SPECIFICATION FOR INSTRUMENT CABLES

1 INTRODUCTION

General

RMA Fiventures Pte Ltd was awarded a contract by HK Electric for design, engineering, supply of materials,
fabrication, testing at works, delivery, erection, testing and commissioning at site for the proposed new
natural gas supply facilities and plant modification associated works consisting of following at the Lamma
Power Station Extension (LMX):

(i) Unitised gas supply stream of L10 and L11 completed with pre-mix equipment (i.e. inlet emergency
shut-down valve (ESDV), dry gas filters, flow meter for each gas supply of Dapeng Gas and Alternative
Gas), Mixing equipment (including control valves and static mixer), fuel gas heater, pressure regulating
streams and outlet ESDV, main gas supply (Yard Piping) from the outlet ESDV in GRS areas to L10 / L11;
(ii) Retrofit of a new inlet ESDV together with associated isolating valves, gas piping to the existing L9 gas
supply stream to enable off-line switching of gas supply between Dapeng Gas and Alternative Gas.

INTECSEA, Singapore (a division within WorleyParsons Pte. Limited), will provide detail engineering
support to RMA Fiventures Pte Ltd for the above project.

Forain, will be a major VENDOR for Mechanical Package items such as Dry Gas Filters, Gas Mixing Package,
Fuel Gas Heater Package etc. Forain also provide package engineering support to RMA Fiventures Pte Ltd
for overall design of new gas receiving facilities.

Purpose and Scope

This specification defines the minimum requirements for design, materials, fabrication, inspection, testing,
documentation and preparation for shipment of Instrument Cables installed for L9, L10 & L11 GRS area
of Lamma Power Station.

VENDOR shall be responsible for the design, materials, procurement, manufacturing, inspection,
testing, and preparation for shipment, transportation and documentation of ‘The Material’ as described
in this specification, attached documents and to OWNER’S satisfaction.

1.5.2 Regulations

2 DESIGN REQUIREMENTS

General
2.1.1 All cables shall be designed for indoor/outdoor operation with environment conditions as specified in
this specification. All cables shall be suitable for continuous operation based on below condition:
Maximum Ambient Temperature: 40°C
Minimum Ambient Temperature: 0°C
Maximum Relative Humidity: 100%
Minimum Relative Humidity: 10%
Environment: Sub-tropical
2.1.2 The design and manufacture of cable and accessories shall be the responsibility of the VENDOR.

2.1.3 The cable system shall meet all the requirements defined by this Specification including Appendices,
Data Sheets and any other documents that accompany the MR.
2.1.4 The VENDOR shall be responsible for ensuring that all components including those that have not been
manufactured by them meet this Specification and are compatible with each other and the process
medium in all respects.
2.1.5 The VENDOR shall give full details of the technical changes and deviations from this specification for the
OWNER’S review where the standard or preferred design option does not meet any defined
requirements in this Specification.

Design Life
2.2.1 The design life and overall availability/reliability of the Instrument cables sha ll be for 30 years.

3 TECHNICAL REQUIREMENTS

General
3.1.1 All cables shall comply with IEC 60228, 60332, 60502, 60811, 60885 as appropriate.

3.1.2 Conductors shall consist, unless otherwise stated in this specification, of stranded copper complying
with IEC 60228. Conductors shall be formed in an approved manner and the surface of the individual
wires shall be smooth and clean before the insulation is applied.
3.1.3 Insulating materials shall not be deteriorated with age or the continued influence of voltage stress under
the temperatures corresponding to the maximum current carrying capacities.
3.1.4 Suitable fillers shall be provided before the PVC sheath is applied for multicore cables.

3.1.5 Cables shall have extruded inner and outer sheaths and have minimum 2.5 mm cross sectional area.
3.1.6 All PVC sheaths shall comply with IEC 60811 and 60885, and shall be black in color unless otherwise
stated in this specification.
3.1.7 All outer PVC sheaths shall consist of reduced flame propagation PVC compounds (RP PVC) including
additives to raise the level at which PVC covered cables will sustain combustion. The oxygen index of RP
PVC shall be 35 or above. Cables with RP PVC outer sheath shall be tested to IEC 60332 Part 3 Category
C requirements of NMV 1.5 litres/m under fire conditions.
3.1.8 All the cables supplied shall be clearly and permanently marked with the type of cable, VENDOR’s name,
year of manufacture and the length mark from one end throughout the length of cable at 1 m interval
such that the length of cable left on the drum can be known readily.
3.1.9 Fire resistant cables shall be steel wire armored type complying to BS6387 Cat. CWZ. VENDOR to refer
Appendix-1 for the details of fire resistance cables.
3.1.10 Fire Resistant cables shall be used to remain operational under emergency conditions. In addition these
shall be listed by UL/FM or equal in fire service and shall comply with the requirements of IEC 60331 and
IEC 60332-3 (Category A) or better. It shall have a fire resistant layer between tinned copper conductor
and extruded insulation of MICA glass tape material. This includes cables for all parts of F&G Systems
(analog / digital signals), warning beacons and platform status lamps, fire control systems.

600/1000V XLPE Insulated, Steel Wire Armored, PVC Sheathed Control Cables

3.2.1 The cores of 600/1000V control cables shall be identified by colors or numbers in accordance with the
following scheme:

I. Two-cores – Brown, Blue


II. Three-cores – Brown, Black, Gray
III.Four-cores - Brown, Black, Gray, Blue
IV. Five-cores and above - 1, 2, 3, 4, 5.....

3.2.2 Cores in each pair shall be 7/0.5 mm plain annealed stranded copper conductors, with individual PVC insulation.

3.2.3 Printed numbers on each core shall be at intervals of not more than 75 mm. The number shall be in
sequence commencing with the center core or cores and working through each successive layer.
3.2.4 The OWNER shall allow for 10 % spare cores in all multicore cables with a minimum of two (2) spare
cores for all cables with more than four (4) cores.
3.2.5 Depending on the installing location, copper tape shielded control cables shall be used to guard against
electromagnetic interference pick up. The copper tape shielding shall be connected to earth at the plant
at one point only.

Multi-pair and Single Pair, Steel Wire Armored, Instrumentation Ca bles


3.3.1 Cores in each pair shall be 7/0.5 mm plain annealed stranded copper conductors, with individual PVC
insulation.
3.3.2 Each pair of conductors shall be provided with a 7/0.35 mm tinned annealed copper drain wire.

3.3.3 For multi-pair instrumentation cables, cores of each individual pair shall be twisted together with its
associated drain wire to form a pair with the lay of pair twisting not exceeding 110 mm and screened
with aluminum Mylar tape. The requisite number of pairs shall be laid up with a 7/0.35 mm tinned
annealed copper drain wire in contact with an aluminum Mylar tape collective screen.
3.3.4 For single pair instrumentation cable, the conductor cores shall be twisted together with the copper
drain wire to form a pair with the lay of pair twisting not exceeding 110 mm.
3.3.5 Suitable fillers shall be provided if necessary.

3.3.6 Cores of each pair shall be identified by colors BLACK and WHITE for core identification.

3.3.7 For multi-pair instrumentation cables, pair numbers shall be printed on the insulation surface of each
core of an individual pair for pair identification.
3.3.8 A binder tape with suitable overlap shall be provided and shall be overall sheathed with BLACK PVC.

3.3.9 This type of cable shall comply with BS 5308 or approved equivalent standard.

Multi-triple and Single Triple, Steel Wire Armored, RTD Cables


3.4.1 Each group shall comprise of 3-core of 7/0.5 mm plain annealed stranded copper conductors, each core
PVC insulated.
3.4.2 Each 3-core group of conductors shall be provided with a 7/0.35 mm tinned annealed copper drain wire.

3.4.3 For multi-triple copper RTD cables, each 3-core group shall be twisted together with its associated drain
wire to form a group with the lay of group twisting not exceeding 110 mm and screened with aluminum
Mylar tape.
3.4.4 The requisite number of groups shall be laid up with a 7/0.35 mm tinned annealed copper drain wire in
contact with an aluminum Mylar tape collective screen.
3.4.5 For single triple copper RTD cables, all the conductor cores shall be twisted together with the copper
drain wire to form a pair with the lay of pair twisting not exceeding 110 mm.
3.4.6 Suitable fillers shall be provided if necessary.

3.4.7 Cores of each pair shall be identified by colors BLACK, WHITE and RED for core identification.

3.4.8 For multi-triple copper RTD cables, group numbers shall be printed on the insulation surface of each
core of an individual group for group identification.
3.4.9 A binder tape with suitable overlap shall be provided and shall be overall sheathed with BLACK PVC.

3.4.10 This type of cable shall comply with BS5308 or approved equivalent standard

Multi-pair and Single Pair, Steel Wire Armored, K-thermocouple Compensating Cables

3.5.1 For single pair K-thermocouple compensating cables, each cable shall comprise of one core of 7/0.5 mm
stranded nickel-chromium conductor PVC insulated and, one core of 7/0.5 mm stranded nickel-
aluminium conductor PVC insulated, and shall be provided with a 7/0.35 mm tinned annealed copper
drain wire.
3.5.2 For multi-pair K-thermocouple compensating cables, each cable shall comprise of one core of 1/1.0 mm
stranded nickel-chromium conductor PVC insulated and, one core of 1/1.0 mm stranded nickel-
aluminum conductor PVC insulated, and shall be provided with a 7/0.35 mm tinned annealed copper
drain wire.
3.5.3 Each individual pair shall be twisted together with its associated drain wire to form a pair with the lay of
pair twisting not exceeding 110 mm and screened with aluminum Mylar tape and sheathed with PVC.
3.5.4 For multi-pair K-thermocouple cables, the requisite number of pairs shall be laid up around a 2.0 mm
PVC dummy center, provided with a 7/0.35 mm tinned annealed copper drain wire in contact with an
aluminum Mylar tape collective screen.
3.5.5 For single pair K-thermocouple cables, the copper drain wire shall be in contact with an aluminum Mylar
tape screen.
3.5.6 Suitable fillers shall be provided if necessary.
3.5.7 A binder tape with suitable overlap shall be provided.

3.5.8 Cores in each pair shall be color coded YELLOW (+) and RED (-) in accordance with ANSI/MC96.1.

3.5.9 For multi-pair K-thermocouple cables, pair numbers shall be printed on the insulation surface of each
core of an individual pair for pair identification.
3.5.10 The cable shall be sheathed with YELLOW PVC overall in accordance with ANSI/MC96.1.
3.5.11 This type of cable shall comply with ANSI/MC96.1 or approved equivalent standard.

Optical Fiber Optic Cables


3.6.1 The optical fiber shall be of multi-mode graded-index silicon fiber with the following dimensions:

Core diameter - 50"3 μm

Fiber diameter - 125"3 μm

3.6.2 The fiber cords shall be cabled with filler and strengthening steel wire and wrapped with aluminum tape as well
as polyethylene sheathed.

3.6.3 The cable shall be resistant to compressive force, moisture and water, and shall be suitable for laying on
cable trays and cable conduits.
3.6.4 At the final connection to the equipment, the optical fiber cable shall be properly protected from any
possible mechanical damage and warning notice shall be posted near the optical fiber cable
termination.
3.6.5 The type and specification of optical fiber cables supplied shall be approved by OWNER.

Communication Cables
3.7.1 Cables required for Communication system shall be of Industrial grade Ethernet cable, enhanced
Category 5e type, Shielded Twisted Pair cables complying with TIA/EIA 568B-2 suitable for Gigabit
Ethernet. The cable shall be armored type and shall be supplied according to the following minimum
requirements:

Type : Category 5e

Number of Pairs : 4 Pair Shielded Twisted Pair, 24 AWG

Central Strength Member : PVC or VENDOR specific

Pairs : Shielded but bonded twisted pairs

Pair identification : Color coded approved by OWNER.

Cubicle or Panel Internal Wiring


3.8.1 Internal wiring shall be carried out in single core multi stranded, PVC insulated cable of adequate grade
and rating. Wiring shall be screened if recommended by the VENDOR of the associated instrument.
3.8.2 Wiring colors shall be submitted for approval by the OWNER.

3.8.3 Circuits used for A.C., D.C., instrument signals, thermocouples and other low level inputs shall be
physically segregated from each other.
3.8.4 All wiring shall be neatly and securely fixed by insulated cleats, bunched and secured by approved
plastic strapping or run in approved insulated wiring trunking or non-corrodible flexible tubing.
3.8.5 To allow future modification, all wires shall be left long enough to reach any of the terminals inside the
cubicle/panel. Spare length of wires shall be tied neatly by cable ties.
3.8.6 Each core of an outgoing cable or conductor shall have its own terminal.

3.8.7 All connections shall be made from the front of terminal blocks and no live metal shall be exposed at
the back.
3.8.8 The lighting circuit shall be independently fused/MCB protected and designed to allow lamps to be replaced
safely.

Cable Sizes
3.9.1 The following requirements shall be observed in the selection of cable sizes:-

Under normal operating conditions the conductor temperature of any cable shall not exceed
65º C.
Rating of the plant.

Minimum cable size shall be 1.5 mm2 for control and instrumentation cables.

Cable Termination Materials


3.10.1 All the cable termination kits details shall be submitted for the OWNER’S approval.
3.10.2 Pressure sensitive PVC adhesive tapes shall be applied for 600/1000V cable terminations. The tape shall
be cold and heat resistant.
3.10.3 All cable lugs and terminals shall be made of high quality electrolytic copper. The contact surfaces shall
be tinned.
3.10.4 Cable lugs for control and instrumentation cables shall be crimped type with ring tongue terminal with
PVC insulator permanently attached to the barrel of terminals

Termination of Control and Instrumentation Cables/Wires


3.11.1 Each internal and external control and instrumentation wire connection shall be terminated at terminal
blocks, including all the spare cores/wires.
3.11.2 Before termination of control and instrumentation cables/wires, each cable core or wire shall be
identified by ringing through each core/wire from end to end using a battery and bell method.
3.11.3 Terminal lugs shall be provided for termination of wires. In case of termination of wires of small size in
tunnel type terminal blocks, compression type terminal pins shall be used.
3.11.4 Soldering of conductor ends is not permitted.

PVC Insulated Earthing Wire


3.12.1 Unless otherwise specified, all PVC insulated earthing cable shall be in accordance with IEC 60227 where
applicable.
3.12.2 The PVC insulation shall be colored green/yellow with the area of each color not less than 30% and not
more than 70% of the total.

Bedding
3.13.1 Cables are to be of a circular construction and are to be substantially compact to meet the requirements
for direct entry into Ex‘d’ equipment.
3.13.2 Cables may require bedding and/or fillers to achieve the construction requirements.

3.13.3 Bedding materials shall be compatible with any fire performance and toxic emissions requirements for
the cable. Bedding shall be non-hygroscopic and capable of withstanding the temperatures
encountered when conductors are operating at their maximum rated temperatures.
3.13.4 Bedding shall be suitable for the specified duty and configuration and shall be applied by an extrusion
process. The process of cable manufacture shall be controlled to prevent bonding of bedding to the
conductor insulation. Should the materials used in cable construction have a propensity for such
undesirable bonding the VENDOR shall ensure his Quality Procedures for prevention and detection of
such bonding are invoked and strictly applied.

Mechanical Protection
3.14.1 The cable armoring design shall be determined by the cable application and number of cores.
3.14.2 The cable armoring shall have the capability of withstanding high stresses and protected from vermin.
3.14.3 Cable armors shall be capable of withstanding the respective earth fault current associated with the
cable and its connected equipment.

Marking of Cable
3.15.1 All the cables supplied shall be clearly and permanently marked with the type of cable, manufacturer's
name, year of manufacture and the length mark from one end throughout the length of cable at 1 m
interval such that the length of cable left on the drum can be known readily.

3.15.2 On Fire Resistant cables only, the letters “FR” shall be marked in red at spacing not exceeding 1 meter.
Alternatively, the sheath of each fire resistant cable shall be marked with a continuous red stripe.
3.15.3 Individual cores of multi-core power and control cables shall have, where identified by numbers, both
the number and the printed word of the number permanently marked throughout the entire length of
the core, at 1m intervals.

Cable Drums
3.16.1 Cables shall be dispatched on wooden drums of suitable barrel diameter, securely battened, with takeoff
ends of the cable brought out to the outside of the drum and fully protected against mechanical
damage and water ingress. The wood used for construction of the cable drum shall be properly
seasoned, sound and free from defects. Wood preservatives shall be applied to the entire drum.
3.16.2 The VENDOR shall ensure all cable drum lengths supplied shall be continuous as conductor jointing
shall not be acceptable. Cables shall be wound on non-returnable cable drums.
3.16.3 Each cable drum shall be fitted with a stainless steel or equivalent label of alternative material provided
the materials are corrosion resistant to saline conditions. Labels shall be attached to both sides of the

Cable Lengths and Tolerances


3.17.1 Cable drum lengths shall require approval by the OWNER prior to dispatch from the VENDOR.
3.17.2 The total effective length and lengths of every size shall not differ from the specified length by more
than -0% to +3%. On the single drum, -0% to +3% tolerance shall be acceptable.

Cable Glands
3.18.1 Cable glands shall be provided for incoming and outgoing cables to prevent excessive stress on the
individual terminals. Cable glands shall have NPT threads. Cable glands shall be designed to provide
cable sealing of inner and outer sheaths and clamping of armor by special ring. All cable glands shall be
provided with an earth tag, lock nut and washer. Cable gland shall be provided with a heat shrinkable
PVC sheath when used outdoor. All cable glands shall be in accordance with BS-6121 and BS EN 50262.
3.18.2 Cable glands shall be of double compression type, Nickel plated brass with dual certification., i.e., Ex d/
Ex e, in accordance with IEC 60079-1 and IEC 60079-7 for Zone 2, Gas Group IIB, Temperature Class T3
hazardous area classification and also weatherproof to IP 65, as a minimum. Gland plates shall be
provided to facilitate cable gland installation. The threads of all cable glands and adaptors shall be
greased on assembly. Proper size of the cable glands to suit the size of the cables shall be used.
3.18.3 Cable glands fitted to all Ex ‘e’ enclosures, and industrial enclosures, may have a nylon or lead sealing
washer between the cable gland and Gland Plate (or enclosures) to ensure IP 65 protection. Sealing

washers shall not be fitted to glands entering Ex 'd’ enclosures. All glands, adaptors, reducers and plugs
for the Ex ‘e’ as well as Ex ‘d’ junction boxes.
3.18.4 EPC contractor shall ensure full tolerance in the dimensional details of the cable outer diameter and
diameter under braiding / armouring (where applicable), provided by the VENDOR.
3.18.5 EPC Contractor shall ensure the cable glands to suit cable sizes are supplied by VENDOR. All cable
glands (NPT) shall be double compression type dual certified Ex’d/ Ex’e and deluge protected unless
otherwise approved by OWNER.
3.18.6 All cable glands and adaptors will be made of nickel-plated brass/SS and will be fitted with soft sealing
nylon washers or integral nitrile washers. Fiber washers will not be used. Locknuts will be used for entry
into sheet steel boxes and enclosures.
3.18.7 Industrials Industrial cable glands (ET type) may be used with non-certified equipment in indoor
nonhazardous location

Explosion-proof adaptor for Cable Entry to Explosion -proof Enclosure


3.19.1 Whenever a cable or the associated conduit enters an explosion-proof enclosure, explosion-proof
adaptor and accessories having at least the same grade of explosion-proof characteristics as the
enclosure shall be used at the entry to ensure the explosion-proof characteristics of the complete system is not
degraded.

4 MATERIAL, INSPECTION & TESTING

General
4.1.1 VENDOR shall be responsible for the coordination of the design and for the satisfactory functioning of
the cable. VENDOR shall be responsible for ensuring components that are not manufactured by it but
which form a part of the accessories, are compatible with the other components of the accessories such
that a fully integrated unit is achieved. The satisfactory functioning of the complete cable shall be the
VENDOR’S responsibility and shall be part of the VENDOR’S contractual guarantee.
4.1.2 Cables shall be tested and inspected at the VENDOR’s works, or at a recognized testing facility. VENDOR
shall ensure all the test equipment necessary to test the cables are provided. Test certificates for all tests
shall be provided to the OWNER, immediately on completion of tests performed. All tests shall be
witnessed by the OWNER or its authorized representative.
4.1.3 The VENDOR shall submit an Inspection and Test Plan (ITP) for approval prior to manufacture.

4.1.4 The VENDOR shall also submit Inspection and Test Procedures, schedule and recording forms for
approval. The approval shall be obtained prior to commencement of inspections and tests.
4.1.5 OWNER reserves the right of access to all facilities at which work is being carried out, such access being
made available to the OWNER Inspector to all areas at work, records, documentation etc. at all times for
the purpose of conducting surveys, audits, tests and inspections of work in progress and to determine
compliance with this specification and related documents.
4.1.6 VENDOR shall ensure that the test procedures, detailed records and log sheets, in regard to the results
of the tests and certification carried out, meets the specified performance requirements of the cables
supplied.
4.1.7 The VENDOR shall notify the OWNER at least two (2) weeks prior to the following:

Material Requirements
4.2.1 All materials utilized in the construction of the cables shall be to the latest specifications, new and in
current production. Material scheduled for modification shall not be used, unless approved by the
OWNER. Should any material prove unsatisfactory it will be rejected not withstanding any previous
satisfactory examination or tests of similar material or of completed cables.
4.2.2 Where required the VENDOR shall provide cable sheath oil resistance performance characteristics.

4.2.3 Manufacture shall not commence with materials other than those stated in this specification, unless
previous written permission has been obtained from the OWNER.
4.2.4 The use of polymeric materials as alternatives to electrometric materials shall be subject to acceptance
by the OWNER. VENDOR’S proposal for such alternatives shall be supported by detailed, certified evidence of
continuous and complete performance in onshore gas facilities.

Material Certificates
4.3.1 All cables and cable accessories of similar design and construction features manufactured by the same
VENDOR:

Shall have been type tested by an authority approved by the OWNER.

Shall have been in continuous satisfactory service in onshore for a minimum period of two
years.

Shall be having current certification/approval/listing by an agency approved by the OWNER or


UL/FM/BASEEFA.

Inspection and Test Plan (ITP) Requirements


4.4.1 VENDOR shall ensure all material employed shall be available prior to and after the manufacture of the
cables, for inspection by OWNER. VENDOR shall furnish all necessary information concerning the supply
to the OWNER inspector or representative. The inspector shall have free access to the VENDOR’s works
for the purpose of inspecting the process of manufacture in all the stages and will have the authority to
reject any material which appears to be unsuitable or of unsatisfactory quality.
4.4.2 In addition, the minimum inspection requirements, prior to shipment of cables shall be the following:

Verify cable lengths

Verify sheath color

Verify gland fit

Verify pair/core configuration


Verify pair/core colors
Verify drum markings

4.4.3 Upon awarding of the contract to VENDOR by either a Purchase Order Number or a Letter of Intent
from the OWNER, the VENDOR shall submit an Inspection and Test Plan (ITP) for acceptance by the
OWNER, in accordance with the VENDOR Documentation Requirements. The ITP shall include OWNER
witness and hold points and advance notice periods as per the MR Quality Requirements.

Type Tests
4.5.1 Type test certificates issued by a recognized testing authority in accordance with the relevant IEC
standards shall be provided by the VENDOR for OWNER review before purchase order
4.5.2 Following type tests reports shall be submitted as a minimum.

Flame retardant test to IEC 60332 - Part 3 - 22 - For flame spread test the cables shall be in a
touching configuration.

4.5.3 VENDOR shall produce test certificates to prove that all cables comply with the requirements of the
relevant sections of IEC 60228, IEC 60502 and as appropriate, the other standards referenced in this
specification.

Routine Tests
4.6.1 Prior for delivery, each cable shall undergo routine test at the VENDOR’s work.

4.6.2 Routine test shall include all routine tests required by the IEC standards, referenced in this specification.
They shall include those test listed below and other tests, which may be agreed between the VENDOR
and the OWNER.
4.6.3 The following tests shall be performed as a minimum at the VENDOR’S premises to demonstrate that
the cables comply with this specification:

High potential test, minimum voltage shall be in accordance with the relevant IEC
standards. Conductor resistance tests.
Check continuity of each core (and armor, screen/drain wires where applicable) on each drum.

Check insulation resistance between cores and armor, where applicable (test at twice working
voltage, not less than 10 M Ohms).
Measure the overall diameter of the cable.

4.6.4 Any unsatisfactory or rejected cables shall be replaced to OWNER satisfaction at VENDOR'S cost. After
testing, the ends of the cables or wires shall be sealed to prevent the ingress of moisture.

Factory Acceptance Test


4.7.1 The tests shall be carried out in VENDOR workshop at his care and expense.
4.7.2 Factory acceptance tests shall be witnessed by OWNER inspector or their representatives.

4.7.3 Even in case OWNER waives to witness the tests, the VENDOR shall draw up the certificate of the tests
carried out containing a full report and all the results and the measures of the tests.
4.7.4 These tests shall be performed either on all finished cable lengths or on samples of completed cables.

4.7.5 The tests to be made shall be specified by the OWNER from the lists given at the time of purchasing.
"Routine non-electrical checks" and "Electrical tests" shall be carried out, unless otherwise specified.
4.7.6 If special tests are required, they shall be agreed on with the VENDOR and shall be explicitly specified in
the purchase order.
4.7.7 After testing, the ends of the cable shall be sealed by an approved method to prevent the ingress of
moisture

5 PRESERVATION, PACKING AND SHIPPING

General
5.1.1 All packing shall be as per export packing standard to protect the goods from weather damage,
corrosion, deterioration and physical collision against one another during transportation and site
storage. Any items require packing inspection before shipment, packing method to be used shall be
submitted for the approval. Outdoor storage space will be provided at site to receive material and
equipment prior to erection.
5.1.2 Particular attention shall be given to the cables packed with open crates. Special sealing material must
be provided to ensure that all equipment is preserved as ex-work condition before opening up for
erection.
5.1.3 The site is liable to be swept by sea spray during the typhoon season between May and October, and
very high winds may also be experienced during this period. These weather conditions must be taken
into account and in addition special precautions shall be taken to protect cables and accessories from
the ingress of moisture through adequate measures.
5.1.4 All crates shall be marked in accordance with instructions which will be issued to VENDOR at the time of
placing the order. Every individual crate shall be labelled with case number which shall correspond to
that on the packing list for easy identification.
5.1.5 Other information, such as weight, case dimensions, anchorage points for lifting purpose shall also be
marked clearly on the crates.
5.1.6 VENDOR shall follow the following arrangement to notify OWNER of each shipment of equipment and
materials with submission of the relevant shipping documents:-
i. Once ready, three copies of BOM shall be submitted for the attention of General Manager
(Projects) of OWNER, approximately two weeks before shipment ETD.
ii. Revision of item (i), if any, shall be submitted to OWNER based on actual shipment.

5.1.7 Apart from the four copies officially submitted to Group Commercial Division of OWNER, three
advanced copy of final Packing List should be delivered via express courier services for the attention of
General Manager (Projects) for subsequent distribution to the Site Manager (Lamma). The packing list shall reach
OWNER on or before shipment ETD to allow sufficient time for preparation of receipt of shipments at Lamma
Site.

6 WARRANTY AND PERFORMANCE GUARANTEE

General
6.1.1 VENDOR shall provide an electrical and mechanical guarantee. Guarantee period shall be as stated in the
commercial documentation accompanying the requisition. Compliance by the VENDOR with the
provisions of this specification does not relieve them of the responsibility of furnishing cables within the
bounds of the relevant standards, suited to meet the specified service conditions. VENDOR shall
guarantee that the required quality of materials and performance to the specified operating conditions
will be met.
6.1.2 Unless otherwise agreed, all cables shall be guaranteed as follows:

All cables and accessories shall perform satisfactory under the specified operating conditions
detailed on the specification, and shall be fit for the intended purpose.

VENDOR shall guarantee the operation of the Cable and accessories system to be in full
compliance with the specification, including all attachments and listed specification, codes and
standards.

VENDOR shall guarantee the mechanical integrity, workmanship and the materials of
manufacturing used.

Under the warranty, the VENDOR shall replace all cable and accessories that are found faulty
during the warranty period at no cost to the OWNER. VENDOR shall, if required by the OWNER,
supply the services of an experienced technician to supervise the necessary repairs and
replacements.

7 DOCUMENTATION

General
7.1.1 Documents shall be submitted in accordance with the approved VENDOR Data Submission List.

7.1.2 Submission shall be made under cover of a transmittal, marked for the attention of VENDOR Data
Control and referencing the OWNER Purchase Order.
7.1.3 All quantities and dimensions shall be expressed in metric units. All information, manuals, certificates,
data and inscriptions shall be in the English language.
7.1.4 All drawings shall be at least A4 size and the scale shall be between 1:100 and full scale. Single sheet
drawings shall be folded to A4 size with the drawing title and number facing the front. Drawings and
other information submitted in booklet form shall have a list of contents with page numbers. For
manuals in large volume, proper indexing shall also be provided.
7.1.5 In addition to hardcopy of drawing submission, soft copy of all drawings shall also be submitted.
VENDOR shall make softcopy submission by attachment to electronic correspondence or other suitable
means (such as CD-ROM for large size softcopy files) to the acceptance of the OWNER. To ensure high
legibility and reliable reproduction of document submission on different platforms, electronic files of
document submission shall be in Acrobat PDF format (i) directly converted from the original file format
in which the documents are prepared; or (ii) created by other means to the acceptance of the OWNER. If
required by the OWNER, VENDOR shall also submit electronic files for the associated document type
directly readable with commonly available computer applications, for example:-

Text type documents in MS-WORD;

Data listing or database type (such as drawing list, cable list, component list, cable schedule,
etc.) in MS-EXCEL;
Drawings in CAD format (i.e. Microstation or AutoCAD version 2016 or earlier).

7.1.6 Photocopy quality shall ensure that legibility and clarity of documents is maintained.

7.1.7 Manuals and books shall be supplied in loose-leaf hard cover binders.

7.1.8 VENDOR shall supply to OWNER all documentation including statutory approvals and registrations
necessary to verify that the cables supplied has been manufactured in accordance with this specification
and the codes and regulations incorporated herein by reference.
7.1.9 Review of the VENDOR documentation by the OWNER does not relieve the VENDOR of responsibility
for ensuring compliance of the cables with the necessary codes and regulations.

Approval Documents
VENDOR shall provide complete documents and drawings as required in MR and submit to the OWNER
for approval. The following detail documents and drawings are required, but not limited to:
