1. Introduction
1.1 Background
Airworthiness Directive (AD) 98-11-03 R1 [1] was made effective on 23 June 1998.
This AD mandated Revision H of the 727 Supplemental Structural Inspection
Document [2], for all 727 airplanes and required that any repairs, alterations, or
modifications be evaluated for potential effects on the damage tolerance
characteristics of the structural significant items (SSI’s) listed in the document.
Paragraph (e) of the AD required that all repairs that affect SSI’s, and installed before
23 June 1998, be identified at the first SSID inspection after 23 June 1998 and have a
damage tolerance assessment (DTA) completed within one year. Paragraph (g) of the
AD required that all new repairs that affect SSI’s, and installed after the 23 June 1998
effective date, have a damage tolerance assessment completed within one year after
the repair is installed. This requirement was applicable to both non-standard repairs
and repairs accomplished in accordance with the Structural Repair Manuals and
service bulletins.
In addition, the FAA granted an approval to extend the paragraph (g) 12 month
compliance date for 727 service bulletin repairs from the original 23 June 1998 to 31
December 2000. This extension of the paragraph (g) compliance time for service
bulletin repairs was granted to allow Boeing time to develop and publish inspection
thresholds for all applicable service bulletin repairs and modifications. Boeing has
received additional extensions to complete the review. [4] [5] [6]
1.2 Purpose
This document provides the results of the review of the 727 structural service
bulletins. Boeing conducted this review in accordance with the first step of the
AMOC and determined the inspection thresholds for those bulletins found to have an
effect on the SSID inspections. The results of this review are given in Tables 1, 2 and
3. In some cases, Table 1 also contains the results of the second step of the AMOC.

1.3 Scope
Table 1 lists those service bulletins that were found to affect an SSI, or create a new
SSI, and provides the applicable inspection threshold. In addition, inspection
requirements are included if available. The AD requires operators to assess any
service bulletins previously accomplished or scheduled for incorporation on an
airplane. This table will assist the operator in the assessment of those service
bulletins..
Table 2 lists service bulletins that contain inspections only (no repair or modification
has been provided in the service bulletin) in areas where repairs may have an effect
on one or more SSI’s listed in the SSID. As the service bulletins do not contain
repairs, the specific effect on an SSI can not be determined until the repair
configurations are known. Therefore, operators should contact Boeing for the
assessment of repairs resulting from these service bulletins.
Table 3 lists those service bulletins that were found not to affect any of the SSI’s
listed in the SSID or create a new SSI. No further action is required with regards to
assessment of the repairs or modifications of these bulletins.

2. Service Bulletin Review Results
The “Threshold” column provides the applicable inspection threshold. For service
bulletins where the column states “SSID threshold of 55,000 applies,” this refers to
passenger airplanes only. For Boeing-delivered cargo (727-100C or 727-200F)
airplanes, the applicable threshold is 46,000 cycles for all SSI’s, as stated in AD 98-
11-03 R1, paragraph (c). For service bulletins where the listed SSI applies only to
Boeing-delivered cargo airplanes, the statement “For 727-100C (and/or 727-200F)
airplanes only. SSID threshold of 46,000 applies” is used.
For service bulletins that have “SSI inspections remain effective” stated in the
“Comment” column, implementing the SSID inspections for the SSI at the specified
threshold will satisfy the SSID AD.
For those service bulletins that have alternate inspection requirements stated in the
“Comment” column, incorporating the alternate inspection requirements at the
specified threshold will satisfy the SSID AD.
Service bulletins that state to “contact Boeing” for inspection requirements are
typically still under review and, in some cases, the inspections will be published in
the service bulletin or the SRM. For some, however, variations in loading or
configuration require that the inspections be determined case-by-case. Operators
should contact the Seattle Aircraft Certification Office (SACO) to obtain an
Alternative Method of Compliance (AMOC) for the resulting inspection
requirements.
Service bulletins that state “RAP provides alternate SSI inspections” are addressed by
the Repair Assessment Guidelines (RAG) document [7] and the inspection
requirements given in the RAG will satisfy the SSID alternate inspection
requirements, as defined in an FAA AMOC letter [8].
Service bulletins that state “Flight Safety Addendum in SB” have post-modification
or repair inspections in the bulletin, and in some cases these have been mandated by
AD. These were likely included as a result of a SSID inspection finding. Therefore,

incorporating the Flight Safety Addendum inspection requirements at the specified
threshold will also satisfy the SSID AD.
Service bulletins that state “inspect per SB” contain the specific inspection
requirements necessary to satisfy the SSID AD.
Service bulletins that state “Repairs per SRM contain alternate SSI inspections”
include recommendations to repair per specific SRM figures. These SRM figures
have been updated to include specific inspection requirements necessary to satisfy the
SSID AD.

Table 2 lists service bulletins that contain inspections in areas where repairs may have
an effect on one or more SSI’s listed in the SSID. Repairs are provided by Boeing.
Boeing will provide alternate inspections and threshold on a case-by-case basis.
Operators should contact the Seattle Aircraft Certification Office (SACO) to obtain
an Alternative Method of Compliance (AMOC) for the resulting inspection
requirements.

2.3 Service Bulletins that Do Not Have an Effect on Any
Existing or Create New Structural Significant Items
Table 3 lists those service bulletins that were found to not have an effect on any of the
SSI’s listed in the SSID. In addition, no new SSI’s are created by the service bulletin
repairs or modifications. Therefore, no further action is required with regards to
assessment of the repairs or modifications installed per these bulletins.
A few service bulletins contain Flight Safety Addendums (FSA) and resulted in SSI’s
being removed from the SSID. These are identified in the table. Although no action is
required to satisfy the SSID AD, the requirements of the FSA are recommended.
