outlined in our proposal we have identified ways to benefit the school including scholarship opportunities.

two) must be paid to clean the floor and ensure trash cleanup after the event.

FLORENCE COUNTY SCHOOL DISTRICT FOUR, Timmonsville
Policy
Purpose: To establish the basic structure for community use of school facilities.
As a service to the community, the board will allow responsible and properly organized community groups to
use school facilities in keeping with the following general policies.
• The board provides public school facilities through the use of taxpayers' funds collected for educational
purposes.
• Use of school facilities by the schools and by school related organizations takes precedence over all other
uses.
• Requests by local agencies and by other agencies/organizations for the use of facilities for educational
purposes take priority over other requests for the use of facilities.
• The board restricts the use of facilities to recognized nonprofit community organizations. The board will
not rent any building or part thereof to an individual or group for private or corporate gain, except when
the activity is considered to be a desired part of the school curriculum and the school does not offer the
activity in its curriculum. This would include activities such as music lessons, art lessons and dance lessons.
Both the principal of the school and the superintendent must approve any such use or rental where a profit
could be realized.
• The use of a school building, facility or other school property for any non-school purpose must not interfere
with the school program.
• A political party or the state election commission may conduct a primary or election, without charge, in a
school facility based upon availability as determined by the board.
• Non-school groups may not use school facilities for money-raising events.
• Some city, county and state government entities may use some facilities without charge upon approval of
the director of operations and superintendent.
• Organizations using school facilities are responsible for the proper conduct of all persons attending the
event, for providing police protection if needed, for immediate restoration of school property in the event
of any damage and for all liabilities of all persons in attendance. The district will set forth all terms in a
contract which an official representative of the organization must sign.
• The administration will set up a schedule of fees which takes into consideration the purpose of the event.
Fees will be sufficient to cover operational expenses and a reasonable amount for overhead.
• When school facilities are used by non-school persons, a school employee must be present while the facility
is in use. The employee's services will be paid for by the group using the facility, except when a primary
or election is conducted in a school facility.
• The administration may establish detailed administrative rules pertaining to public use of school facilities
in keeping with the above policies. However, the board will not allow groups to use school facilities if they
advocate unconstitutional or illegal acts, or if their activities are contrary to the best interests of the public
schools or to the educational welfare of its students.
• The board will not allow groups to use school facilities when the proposed function presents an obvious
danger to the safety of persons and property.
• No alcoholic drinks will be sold, distributed or used on school property at any time by anyone.

Administrative Rule
School principals have custody of all facilities at their schools. Therefore, they are responsible for
receiving requests for use of their specific school building at the Timmonsville Educational Center.
Guidelines
School related associations/organizations will not be charged for use of the Timmonsville Educational
Center. Certified political parties are afforded the use of school facilities for balloting purposes in
special, primary and/or general elections without charge. Emergency disaster shelter agencies will use
the facilities as conditions warrant and such conditions take precedence over all other uses of the
facility.
The district will not grant requests that interfere with school use of the facilities for educational
purposes.
Approval of use is not to be assumed until the signed application is returned from the superintendent.
District activities take priority over other requests. The district reserves the right to refuse use of or
cancel previous approval of the use of the facility should conditions or circumstances warrant such
action.
When custodial or other personnel services are needed, the charge for such services is $10 per hour. Set
up time will be included in the rental cost for the facility.
A school supervisor or custodian must be on duty at all times when the building is in use.
The applying organization will make payments by check payable to Florence County School District
Four. The district will pay employees through regular payroll.
The board, or its representative, will have access to school property at all times. Building rules as set
forth by the principal must be adhered to at all times.
The applying organization is responsible for the strict observance of all state and federal laws and rules
of the board of health, police department and fire department. All fire regulations must be observed.
Persons supervising the activity in the school buildings must acquaint themselves with the fire exits, fire
alarm stations and locations of fire extinguishers. No soft drinks or candy will be consumed in the
gymnasium or carpeted areas.
Permission to use the specified areas does not carry with it any permit to use other rooms, supplies,
equipment, apparatus or the like, not covered in the permit.
School district facilities may be rented for political purposes after the school hours with charges
applied as specified by board policy for areas requested. Approval by the director of operations and the
superintendent is required. All political materials must be removed after the meeting.
Organizations wishing to bring equipment into school buildings or to erect decorations, lights or other
apparatus on school property must make arrangements for same at the time they make application.
They will not use nails, tacks, scotch tape, etc. on walls.
Procedures
The applying organization may secure application forms for use of a school building from the director
of operations.
The applicant is to complete the form and return it to the director of operations for his/her approval.
These signed forms must be submitted at least two weeks prior to usage.
The center director will approve the request and send the copies to the superintendent for approval. In
case of doubt regarding the organization or activity, the board will consider the application.
If approved, the district will send the original back to the applicant. The applicant must then pay the
charges so the district can schedule use of the facility.
The director of operations will maintain a calendar of events and will make assignment of custodians
and other personnel desiring to cover each event.
Because of summer cleaning activities, the district will not grant applications that exceed beyond June,
except in emergencies.
