FLOW CHART FOR SNI DEVELOPMENT (NEW OR REVISION)

SNI PROCESS FLOW:

1. Drafting SNI
The applicant/s for SNI can be proposed by one company/ a group of companies/ an association.
The draft is developed internally within the company/ a group of companies/ association. Then, the
agreed draft is submitted to Technical Committee (Komisi Teknis) under Directorate of Basic
Material Industry, Directorate General of ILMATE. The draft will be listed onto the Program
Nasional Perumusan Standar (PNPS)/ National Standard Drafting Program which should be
submitted on Month 7-10 in a year.

2. Technical Meetings
The meetings are conducted to discuss the draft between the applicant/s and the Komtek where
Komtek is representing Ministry of Industry, Experts, other producers, consumers and associations
in reaching an agreement to the best interest of most of represented industries.

Cost: DG ILMATE or internal company/ companies/ associations in order to expedite the process

3. Consensus Meeting
When the draft is agreed based on the last technical meetings, Komtek is obliged to invite a
consensus meeting to synchronize with broader audiences/ parties (more producers, consumers)
and BSN. If 2/3 of the audiences are agree, then it reach an agreement and the document will be
named as Final SNI document.

4. Public Hearing
When agreement is reached, then Komtek submit the draft to BSN for public hearing in which
questionnaires are distributed to relevant stakeholders to agree or dis-agree to the draft. If the
most of stakeholders agree, then BSN will send the result to Komtek. Then, Komtek will send a
letter to PUSTAN (Pusat Standardisasi) under Ministry of Industry, and PUSTAN will send the
request letter to BSN for Ratification of the Final SNI document.

5. Ratification
BSN will ratify the Final SNI document to become SNI.

6. SNI Wajib Proposal

If the applicant/s wish to take it further to SNI Wajib, then the applicant/s should discuss this
intention to Komtek.

7. Industrial Minister Decree, Technical Instructions (Juknis), Process Production Scheme

Komtek submit the intention to DG ILMATE to provide the Decree, then develop the Juknis and
Process Production Scheme and pass it over to BSN.

8. Notification to WTO
BSN review and submit a notification to WTO.
