacturing process and / or
collected in the market.

10.3 - authorized dealer Bonds


a) Abide by the conditions and arrangements for the ENCE established in this RAC, the legal
provisions and contractual provisions regarding the authorization for use of ENCE, regardless
of their transcription;
b) Submit its entire line of products / models to tests in laboratories designated by Inmetro;
c) Post ENCE necessarily the product / labeled and only these models, the production line;
d) Facilitate the Inmetro, or his representative formally identified, the work of collecting samples;
e) Abide by the decisions taken by Inmetro, according to the provisions on labeling of products /
models or this RAC;
f) Send Inmetro all printed advertising or catalogs that refer to ENCE;
g) Inform the Inmetro and accredited and / or designated laboratories:
1. Any modification of technical specifications of products / models labeled or labeling stage;
2. The discontinuation or temporary suspension of manufacturing / marketing of products /
models labeled or labeling phase.
h) Keep a record, under the Customer Service Center (SAC) of the supplier or its equivalent, from
all claims relating to product / labeled models in relation to the characteristics specified in
ENCE, and put it on hand for consultation Inmetro's;
i) The authorized provider has technical responsibility, civil and criminal regarding the products it
manufactured or imported, as well as all documents relating to the labeling, with no transfer
case this responsibility.

11. AUTHORIZATION FOR USE OF SUSPENSION ENCE

11.1 - Conditions and Procedures

11.1.1 - The authorization to use the products ENCE / RAC this object models can be suspended, with
the consequent withdrawal of the product (s) (s) / type (s) of INMETRO site for a certain period,
described in the following cases:
a) If the non-compliances identified in steps defined in section 9 are not remedied;
b) In case of use of ENCE disagree with this RAC;
c) After agreement between the vendor and the Inmetro's to a period of non-production or for
other reasons, validated by agreement between the parties.

11.1.2 - It is prohibited to market any product authorized vendor / model labeled with ENCE for the
duration of the suspension of the authorization, as described this RAC

11.1.3 - The suspension is notified by the authorization Inmetro's by official document in which the
conditions of application and duration are indicated.

11.1.4 - After the estimated period of suspension Inmetro verify whether the conditions laid down for
new authorization have been met.
a) If so, or if no contrary notification, the suspension automatically becomes void;
b) If not, Inmetro cancel the authorization.

12. AUTHORIZATION FOR USE OF CANCELLATION ENCE

12.1 - Conditions and Procedures

12.1.1 - The authorization is canceled when:


a) No recurrence of the causes of the suspension of the authorization;
b) The ENCE is used in another product / model than the object of the authorization;
c) The supplier does not submit the product / model to AcP tests;
d) The product / model subjected to tests AcP is disapproved;
e) The authorized provider does not meet the financial obligations set out in item 13 of this RAC
f) The authorized provider does not wish to extend it;
g) The rules relating to systems and equipment for photovoltaics are reviewed and authorized
provider does not agree or cannot ensure compliance with the new requirements.

12.1.2 - The cancellation of the authorization is notified by Inmetro through official document, which
are indicated under which conditions it was made.

12.1.3 - Before the cancellation of the authorization, Inmetro decide on the actions to be taken in
respect of products / models labeled with the existing ENCE in stock.

13. FINANCIAL ARRANGEMENTS


The financial operations relating to the authorization for use of ENCE are:
a) The cost of tests needed to the labeling of products / RAC this object models are due to the
accredited testing laboratory and / or designated by Inmetro;
b) The supplier must take prior knowledge of these costs by the accredited laboratory and / or
designated;

c) The initial deposit for the costs of the tests is carried out in the current account of the accredited
testing laboratory and / or designated by Inmetro, as instructed by the laboratory itself.
14. PENALTIES

14.1 - Failure to comply with the requirements contained in this regulation shall subject the
participants of the program suppliers to the following penalties:

14.1.1 -Warning.

14.1.2 - Interim suspension of the authorization for use of ENCE.

14.1.3 - Suspension of the authorization for use of ENCE.

14.1.4 - Cancellation of the authorization for use of ENCE.

14.2 - The application of warning penalties, interim suspension and suspension is without prejudice to
the requirement, by Inmetro of irregularity correction, including the obligation of the supplier to
correct the information and use the ENCE and program information as indicated by Inmetro.

14.3 - The penalties of interim suspension, suspension and cancellation may cover all the products /
models participating vendor of the program in the following cases:
a) recurrence;
b) Failure to comply with obligations in this RAC and especially in paragraphs 7:09 and its sub-
items.

14.4 - The Supplier shall be notified, without prejudice to the application of the penalty interim
suspension of the authorization for use of ENCE, when the finding of non-compliance with the
requirements in this RAC. The notification will specify the imposed penalty.

14.5 - shall be granted within 15 (fifteen) days from the date of receipt of the notification to the
supplier:
a) Submit a proposal to fix the situation that led to the penalty and corrective action to prevent a
recurrence of such a situation, if you agree to the fee; or
b) No suspensive effect, to exercise its right of appeal for cases in which disagree with the
application of the penalty.

14.6 - Notifications will be carried out by any demonstrably done so.

14.6.1 - If the Inmetro try making notification, and cannot succeed after three attempts demonstrably
made, you may immediately suspend the authorization for use of ENCE, by the supplier, those
respective products / models.

14.7 - The application of the precautionary suspension of penalties, suspension and cancellation entail
the immediate interruption of ENCE and information relating to efficiency indexes of products /
models covered by the penalty imposed. This interruption will last until the supplier modify the ENCE,
adjusting it.

14.8 - The application of the precautionary suspension of penalties, suspension and cancellation, as
well as any changes in classification of products / models participants will be registered in the Inmetro.

15. RESOURCES

15.1 - The funds made within the contractual penalties provided for in this RAC should be addressed
to Inmetro.

15.2 - Appeals must be submitted within a period of fifteen (15) business days from receipt of its
communication.

ANNEX I - Photovoltaic Modules


The following rules and procedures for testing of photovoltaic modules are listed below:
a) IEC 61215 - Crystalline Silicon Terrestrial Photovoltaic (PV) Modules - Design Qualification
and Type Approval
b) IEC 61646 - Thin-film terrestrial photovoltaic (PV) modules - Design qualification and type
approval
This document provides procedures for testing of photovoltaic modules crystalline silicon (mono-Si or
multi-Si) thin films and within the scope of the Brazilian Labeling Program Inmetro's.
Figure 1 shown below shows the flowchart of the test, based on the international standards IEC
61215 (International Electrotechnical Commission) - Crystalline Silicon Terrestrial Photovoltaic
(PV) Modules - Design Qualification and Type Approval, and IEC 61646 - Thin-film terrestrial
photovoltaic (PV) modules - Design qualification and type approval.

For carrying out the tests provided herein a sample of 2 photovoltaic modules is required (same model
and characteristics). The supplier is responsible for sending samples to the laboratory accredited and /
or designated which will perform the tests.

The two modules will be subjected to the following tests: pretreatment 5 kWh / m2, visual inspection
and determination of maximum power. The conclusion from these tests a module will be subjected to
insulation test and moisture conditions will be maintained as the other control unit.

The photovoltaic module is considered to have passed the respective tests if there is no visual evidence
of a major fault, and if the maximum power is between -5% and 10% of rated power in the technical
specification sheet, PET, provided by the manufacturer / supplier.
In items 1 through 4 below describes the testing for each test, according to the numbering of items
shown in Figure 1, above.

1. Visual inspection
It aims visual detection of defects in modules and is performed according to the procedures described
in section 10.1 of standard IEC 61215.

2. Performance in the Test Standard Conditions


It aims to determine the electrical characteristics of the module in the test standard conditions (STC -
Standard Test Conditions, 25 C; AM1,5; 1000W / m2). It is made according to the procedures
described in Section 10.2 of IEC 61215.

3. electrical insulation
Checks the electrical isolation between the electrical terminals (+ and -) of the module and its metal
frame and is performed exactly as specified in Section 10.3 of IEC 61215.

4. Insulation resistance in wet conditions

Checks the electrical isolation between the electrical terminals (+ and -) of the module and its metal frame in
damp conditions and is performed as specified in item 15.10 of IEC 61215.

The execution of other tests to assess degradation, included in the IEC 61215 and IEC 61646 standards
will be object of study for future inclusion in the proceedings.

V - Recommendations

Take care with the polarity when making connections.


Before connecting the source to the controller, ensure that the voltage and / or current
corresponding to the controller's capacity.
Remember previously connecting the device to the accumulator will function.
Measure all voltages in the controller terminals.

TESTING PROCEDURES
1. Testing in nominal conditions
(Operation under rated currents on both the generation and load side).

1.1 Voltage drop


1.1.1 - Set up apparatus and measuring instruments such as shown in Figure 2 including a variable
resistor in series on the positive wire between the battery and the controller.
1.1.2 - Set the source as current source for a current equivalent to the rated current of the charge
controller circuit to the photovoltaic panel.
1.1.3 - Connect the battery.
1.1.4 - Connect the power and typically expected loads, which current equals the nominal current of
the load circuit.
1.1.5 - With the power supply and the connected loads go adjusting the variable resistance value in
order to obtain the nominal voltage at the terminal corresponding to the accumulator controller.
Measuring the voltages at the other two terminals (panel and loads).
1.1.6 - The controller must not contain falls voltages higher than 0.8V between the terminals of the
photovoltaic panel and the accumulator, and the accumulator and load.
1.2 Voltage disconnect and reset the panel and compensation for temperature
1.2.1 - Set up the equipment and measuring instruments as shown in Figure 2.
1.2.2 - Connect the charges for one hour.
1.2.3 - Set the source as current source, a current equivalent to the rated current of the controller,
connect the source to the controller and register the panel-off voltage.
1.2.4 - Change the voltage at the source until the panel reset voltage.
1.2.5 - Check the adjustability of setpoints following the procedures specified by the manufacturer.
Repeat the test and verify that the stresses suffered modifications (maximum and minimum
nominal).
1.2.6 - Place the controller in an air conditioner, a temperature of 20 ° C higher and / or lower than the
previous test, where this results not less than -10 ° C to + 45 ° C or higher for one hour.
1.2.7 - Repeat the procedure and verify that initially found voltages have been modified.
1.3 off voltage and replacement of cargo
1.3.1 - Set up the equipment and measuring instruments as shown in Figure 3.
1.3.2 - Select the font as voltage source, select a voltage equivalent to 105% of rated voltage of the
controller and go reducing tension at 0.25% of the rated voltage of the controller until the loads
are turned off, record the disconnection voltage loads. Check that the value of the disconnect
voltage corresponds to that indicated by the manufacturer in its manual. (Permissible variation
± 2%).

1.3.3 - Similarly, but in the opposite direction, increasing the tension at 0.25% of the nominal voltage
of the controller until the loads become reconnected. Register reset voltage loads and verify that
the value of the loads connection voltage corresponds to that indicated by the manufacturer in
its manual. (Permissible variation ± 2%).
Alternatively, if the controller does not allow to connect a source such as battery, use the
following procedure:
1.3.4 - Set up the equipment and measuring instruments as shown in Figure 2.
1.3.5 - Select the source as a source of current. Select a current equivalent to the rated current of the
controller circuit panel.
1.3.6 - Connect the loads to which the loads are disconnected. Register the disconnection of loads tension.
1.3.7 - Connect the supply until the charges are linked again, record the value of replacement of loads
tension.
1.4 self-consumption
1.4.1 - Set up the equipment and measuring instruments as shown in Figure 3.
1.4.2 - Set the source as a source of tension, the nominal voltage of the controller.
1.4.3 - Connect the battery source as the controller.
1.4.4 - Connect the power and measure the self-consumption current. This current must not exceed 30
mA. Check that the visual information provided by the controller corresponds to the values
established by the manufacturer.

2. Testing in extreme conditions

2.1 Surge protection at the entrance of the photovoltaic panel


2.1.1 - Set up the equipment and measuring instruments as shown in Figure 2.
2.1.2 - Selecting a voltage equivalent to 125% of the open circuit voltage of the photovoltaic panel.
2.1.3 - Connect the source to the controller and turn on the source. Leave connected for 15 minutes.
The controller complies with the specification if, after this period, following working as
originally.

2.2 Protection against reverse polarity at the PV panel connection.


2.2.1 - Set up the equipment and measuring instruments as shown in Figure 2.
2.2.2 - Change the position of the corresponding source wires to the generator for 5 minutes.
2.2.3 - Re-establish the connection correctly.
2.2.4 - Check if the controller continues to operate as originally.

2.3 Protection against reverse polarity in the battery connection

2.3.3 - Disconnect the wires and fuse verify controller state, changing it if it is blown.
2.3.4 - Put the wires in the correct position and verify that the controller works as originally.

1.1.2 - Set the source as a source of tension. Select a compatible voltage to the inverter.
1.1.3 - Connect the battery source as the inverter.
1.1.4 - Connect the power and measure the current for self-consumption voltages corresponding to
92%, 100%, 108%, 117% and 125% of rated voltage, beyond the minimum and maximum
voltage inverter input. In any case the current should be greater than 3% of consumption when
at full load - rated power. Check that the visual information provided by the inverter
corresponds to the values established by the manufacturer.
1.2 Efficiency, harmonic distortion, voltage regulation and frequency
1.2.1 - Set up the equipment and measuring instruments as shown in Figure 4.
1.2.2 - Set the source as a source of tension, adjusting the nominal voltage of the inverter.

1.2.3 - Connect the battery source as the inverter.


1.2.4 - Identify pure resistive load equivalent to 10%, 20%, 30%, 40%, 50%, 60%, 80% and 100% of
rated power.
1.2.5 - Connect the source to the inverter input nominal voltage and consecutively connect the loads to
the distribution mentioned before. For each case register the current values (average and ripple)
and DC input voltage and the AC output current, voltage, frequency and total harmonic
distortion of voltage in relation to fundamental.
1.2.6 - Calculate the inverter efficiency.
1.2.7 - the recorded measures, efficiency should be above 80% in the operating range between 10%
and 50% of the nominal power and greater than or equal to 85% in the range between 50% and
100% of rated power. On the other hand, the total harmonic distortion should be less than 5% in
any operating power and frequency (60 Hz) and output voltage 127/220 VAC RMS single-
phase shall comply with the rules in force (ANEEL) to any power.
1.2.8 - Check visually by the oscilloscope waveform of the inverter. This should be pure sine.
1.2.9 - Repeat the above procedure to the input voltage set to the minimum value and the maximum
value specified by the manufacturer.
1.3 Overload
1.3.1 - Identify an engine with a power of 1/3 of the rated power of the inverter, in compatible output
voltage of the inverter.
1.3.2 - Connect the motor to the inverter and see if it can start the engine smoothly.
1.3.3 - Identify one or more resistive loads with a total power equal to 120% of the nominal power of
the inverter. Connecting the load for 10 minutes, the inverter must maintain at least 3 minutes
connected loads. If the inverter off by overload, once off the excess loads and after restarting
the inverter, this should work as originally.
1.3.4 - Repeat the above procedure, but for one or more fillers with a total power equal to 150% of the
nominal power of the inverter, which must be connected for at least 1 minute.
2. Test under extreme conditions
2.1 Protection against reverse polarity
2.1.1 - Set up the equipment and measuring instruments as shown in Figure 4.
2.1.2 - Reverse polarity battery connection on the inverter. Connecting the inverter for 5 minutes.
Disconnect the inverter.
2.1.3 - In case of protection with fuse, check their status. If you are blown perform replacement.
2.1.4 - Connect correctly the inverter to the battery.
2.1.5 - Check the operation of the inverter as originally.
2.2 Protection against short circuit at the output
2.2.1 - Connect two wires at the inverter output, leaving free the ends of them.
2.2.2 - Connect the inverter and connect the wires for 5 seconds.
2.2.3 - Disconnect the inverter. Undo the wire union.
2.2.4 - In case of protection with fuse, check their status. If you are blown perform replacement.
2.2.5 - Check the operation of the inverter as originally.

2.3 Efficiency, harmonic distortion, voltage regulation and frequency at 40 ° C ambient


2.3.1 - Set up the equipment and measuring instruments as shown in Figure 4.
2.3.2 - Set the source as a source of tension, adjusting the nominal voltage of the inverter.
2.3.3 - Connect the battery source as the inverter.
2.3.4 - Identify pure resistive load equivalent to 10%, 20%, 30%, 40%, 50%, 60%; 80% and 100% of
rated power.
2.3.5 - Connect the source to the inverter input voltage rating and keep the inverter operating for five
hours at rated power in the previously conditioned environment at 40 consecutively connect the
loads to the distribution mentioned before. For each case register the current values (average
and ripple) and DC input voltage and the AC side, current, voltage, frequency and total
harmonic distortion of voltage in relation to fundamental.
2.3.6 - Calculate the inverter efficiency.
2.3.7 - the recorded measures, efficiency should be above 80% in the operating range between 10%

The rules of procedures for testing of inverters dc / ac for photovoltaic systems connected to the
network have been defined based on the minimum requirements to be required for such equipment.
These requirements and procedures are reported below.
The following are the tests to be performed are:

15 Protection against reverse polarity

15.1 Configure devices and measuring instruments such as shown in Figure 3.

15.2 Configure the PV array simulator for maximum power and input voltage of the inverter. The
chosen form factor is arbitrary.

15.3 Configure the network simulator to absorb up to 110% of the maximum AC power of the inverter
60 Hz and a nominal voltage test.

15.4 Close the keys following the order of connection to the inverter suggested by the manufacturer.

15.5 Keep the inverter in this configuration for 5 minutes.

15.6 Open the keys 1 and 2, replace fuses if necessary and reconnect the PV generator in the correct
polarity.

15.7 Check that the inverter has not been damaged.

If the inverter operates for 5 minutes and is found through visual inspection and verification of the
power flow to the network, that it is operating correctly, then it is approved.

16 Overload

16.1 Set the measuring apparatus and instruments as it appears in Figure 2.

16.2 Configure the PV array simulator to provide 120% of the maximum ac power inverter at
maximum voltage SPMP permitted by the inverter. The chosen form factor is arbitrary.

16.3 Configure the network simulator to absorb up to 130% of the maximum AC power of the inverter
60 Hz and a nominal voltage test.

16.4 Close the keys following the order of connection to the inverter suggested by the manufacturer.

16.5 Operate the inverter for 15 minutes, even though it limits the output power or disconnect.

16.6 Configure the PV array simulator to provide the inverter rated output power.

16.7 Check if the inverter continues to operate normally.

If it is determined through visual inspection and verification of the power flow to the network, the
inverter continues to operate normally, then it is approved.

ANNEX IV BATTERIES
Applicable for stationary battery low intensity discharge technology alkaline nickel cadmium
and lead-acid for photovoltaic application, having the following classification:
- Lead-acid ventilated without replenishment of water
- Lead-acid ventilated with spare water and transparent or translucent vessel
- Lead-acid regulated by valve
- nickel-cadmium alkaline battery ventilated
- nickel-cadmium alkaline battery regulated by valve
- Not applicable for automotive or traction batteries.

During the tests, vented batteries can receive makeup water, provided that designed for this
procedure. The amount used should be measured and recorded in the test report.

The ability to test and durability test are performed with the same test piece, and the other tests with
dedicated test bodies.

TESTING PROCEDURES

1. ability test

PRELIMINARY TREATMENT

1.1.1 - The manufacturer must inform the laboratory in which the discharge regimens set forth in Table
1 (5h, 10h or 120h) This test should be conducted.
1.1.2 - Controlling the thermostatted bath so that it is stabilized at 25 ° C 3 ° C if the laboratory does
not have the environmental temperature control system at 25 ° C 3 ° C.
1.1.3 - The water level in the tank should be 25 mm below the top of the battery. If more than one
battery is placed in the same tank, maintaining a minimum distance of 25 mm between them.
The distances between the batteries and the sides of the tank walls must also be 25 mm at
minimum.
1.1.4 - Condition the battery at this temperature for a minimum of 16 hours.
1.1.5 - Connect the devices as they appear in Figure 5.
1.1.6 - Pre-set the load current value numerically equal to the battery capacity ratio divided by the
number of hours (IxH= CxH/ xH) In accordance with the flow rate defined in 1.1.1.
1.1.7 - Connect the load discharge with the arrangement described in Item 1.1.1, maintains a constant
current until the voltage reaches the discharge end value shown in Table 1, whereupon the load
should be disconnected. In the case of one-piece, this end value of the discharge voltage should
be multiplied by the number of elements that compose it.
1.1.8 - Pre-set the supply current with the same value of the discharge current. Monitor the voltage at
the terminals of the battery until it reaches 2.40 V per cell for lead-acid battery or 1.55 V per
element alkaline battery, unless the manufacturer to submit a different specification.
1.1.9 - After reaching the voltage mentioned in item 1.1.8, keep charging at constant voltage for 24 h,
or other time specified by the manufacturer.
1.1.10 - Repeat the procedure described in paragraphs 1.1.6 to 1.19 for three times.

GOT CAPACITY (CO)

1.1.11 - This test must be performed after completion of pretreatment by observing the minimum time
of 4 h rest after the end of the pretreatment cycles.
1.1.12 - then connect the load with the preset constant current to the scheme defined in section 1.1.1

1.1.14 - As a requirement, the capacity achieved must be equal or greater than 95% capacity specified
by the manufacturer for the exhaust system defined in item 1.1.1 (120 hours or 10 hours or 5
hours).

2. Durability test
The durability test procedures adopt some extracted IEC 61427 - Secondary cells and batteries for
photovoltaic energy systems (PVEs) - General requirements and methods of test. Is defined herein
battery life for their ability to withstand charge / discharge cycles. The thermostatic bath will be used
in order to speed up the wear of the samples reducing the testing time. Samples have already been
subject to an ability test specified in item 1.
2.1 PREPARATION Test
Procedure
2.1.1 - Following the configuration of Figure 5, heat the bath to 40 ° C ± 3 ° C.
2.1.2 - The water level in the tank should be 25 mm below the top of the battery. If more than one
battery is placed in the same tank, maintaining a minimum distance of 25 mm between them.
The distances between the batteries and the sides of the tank walls must also be 25 mm at
minimum.
2.1.3 - Initially, the battery must be fully charged and then conditioned for a minimum of 16 hours in
the temperature 40 ° C, keeping it at this temperature throughout the test.
2.1.4 - for lead-acid battery: discharging the battery discharge rate with a constant current numerically
equal to I10 = C10 / 10. Maintaining discharge by 7:30 am. If the battery voltage reaches the
value 1.5 V per cell, the downloading should be interrupted for safety reasons.
2.1.5 - For nickel-cadmium battery: discharging the battery at a constant current numerically equal to
C5 / 10. Maintaining discharge by 7:30 am. If the battery voltage reaches the value of 0.80 V per
cell, the downloading should be interrupted for safety reasons.

PHASE A - shallow cycling under low load condition


2.1.6 - After the discharge period to promote the accumulator charging with constant current of 1.03 I10
(For lead-acid battery) or 1.03 x C5 / 10 (for nickel cadmium battery) for 3 h.
2.1.7 - Discharging the battery with a current for the 10-hour discharge rate (I10 for lead-acid battery, or
C5 / 10 for nickel cadmium battery) for 3 h, noting the voltage limit specified in paragraphs
2.1.4 e2.1.5.
2.1.8 - repeat 49 times the cycle described in paragraphs 2.1.6 and 2.1.7. After 49 cycles fully recharge
the battery.

PHASE B - shallow cycling for high load condition


2.1.9 - Discharging the battery for 2 h with constant current of 1.25 I10 (For lead-acid battery) or 1.25
C5 / 10 (for nickel-cadmium battery).
2.1.10 - After the discharge period to promote recharging the battery with constant current I10 and
threshold voltage VPE at 2.40 (for lead-acid battery), or C5 / 10 and threshold voltage VPE at
1.55 (for nickel cadmium battery) for 6 h, unless the manufacturer to submit a different
specification for the voltage limit.

2.1.11 - repeat 99 times the cycle described in paragraphs 2.1.9 and 2.1.10.

OBTAINED CAPACITY (CO) and NUMBER OF CYCLES


2.1.12 - After completion of 150 cycles of Phases A + B above, leaving the battery at rest at room

current parameters , voltage, temperature and time until the battery reaches the discharge end
voltage (1.75 V times the number of elements of lead-acid battery and 1.00 V times the number
of elements to nickel-cadmium battery).
2.1.17 - Write the date and time (hh: mm: ss) end of the test.
2.1.18 - As a requirement, the capacity obtained should be not less than 80% of the nominal capacity.
2.1.19 - The battery must meet at least one complete sequence of 150 cycles (phase A + phase B).
2.1.20 - The manufacturer can specify as many cycles as long as integer multiple of 150, which must
be proven in this trial. It must be registered the value obtained capacity after each complete
sequence.
2.1.21 - The criteria for approval of this test is to attend the number of cycles declared by the
manufacturer, in integer multiple of 150. This information must appear on the battery ENCE.

3. charge retention test (self-discharge)


This test aims at assessing the remaining capacity (self-discharge) the battery after a certain period in
open circuit.

3.1 Test procedure


3.1.1 - Establish a capacity test procedure as described in item 1, using 10-hour discharge rate for lead-
acid battery (final discharge voltage VPE 1.75) and 5 hours for nickel-cadmium battery (voltage
1,00 discharge end VPE).
3.1.2 - Then recharge the battery as per the procedure described in items 1.1.8 and 1.1.9.
3.1.3 - Keep the surfaces of the batteries clean and dry, preventing any external agent to facilitate
discharge, in addition to its own self-discharge.

3.1.4 - Then, store the battery in an open circuit for 90 days in a dry place at 25 ° C average
temperature of 3 ° C, which must be monitored and recorded.
3.1.5 - Loser the time interval specified above, the battery must be discharged in a 10-hour discharge
rate, according to the procedure described in items 1.1.12 and 1.1.13.

4.1 Test procedure

5. Efficiency load / unload (Mandatory from January 1, 2012)


The objective of this test is to evaluate the coulometric efficiency (ratio of the amount of amp-hours
provided in a discharge and the amount of amp-hours required for charging in a battery) in a particular
charge state. This feature is important for batteries used in low-intensity discharge regimens.

5.1 Test procedure


5.1.1 - Establish a test capacity scheme 120 hours at 25 ° C 3c, according to the procedure described
in item 1. The obtained capacity value should be equal to or higher than the nominal value.
5.1.2 - Then recharge the battery as per the procedure described in items 1.1.8 and 1.1.9.
5.1.3 - In order to determine an actual capacity of 120 h regimen (Cr120) Carries out a discharge in this
battery system, until the voltage reaches 1.80 V times the number of elements for lead-acid
battery, or 1.00 V times the number of elements to nickel-cadmium battery (Vb = final
