DUTIES AND RESPONSIBILITIES


The Department of Safety and Security (DSS) is responsible for providing leadership, operational support and oversight of the
security management system to enable the safest and most efficient conduct of the security programmes and activities of the
United Nations System. The position advertised is located in the Division of Regional Operations (DRO). Under the direct
supervision of the Chief of the Peacekeeping Operations Support Section (POSS), the incumbent is responsible to provide
dedicated security support to Department of Peacekeeping Operations (DPKO) missions, and certain support locations.

Specifically, the incumbent is responsible for:


- maintaining situational awareness regarding the security and safety of UN system staff and their authorized dependents, for
assigned peacekeeping missions and countries;
- identifying security-related issues; and, developing and recommending courses of action to be undertaken.

For potential peacekeeping missions, he/she, in close coordination with DPKO and the DSS Regional Operations Division:
- develops and provides security threat and risk assessments, security concepts of operation, crisis management arrangements,
security structures, security staffing and equipment proposals, security training requirements, and input into future mission budget
submissions.

For ongoing peacekeeping missions, he/she, in close coordination with DPKO, the peacekeeping mission, and the DSS Regional
Operations Division:
- reviews mission security threat and risk assessments, security and crisis management plans, security structures, security staffing
and equipment proposals, security training requirements, and mission budget submissions, and develops recommended courses of
action for any identified deficiencies.

- The incumbent maintains a technical line of communications to officials with security responsibilities, including but not limited
to the Designated Official, Head of Mission, and senior security staff in assigned missions and Country Teams.
- As required, he/she deploys to the field, including to high-risk areas, to provide on-site security assistance to assigned missions
and Country Teams, support crisis and hostage incident management, and support evacuation and/or relocation operations.
- The incumbent monitors and assesses the security preparedness of Designated Officials, Security Management Teams and senior
security officers in assigned missions and countries, and proposes actions to resolve identified security issues.
- He/she coordinates with DSS on issues of security policy, concepts, threat and risk assessment, security procedures, security
compliance, security training and security resources.
- He/she ensures that senior management of DPKO, DFS, and DSS are aware of relevant security issues.

The incumbent may act on behalf of Desk Chief in his absence and takes appropriate action as required; and makes
recommendations to the Desk Chief on courses of action and appropriate responses as necessary

produce assessments, reports, and other papers on security issues; the ability to make quick decisions in emergencies or when rapid

work of the office; actively seeks to apply technology to appropriate tasks; shows willingness to learn new technology.

For Managerial Positions:

QUALIFICATIONS
Experience:
A minimum of seven years of progressively responsible experience in military, police, or other security related field is required.
Experience in planning, organizing and executing security operations is required. At least two years of experience in service with
the United Nations Security Management System or UN peacekeeping and/or humanitarian operations, is required.

Education: Advanced university degree (Master’s degree or equivalent) in Disaster or Emergency Management, Political
Science, Military Science, Public Administration, Law Enforcement, Law or related area. A first-level university degree in
combination with qualifying experience may be accepted in lieu of the advanced university degree. A Police/Military Senior Staff
Course as well as crisis management training is desirable.

Languages:
English and French are the working languages of the United Nations Secretariat. For this post, fluency in English (both oral and
written) is required. Working knowledge of another UN official language is desirable.

Other Skills:
Direct experience in hostage incident management and other types of crisis management is desirable. Proficiency in the use of MS
Office programs.

experience, the selection for this position is for a limited period and has no bearing on the future incumbency of the post.

been recruited after a competitive examination under staff rule 104.15 or after the advice of a Secretariat joint body under
staff rule 104.14. External applicants may be considered when it is not possible to identify suitable internal candidates of
