The City agrees to part ways with the City Manager

In a meeting held today, 29 August 2019, the City Council resolved to part ways with the City
Manager.
Dr Moeketsi Mosola has been at the helm of the City of Tshwane administration since March
2017.

The decision is a culmination of Mayor Mokgalapa’s consistent efforts aimed at stabilizing the
administration. It is no secret that the City experienced heightened tensions between political
office bearers and the administration in 2018.

While it would improper for me to apportion blame, it would be insincere of me not to acknowledge
the negative effect this has had on service delivery.

I take this opportunity to state upfront that my relationship with the City Manager has been one of
utmost professionalism and based on mutual respect for the positions we both held.

Upon assumption of office in February 2019, taking into account the then atmosphere within the
administration, I made a few commitments which included stabilizing the administration and
accelerating service delivery. The City Manager covenanted and we both decided to put the
residents of the City first.

Some of the initial key decisions I took as the Executive Mayor of the City was the cancellation of
the GladAfrica Consultancy Agreement, establishment of the Financial Disciplinary Board (FDB),
institutionalizing the accelerated service delivery programme and establishing the Strategic
Investment Committee (STRIC). These were, for various reasons, all key to the realizing the
commitments made and accelerate service delivery.

More significantly, the City Manager handed over the City’s performance report from the past two
and a half years. This report basically illustrated a significant improvements realised under the
DA-led administration to mention but a few.

- In the period between 2016 and 2019, the City has attracted 66% of the R10 billion
investment target set for the term.
- For the same period, the City has created 67% 104 000 jobs target set for the term.
- We turned around the finances of the City.
- The city has maintained a rating of A1.za from 2014 to 2017. As of 2018 the rating was
up scaled to Aa2.za by Moodys Investors Services which is a favourable credit rating. The
city has maintained its improved liquidity levels and shown vast improvement in its financial
management.

Notwithstanding these achievements, the damage has been done and I believe the City and its
residents deserve a clean slate. It is with this reason that I approached Council to support a
decision to part ways with the City Manager, amicably so.

We thank Dr Mosola for his contribution to the City in the period he has served and wish him well
in his future endeavors.

I continue to pledge my commitment to put the interests of residents first by prioritizing service
delivery. Bringing finality to this impasse is a feat I’m proud of to usher in a positive trajectory for
this administration.
