International Water Supply and Sanitation Specialist

The Water Supply and Sanitation (WSS) Specialist will be responsible for quality assurance
under the project and provide support to the project management office (PMO) and project
implementation office (PIO) in project implementation. The WSS Specialist will oversee the
works of the national consulting firm (appointed as design and supervision consultants, DSC) for
water supply and sewerage systems, and ensure smooth project implementation. Detailed tasks
will include:

Project Preparation

Assist the PMO and PIO in preparing the request for proposal (RFP) for DSC selection, which
shall include the terms of reference and detailed tasks under the assignment

Evaluate technical and financial proposals

Assist the PMO and PIO in recruiting the DSC

Agree with DSC on a project implementation schedule and resource management plan
including types of surveys required

Prepare the pre-qualification documents for all international competitive bidding (ICB) and assist
the PMO in short-listing contractors

Feasibility and Detailed Engineering Design

Oversee conceptual designs proposed by the DSC and advice on design approaches to ensure
that design principles adopted are technically and economically feasible

Check survey results and ensure outputs are adopted for detailed engineering design

Check the designs and drawings

Check rate analysis of items adopted and ensure incorporation in bills of quantities to determine
cost estimates

Determine and oversee surveys required for designing the sewage treatment plants in Karakol
and Balykchy1

Finalize bills of quantities for bid documents for item-rate contracts2

Develop the specifications for ICB contracts

Prepare the bidding parameters for design-build contracts for sewage treatment plants

Bid Process Management and Contract Award3

Assist the PMO compile the ICB document for ADB's approval

Assist the PMO issue invitation for bids (IFBs) and respond to queries on the contracts

Assist the PMO evaluate the bids with respect to cost estimate evaluation (engineer's estimate
vs bidders' estimate), work program and construction capacity (including equipment, fund flow,
etc.)

Assist the PMO prepare bid evaluation reports for ADB approval

The sewage treatment plants will be bid out on a design-build/turnkey format and the WSS Specialist will determine
types of surveys required including, sewage quality testing, hydro-geological, and geotechnical tests, etc.

There are limited national competitive bidding (NCB) contracts

The WSS Specialist will only oversee quality of the documentation and assist the PMO appropriately. Its not the
objective of this activity to ensure the specialist prepares the documentation.

Assist the PMO negotiate and award contracts to the winning bidder

Agree with the winning bidder/contractor on the construction schedule and resource
management plan

Construction Supervision and Management

Assist the PIO in conducting spot checks on construction works and recommend rectifications

Assist the PIO in spot checks of measurement books and running bills of contractors

Assist the PIO in reviewing construction schedule and manage risks/resource crunches or
shortfalls

Assist the PMO and PIO on any dispute resolutions

Assist the DSC and PIO check as-built drawings of the contractors on system completion and
commissioning

Assist the PIO in checking the system during the defects liability period and ensure the
contractor rectifies any identified defect, through the DSC

Assist in any contract management on technical issues
