SLIDE 1:
Our lesson for this Morning is PNP P.A.T.R.O.L. Plan 2030. In the past, it is said
that the governance of the Philippine National Police had to be transformed to
address the ever-increasing public demand which depicts poor satisfaction on
police services.
Bakit ba inaadopt ng PNP ang transformation program?
Gusto ba natin ng pagbabago?
O gusto nalang natin kung anu yung nakagawian na?

Sabin naman ng iba kahit walang PGS mabubuhay ang PNP at pang BUSINESS lang
daw ang PGS,
Mabubuhay sya pero walang kaayusan o wastong systema.

SLIDE 2:

SLIDE 4: To start with I prepared a simple quote just to give a depth meaning what
is a good governance

“We cannot become what we want to be by remaining what we are”

SLIDE 5:
The need to transform the Philippine National Police was born out of issues on
performance, leadership, resources, operating systems and organizational and
systemic dysfunctions, that hamper its ability to deliver effective and efficient police
services. In 2003, the PNP was tagged as one of the “most corrupt agencies”. Both
United Nation Development Program and PNP Reform Commission reported low
level of training, massive human rights abuses, low crime conviction, poor IT
capacity and corruption are prevalent situations in the PNP.

The bigger challenge for the PNP is to restore the citizen’s trust and confidence
and the eroding image of the organization.

SLIDE 6:
Early attempts to transform the PNP were manifested in 2005 through the PNP
Reform Commission Report submitted to the President of the Philippines pursuant
to A.O. No. 85 series of 2003. However, President Gloria Arroyo commissioned the
GOP-UNDP study in transforming the PNP. On the other hand, on 1 March 2005,
PNP Transformation Plan was also submitted to the President aligned with the
national anti-corruption initiatives. The plan was an integral part of a more
encompassing PNP Transformation Agenda consisting of several PNP efforts such

as CARE, ONE PNP among others. To synchronize all these noble efforts into one
single endeavor, both the findings of the PNP Reform Commission and the output
of the PNP Transformation Plan were integrated with the final GOP-UNDP Study
ushering the birth of the PNP Integrated Transformation Program. The imminent
degeneration of the PNP’s organizational culture and morale brought about by its
low level of performance and credibility further paved the way to the Integrated
Transformation Program which was eventually integrated with the then existing
Medium Term Development Plan (2005-2010).

THE MILLENIUM CHALLENGE

What is The Millennium Challenge Corporation (MCC) –


is an innovative and independent U.S. foreign aid AGENCY that is helping
lead the fight against global poverty

In late 2008, the Philippines has been reselected among the 28 countries that
applied for a development grant from the United States Government being
administered by the Millennium Challenge Corporation (MCC). ln order for the
Philippines to be considered into the Compact Agreement that will provide the
financial grant, it should meet the MCC eligibility criteria in areas of ruling justly,
investing in people and economic freedom. Moreover, it should adopt the
Performance Governance System (PGS) utilizing the Balanced Scorecard (BSC)
framework---adapted into local circumstances and setting---with a view of
providing a common reference for the governance initiatives that can and should
be undertaken in support of national strategic priorities at various levels of the
Philippine Government and the Filipino Society.

SLIDE 8:
In particular, the PNP was selected as one of the six government agencies based on
Policy Improvement Processes of the government for institutionalizing PGS (using
scorecards) because of the following:

nanyayari kahit panahon pa ng kastila like gwardya civil.

 It was deemed ready because of the reform programs currently being

 And It is one national government agency that has close daily direct contact
with ordinary citizens and immediate positive impact on the welfare of the
people in all communities it serves.

SLIDE 9:
WHY PATROL PLAN 2030, simply because a Real and lasting transformation is
aspired.

SLIDE 10:
FIRST PATROL Plan 2030 Is this the ultimate solution for the PNP to effectively
enforce its legal mandate...Yes! Simply because the Plan is a Roadmap for
strategic reforms that will transform the organization into a highly capable and
credible police service.
Secondly, the PATROL Plan is implemented through the Performance Governance
System - a local adaptation of the Balance Scorecard which translates statements
of governance and vision into concrete and quantifiable outcomes by measuring
whether the operational activities of an organization are aligned with its larger
scales, longer term objectives and strategies.

SLIDE 11:

Third, it is anchored on the Balanced Scorecard (BSC), a management tool for


tracking performance developed at the Harvard University Business School and was
locally adopted by the Institute for Solidarity Asia (ISA), with its public partner, the
Development Academy of the Philippines. It has four (4) stages with specific and
distinct but inter-related activities that need to be satisfied – the Initiation,
Compliance, Proficiency and Institutionalization.

SLIDE 12:
Fourth, the Philippines Development Plan (PDP) 2011-2016 was formulated in line
with the President’s ‘Social Contract’. With good governance and anti-corruption
as the overarching theme of each and every intervention, the plan translates into
specific strategies that it aims to accomplish in the medium term. Under the PDP,
the government aims to pursue rapid and sustainable economic growth and
development through a strategic development policy framework founded on peace
and security. This framework is focused on strengthening the internal security
system by pursuing and supporting the reform efforts of the PNP through the PNP

PATROL PLAN 2030: ‘Peace and order Agenda for real and lasting Transformation
and upholding the Rule-Of-Law’.

SLIDE 14: Balanced scorecard is a performance metric used in strategic


management to identify and improve various internal functions of a business and
their resulting external outcomes. It is used to measure and provide feedback to
organizations.

SLIDE 16: THE GOVERNANCE CHARTER STATEMENT


Ang charter statement ay ang pinaka pillar natin in regards sa PGS. Eto yung
pinaka reference natin para madaling iexplain ang PGS.
Essentials of Charter Statement are the Vision, Mission and Core Values. The
governance charter is the starting point of the PATROL Plan. The charter statement
articulates the vision to be realized within a foreseeable, yet long-term horizon
(2030); it specifies the mandate which is the PNP’s mission, and it specifies the core
values where all initiatives will be anchored. The strategy map shows the close
inter-connection between the different strategic priorities that PNP will pursue
towards realizing its articulated vision within the period specified.
