With reference to your proposal submitted to UGC for recognition of Open anci
Distance Learning programmes from the academic session 2018-19 and onward, I am
direc~edto inform you as under:-
1. A s per Clause 4.10 of UGC [Categorisation cf Universities (only) for Grant of
Graded Autonomy] Regulations, 20 18 "Universities m a y offer courses in the ODL
mode, without approval of the Commission, provided it satisfies all the conditions laid
d o w n tinder UGC (ODL) Regulations, 201 7 and amendments ji-om time to time".
2. I n view of the above, it is requested to submit a n Undertaking in the form of
notarised Affidavit indicating the following:
(i) Intenticn/declaration of the university to launch its programmes through
ODL mode till the time, it is placed under Category-I;
(ii) declaration/intimation of score of NAAC CGPA;
(iii) declaration that university shall comply to all the conditions laid down
under UGC (OILiL) Regulations, 2017 and its amendments including that
of providing al:! such information to UGC and displaying of all such
information on its website.

As you are aware, UGC is mandated to determine, promote and maintain the standards
of higher education in the country. UGC is constantly striving to create an enabling environment
w h ~ r e b y higher educational institutions in the co~lntrv cart b c s c r ~ eir,sti!~~?ior!of global
excellence. UGC is also aware that global excellence can be achieved by extending auto-nomy
to better performing institutions for promoting and institutionalizing excellence in higher
education. ,
In order to grant autonomy to the better performing institutions, UGC has notified UGC
[Categorization of Universities (only) for Grant of Graded Autonomy] Regulations, 2018 on 12"'
February, 201 8 in the Gazette of India.
The proposal received from Osrnania Utiiversity under the above UGC Regulations has been
examined, processed and considered by the Commission in its 530"' meeting held on
20.03.2018. The Commission has decided to grade the Osmarlia University as Category-I
University as per the provisions of the above UGC Regulations. The University shall now
be eligible for all the benefits as stipulated under Clause 4 (Dimensions of Autonomy for
Category-l Universities) of the above mentioned lJGC Regulations.
However, the University shall inform the UGC about the benefits being implemented
from the new academic session. In light of this, the university should acknowledge in writing that
it shall strictly comply with all the regulations as mentioned in the provisions (Clause 4) of the
University Grants Comrnission (Categorization of Universities (only) for Grant of Graded
Autonomy) Regulations, 201 8.
It is further informed that the university shall intimate the Commission about its changed
status as per Clause 6 of the said regulations.
