Central Asian Cellular Forum
The Main objective of the Central Asian
Cellular Forum ( www.3gca.org ) is to create
awareness, encourage dialogue and promote
CDMA-UMTS/WCDMA technology and its use
in Pakistan, Afghanistan and CIS region for
telecom operators, broadcasters,
manufacturers, software companies,
government, academia and the general
public.
3G HR Development Center
Central Asian Cellular Forum in collaboration
with IQRA University, Islamabad and
QUALCOMM Inc. USA has established a 3G
Human Resource Development Center. The
center caters for the CDMA-UMTS/WCDMA
HR requirement for the whole CIS region
including Pakistan, Afghanistan and Mongolia.
Due to the rapid developments in
telecommunication industry there is a
requirement of approximately 2000 CDMA
and around 2500UMTS/WCDMA
professionals annually. The center offers
courses on the pattern that is followed by
QUALCOMM University, USA and the cost of
these courses has been significantly
subsidized so that engineers and operators in
the region can benefit from the program.

Goals & Objectives
The aim of this six day training workshop is to
provide training to Engineers and other technical
professionals in UMTS/WCDMA in wake of the
upcoming WCDMA/UMTS licensing regime; the
main objective being that telecom professionals
should be able to understand the technology and
use this knowledge base in an efficient manner
for growth of UMTS/WCDMA based wireless
networks for the benefit of consumers.
Course Modules
Course Module1: 3G Rel. 99, HSDPA, and
HSUPA: Technical Overview (8 Hours)
This course provides an overview of the WCDMA
system, as defined in the 3GPP Release 99
specifications for the Universal Mobile
Telecommunications System (UMTS). Basic
concepts of HSDPA and HSUPA are also
provided. The course begins with an overview of
features for UMTS Release 99, HSDPA, and
HSUPA. The course continues by examining
WCDMA and UMTS Networks, Protocol Layers
and Channel Descriptions, CDMA Concepts, and
Key Physical Layer Concepts for WCDMA. The
course concludes by examining UTRAN RF
Design and Planning concepts.
Course Module 2: 3G UMTS Network
Planning (16 Hours)
This two day course presents, in a practical
way, the parameter necessary to plan a
WCDMA RF network or assess the quality of a
RF network plan for WCDMA. A reminder of
the WCDMA reference network is given, with
emphasis on the parameters that affect the RF
plan. Fundamentals to understand coverage
and capacity are discussed. Network planning
tool are then introduce to discuss the type of
performance evaluation that can be done at
time of planning. Parameters that can be
optimized to improve the planned performance
are finally introduced. Lastly practical
considerations, such as site selection, are
presented.
Course Module 3: UMTS / WCDMA Network
Optimization
This course prepares RF engineers for the
initial network optimization of UMTS network
through some practical exercises and
troubleshooting of network issues. The course
provides an insight for how to assess the
network performance and how to improve the
same. It covers details about optimization

 lifecycle and the stages involved in it. The (MO) and Mobile Terminated (MT) Call Training Fee: Module 1: PKR 2000/- for
course follows with System Parameters Processes. Also, covers troubleshooting of working professionals and PKR 500/- for
review for Cell Reselection, Paging and Retainability issues through Long AMR
Access, Power Control and Handover students. For Module 2, the charges are
procedures. It discusses RF Optimization Analysis, Call Quality performance and PKR 3500/-. Charges for Module 3 are

Instructors Profile:
Dr. Syed Ismail Shah did his PhD in Electrical Engineering from University of Pittsburgh, PA, USA. Dr. Shah is a Founder Member of the Central Asian Cellular
Forum and is a QUALCOMM certified trainer. Dr. Shah has successfully taught CDMA & UMTS/W CDMA courses in many countries over the past few years. He
has been teaching wireless technologies and other communication subject at reputable institutes in Pakistan and USA. He is currently working as, Head,
Department of Computing and Technology, Iqra University Islamabad, Pakistan and an adjunct faculty member, University of Southern Illinois, Carbondale, IL,
USA. Dr. Shah is a Senior Member, IEEE, USA.
Dr. Ismail Shah would be accompanied by CACF Engineers in Course Module 3.
