ECO DE NORTE ADVENTURE ISLAND: A
proposed development of Monroe Island into
a tourist haven
Laoag City, Ilocos Norte
INTRODUCTION
Ecotourism is a sub-component of the
field of sustainable tourism. It perceived potential
as an effective tool for sustainable development
is the main reason why developing countries are
now embracing it and including it in their
economic development and conservation
strategies. Ecotourism, as an alternative tourism,
involves visiting natural areas in order to learn, to
study, or to carry out activities environmentally
friendly, that is, a tourism based on the nature
experience, which enables the economic and
social development of local communities. It
focuses primarily on experiencing and learning
about nature, its landscape, flora, fauna and their
habitats, as well as cultural artifacts from the
locality.
Eco adventure is the combination of
adventurous activity with environmentally
responsible awareness and a form of responsible
tourism which strives to achieve certain goals.
Traveling to natural parks and landmarks,
minimizing damages caused by conventional
tourism, providing financial benefits to local
awareness. Empowering local communities and
their culture, and supporting civil rights are also a
big part of responsible travelling.
Monroe Island is a small uninhabited
island located at the mouth of Padsan River
in Laoag, Ilocos Norte, Philippines. It is a sand
bar island which splits the river's entrance into
two small channels. The island lies south of
the barangays of La Paz and north of the
barangays of Gabu in Laoag.
PROBLEM STATEMENT
The island has been ignored for so long
that the city government of Laoag wants to put the
island into productive use and there is a need for
sustainable development in tourism, and the
connection between tourism and environment is
much stronger than in other sectors.
Propagation and preservation of
indigenous flora and fauna as well as a bird and
other animal sanctuary is needed. The lack of
proper maintenance to the pristine water, sand
dunes, sea and its resources that is present in
the island are the things that the city government
are looking to.
PROJECT GOALS
The proposed development of the
Monroe Island into a tourist haven is located in
north of barangay Gabu Norte.
Elevate a portion of the island for the
construction of Tourist Lodge with room
accommodations, restaurants, swimming pools
and other related facilities. Develop an area for
the propagation and preservation of indigenous
flora and fauna as well as a bird sanctuary for
bird-watching activities and develop the river that
cut through the island for kayaking, rakit race and
glass-bottom boats.
Care should be applied and consider the
area’s sensitive nature and shall have a well
balanced mix of non-polluting activities and uses
as well as areas to be allocated for strict
preservation.

PROJECT OBJECTIVES

 To develop a 70-hectare island into a

tourist haven offering nature at its best
 To put the island into productive use,
which has been ignored for so long and
make it as a tourist destination by itself.
 To protect the place from environmental
degradation and spoilage.
 To develop a portion of the island for
tourist-related structures and make it
habitable for local and foreign tourists,
visitors who are nature lovers, as well as
retirees.
 To provide a quality tourism experience.
