Abstract

This research explored the problems in the Philippine Government on

employment. The purpose of this research was to present the handicaps

on employment in the Philippine Government. To achieve this purpose,

the researchers gathered several facts, articles and data in reliable

websites in the internet such as Department of Labor and Employment's

(DOLE) website. As a conclusion Philippine's economy is being buried in

poverty. One reason is that job creation has been struggling to keep pace

with the population's rapid growth. At this rate Philippine's economic

growth will become history and might even demolish Philippine's

Government and Pride.

individual's lack of skills, Job creation is too slow for the population

and the Government's budget are not enough.

Introduction

The term "Unemployment" often projects the image of a society

with people with no proper education or people who are graduates that

has no occupation. Unemployment has been a big problem in the

Philippines, because the country has a high percentage of corruption and

poverty. Unemployment is the state where a person or a group is not

employed.

One of the main reasons of unemployment is because Philippines

does not have sufficient number of jobs to support individuals' needs.

Limited jobs leads the Philippines into poverty, because individuals

without jobs has a low rate of income or has no income at all. The

unemployment rate in the Philippines remain high relative to other

countries in the region.

Unemployment rate is the measure of unemployment and it is

measured as a percentage by dividing the numbers of unemployed

individuals by all individuals currently in a job. During periods of

recession, an economy is normally exposed to high unemployed rate.

Unemployment fell to a percentage of 8 in 1996, before the start of the

Asian crisis, but increased to more than 11 percent in 2000 and 2001,

doubled the level of a number of neighboring countries. While in other

countries in the region, employment growth has been higher. The

problems on employment in the Philippines include the individual's lack

of skills, Job creation has struggled to keep pace with an ever-expanding

population and the Government's budget are not enough.

I.Unemployment

There are many individuals that has no houses because they have

no proper salary or no source of income at all. Because individuals has

no source of income, many of them became a "squatter", but most

commonly known as informal settlers. Informal settlers are areas where

group of individuals have constructed a shelter on lands that they do not

own. This phenomenon has been present in Metro Manila for more than

50 years. Squatting became a stark phenomenon in Metro Manila after

the 2nd World War, when a large number of war victims built houses

around Intramuros and Tondo Foreshoreland, which were reserved

spaces for the expansion of the Manila Port (Squatters to Informal

Settlers, 2014 ). Most Informal Settlers are individuals who migrated to

Metro Manila. This individuals have hoped to get a decent job in Manila

but unfortunately, the individuals who migrated did not achieve a decent

job.

Prostitution is another effect of unemployment in the Philippines,

Because they lack vital requirements in order to apply for a decent job.

First is a degree. Employment requires a safe baseline for the person to

be capable of doing work which requires mastery of basic subjects,

application of learning , and a specific field of expertise for the position

being offered. Being able to attain a diploma in your college studies will

give the impression to your employers that you are capable of doing basic

work which qualifies you to be employed. Second is talent. Talent is a

very vital characteristic for a job. Consider that you wanted to be a chef

at an elegant restaurant but you can't compete with other applicants just

by having your honed skills or just be a puppet of the textbook. You

must be capable of innovation which leads to excellent results.

II."Lack of Jobs" is Becoming a Problem To Our Economy

A. Philippines will continue to fall

1. Philippines just had a high unemployment rate during the past few

years. Because of unemployment , there are many individuals who has

sunk under the economy, in other words there are many individuals who

are indulged in Poverty. According to Pastrana (2009) , The economy

falls further and unemployment continues to sprout.

2. For some citizens, Philippine's economic growth is just an illusion,

this citizens cannot feel the change because there have been many cases

of Political scandals in which the Government is responsible for. The

most common of them all is the "Pork-Barrel Scam". Pork barrel is a term

for Priority Development Assistance Funds. The Government released

funds to help organizations or individuals in their benefits , but

Government officials did not give any funds, the funds went into their

pockets. One more thing is that Philippine's economy will not grow if

there are large amount of individuals who has no job. According to

Salvosa (2015) another element may be the low ranking quality of jobs.

Benjamin Diokno an economist at the University of the Philippines stated

that there are large number of unpaid workers---- for about 4 million

people.

B. Struggle of Job Creation

1. There are many graduates that does not have a job, in cases where

there are many promised graduates that cannot find a decent job. Their

unemployment can pose great problems to individuals, because they

have no means of earning any kind of income, the unemployed could face

problems in paying rents or even mortgages. This may lead to

homelessness. Furthermore, unemployment can increase susceptibility

to problems like illness, malnutrition, mental stress and loss of self-

confidence and eventually depression. Although it is a known fact that

unemployment can cause crime rates to increase, because of the

provision of many welfare benefits to the unemployed (in western

countries), there is no proper evidence on this aspect. However, the

combination of unemployment with lack of financial resources and social

responsibilities may cause individuals to take up work that doesn’t fit

their career profile or their skills. Therefore individuals may under-utilize

their potential and talents, leading to “underemployment".

2. Most of the unemployed in the Philippines are fresh graduates.

Our old curriculum in education keeps producing fresh graduates, that's

why we have so many graduates that does not have a job( Pinoy OFW

,2009). There are also many job applicants who are clueless in the job

that they are applying for, because of lack of education or lack of

knowledge, Some job applicants are even clueless from where to start.

Department of Education (DEPED) launched a program called k-12

program, where 13 years of basic education will be given to all students.

In this very moment, DEPED is preparing for the first ever batch of the

Senior High , and that is the Grade 10 Students. The College Graduates

will be reduced and might help the production of jobs .

IV. Conclusion and Recommendation

Conclusion

The Problems in employment in the Philippines includes the

individual's lack of skills in which they become clueless of what to

accomplish or what to present, another is the pace of the production of

jobs is too slow to meet the individuals' requirements, next is the budget

of the Government is too low to produce more jobs, Philippines has

experienced the deepest depth of corruption and poverty and That is why

Philippines is having a hard time in employment.

Recommendation

Philippines might have found the solution for unemployment for a

limited time.
