Potential Budget Reductions for Fiscal Year 2020 Budget

The following are potential budget reductions for the Board to consider as they consider the
fiscal year 2020 Proposed Budget:

1. The Health Insurance Employer Contribution can be reduced by $1,000,000. We have one
month left to go in fiscal year 2019. Costs have been contained and there are no large unpaid
claims outstanding. There were several large claims during the year which resulted in increased
stop loss reimbursements for fiscal year 2019. The impact to the General Fund and Public Safety
Sales Tax would be:

General Fund $375,000


PSST Fund $350,000
2. The levy for the IMRF Fund can be reduced by $500,000. This could be shifted to the General
Fund levy.
3. The payments on the 911 IGA with the City have been terminated but were included in the
General Fund proposed budget. This could be a reduction in the administrative budget of
$576,840.
4. Included in the General Fund budget was an expenditure to provide student loan assistance to
staff members in the State’s Attorney and Public Defenders office. This could be a reduction in
the administrative budget of $400,000.
5. The administrative budget in the General Fund budget could be reduced for the following based
on actual expenditures for fiscal years 2018 and 2019.

Parking $20,000
Towing $30,000
6. Revenue stamp expenditures in the administrative budget in the General Fund had trended
upward in fiscal year 2018, but appear to be down as we are in the last month of fiscal year
2019. This expenditure budget could be reduced by $100,000.
7. There are employee vacancies in certain departments throughout the fiscal year. At times, these
vacancy budget dollars are being used by some departments to fund salary increases or bonuses
for current employees. The Board could reduce all personnel budgets in the General and PSST
Funds by 2% less a reserve for departments that typically do not have turnover. All positions
could remain open to be filled after 90 days the position becomes vacant. This could result in
the following reductions in the General and PSST Fund budgets:

General Fund $435,000


PSST Fund $385,000

8. The new growth and CPI increase could be included in the property tax levy. These would be as
follows:

New growth $194,000


CPI $742,000
9. The Chief Judge has offered an amendment to the submitted FY20 Jury Commission Budget
Request to reduce the Jurors 33500-43913 line item from $275,000 to $230,000 (a reduction of
$45,000).



TOTAL PROPOSED REDUCTIONS/REVENUE INCREASES $4,134,840
