1. PURPOSE

The purpose of this procedure is to provide minimum requirements and methods for
metallic piping spool handling in accordance with IFC drawings, codes and related
specifications and with safety requirements.

It is to guide and take precautionary measures and to safeguard traffic within the area of
work and possible environment impact.

This method statement shall be communicated and be understood by all personnel


associated with the task before commencing the activity.

2. SCOPE

This method statement is provided to describe the instruction for general requirements
of metallic piping prefabricated spool handling at the piping shop of construction site in
Karbala Refinery Project.

5. RESPONSIBILITY

 Construction Manager shall ensure the proper implementation of this method


statement.

 Piping Fabrication Shop Manager shall be responsible for overall piping


fabrication work and fabricated spool handling at construction site.

 Piping Fabrication Shop Engineer shall be responsible for the selection and
preparation of the isometric drawings/ spool drawings for shop fabrication. He
shall be also responsible for selecting the material required for piping shop
fabrication.

 QA/QC Manager shall be responsible for all quality control and documentation
to be done during piping shop fabrication and monitoring surveillance and
inspections to confirm compliance to project specifications.

6. TRANSPORTATION, HANDLING AND STORAGE


 All fabricated piping spools shall be handled with care during transportation
and storage to prevent damage in according with Project Specification IONE-
AA00-PE-CO-004 “Field material control procedure” and IONE-AA00-PE-PC-
0008 “Material Handling and Storage Procedure.”

 Special care shall be taken to protect flange faces during its handling and
transportation. For protection plastic cap, plywood, etc. shall be used.

 Stainless steel piping spools shall be handled as follows:

 A separate storage area for stainless steel spools shall be provided to


prevent contamination from carbon steel and alloy material.

 A nylon sling or stainless steel (alloy) wire slings shall be used for
lifting.

 Lifting lugs shall be visually inspected for cracks, deformation, and/or any
damage before use.

 CONTRACTOR shall prepare timber or equivalent material for spool storage.


The ring joint and raised face flange shall be protected from other items with
wooden board, plastic boards or plugs etc.

 If necessary, the CONTRACTOR’s spool control team shall bind a color


ribbon on the fabricated piping spool which is already identification marked or
attached with label sticker for easy spool selection and classification.

 Lined and coated piping spools shall be lifted with wide fabric or rubber
covered slings and padding shall be used to prevent damage to lining or
coating.

 Fabricated spools shall be transported to the spool storage yard by trailer or


cargo truck and they shall be arranged on the basis of each material, area &
system at the spool storage yard

 When the spools are moved to storage yard, spool controller shall record and
maintain all the information such as spool location. Storage spool location
map shall be prepared.

 Storage yard shall be organized to maintain and handle all the fabricated
spools with proper handling equipment (Hydraulic crane, Folk lift & Vehicles).

 Fabricated piping spools shall be released to construction field from the


storage areas at field engineer’s request under approval of shop manager.

 Piping spools shall be braced, wired, or restrained to prevent unacceptable


shifting, defection and flexure due to impact to shock loads that may occur
during transportation and shipping.

 All piping spools must be securely fastened to the bed of trailer during
shipment to fabrication shop, field storage.

 Flange faces shall be protected by plywood cover to avoid damage to flange


faces during shipment and handling.

 Both ends of piping spool shall be covered by plastic cap or canvas properly
until completion of field erection to avoid any contaminants from foreign
materials, debris and dust and etc.

7. HSE REQUIREMENTS

7.1. Fire Fighting

All electrical appliances shall be regularly checked; Smoking shall only be


permitted in designated areas, these areas shall be clearly defined. All sources
of open flames or hot surfaces shall be segregated from combustible materials.
Correct bonding and earthing shall be used where any operation could generate
static electricity likely to cause a spark.

7.2. Heatstroke

It is important that the symptoms of heat stress are identified at an early stage to
enable simple treatment. Symptom: Overheating, Felling hot and uncomfortable
and Tiredness. At this stage treatment is that increase fluid intake and rest for a
short period in shade as well as Try to get more air movement. The following
symptoms can lead to more serious problems and treatment shall be obtained;
dizziness, headache, dry skin, increased heartbeat, nausea , chest pain,
cramps, breathing difficulty, diarrhea, general weakness, pale complexion,
confusion.
Precautions: Plentiful supplies of cool fresh drinking water shall be available
and employees shall be advised to increase their fluid intake early in the day,
before they start to loose fluids. Employees shall be advised to avoid caffeine
and other diuretic drinks both the night before work and during the day.
Employees shall be advised to wear only loose fitting clothing and to avoid
layering their clothes. Electrolyte solutions shall be provided where and when
deemed necessary. Employees shall be encouraged to wear sunscreen creams
and to cover their necks and face from the sun.

7.3. Eye protection

Safety glasses, Grinding and cutting – Impact resistant face shield, Welding and
cutting – Welding helmets or visors, Maintenance/commissioning of batteries –
safety glasses and Acid resistant visors are mandatory at all times on the
worksite; Care shall be taken of all eye protection issued. Lost or damaged
equipment shall be replaced. A charge shall be levied if the equipment is lost or
damaged due to negligence. Damaged eye protection can be replaced,
damaged eyes cannot.

7.4. Electricity

Only authorized, competent electricians shall work on electrical apparatus. All


portable tools shall be fitted with a ground fault circuit interrupter. Or ELCB shall
be fitted to power outlets. Plugs shall be correctly wired. The correct size fuses
are to be used; no improvisation shall be permitted. Outlet sockets shall not be
overloaded. Loose cables shall be kept away from walkways or be protected.
Electrical equipment shall be kept dry. Receptacles and sockets shall be
weatherproof. Switch and circuit breakers shall be clearly marked. Extension
leads shall be in good condition, from heavy duty electrical cord, without tapped
joints, and fully unwound while in use.

7.5. Hearing protection

Where there is excessive noise, above 85dBA, hearing protection shall be worn.
The type of operations where this is likely to occur is grinding, chipping, use of
pneumatic tools, cutting with a disc cutter。

7.6. Lifting Operation

In fabrication shop only rigger could direct to lift spools. All operators of lifting
appliances shall have the relevant valid licenses. The manufacturer’s
specifications and limitations applicable to the operation of any crane or derrick
shall be complied with. Lifting plans shall be compiled for every critical lift, if any.
A person shall be designated for all lifting operations, it is in accordance with
sufficient knowledge and experience of the type of work being undertaken to be
able to access the requirements for equipment and the precautions to be taken.
Cranes shall be inspected prior to use and any defects shall be repaired. All
moving parts of any lifting equipment shall be adequately guarded. Accessible
areas within the swing radius shall be effectively barricaded to prevent persons

from being crushed or struck by the crane. A fire extinguisher shall be readily
available on every lifting appliance. Where it is difficult for the operator to
maintain the required distance a person shall be nominated to observe the
clearance and to give warning of any encroachment. Damaged equipment shall
not be used. Slings shall not be shortened by knots or other improvised devices.
Slings and hoist ropes shall not be kinked nor twisted around each other.
Equipment shall not be used above their rated capacity. The hook shall be
brought over the load in a manner to prevent swinging.
The sharp edges of loads shall be padded to protect the sling. Loads shall not be
dragged; they shall be lifted vertically only. Persons shall not ride the load or the
hook employees shall take care to ensure that their fingers and hands are kept
clear of the slings and load nip points during lifting. Gloves shall be worn when
handling wire rope. The crane operator shall not leave the controls while the load
is suspended
