POLICY ON WATER DELIVERY

I. OBJECTIVES/PURPOSE

The objective and purpose is to establish a clear cut policy on Water delivery of
the Zamboanga City Water District prescribing thereof the guidelines, rates,
measures, sanctions or penalties and other rules and regulations in accordance with
the provisions of laws promulgated by constituted authorities, subject to future
conditions such as nut not limited to the improved capacity of ZCWD to serve water
through pipes.

II. ELIGIBLE TO REQUEST FOR WATER DELIVERY

1. Water Customers who have an active water connection but do not


experience good pressure of water supply as determined and
certified by EWRD of the ZCWD.

2. Former water customers whose connections were disconnected at


their request due to the failure of ZCWD to supply water to the
area.

3. Person/s in charge of coordinating with or assisting disaster


victims, special educational, sports and cultural activities or of
similar nature of public significance where potable water is
needed special events.

4. Customers whose connections are located within the designated


area and route of the water tankers.

III. NOT ELIGIBLE TO REQUEST FOR WATER DELIVERY

1. Water Customers with closed and abandoned service connections


as determined by authorized ZCWD personnel. (database)

2. Water customers with delinquent accounts; water customers with


unconfirmed/confirmed and unresolved illegal connections.

3. Water customers staying at an area other than the delivery point


of the water; inaccessible areas as evaluated by the ZCWD where
water delivery is likely to cause damage to delivery personnel,
vehicle/equipment.

IV. RATE FOR DELIVERED WATER- Without prejudice to future economic ratio, the
charges for delivered water will be as follows:

V. IMPLEMENTING GUIDELIINES- As a general rule, a “REQUEST” for water delivery will
be first countersigned by EWRD before payment is made at the Collection Section
passing through the EDP/computer Section for billing statement.

1. Official Receipts and/or approved communication should be


presented to the CMD for scheduling of water delivery. A “
Schedule of Delivery” will be made in such a way that the delivery
points are adjacent to reduce fuel costs and other incidental
expense;

2. CMD will submit a monthly report to EDP/Computer Room of all


deliveries with the corresponding address of the customers being
served.

3. EDP Section will come up with monthly summary report as to


cubic meter and amount sold/delivered and submit the same to
MSD.

VI. WATER DELIVERY SECTION- The water Delivery Section will be under the control and
supervision of the EWRD and will be headed by the OIC/ Head WD. A such the EWRD will see to
it that the conditions provided herein are religiously complied;

1. The OIC shall be responsible of the following, to wit:

a) Submit monthly operating expenses to Accounting;


b) Account all service connection served per elevated tank;
c) Install water meter to water tanker;
d) Install water meter on all suction pipes;
e) Maintain database on withdrawn water as against volume
of water sold per EDP Database; and
f) Determine NRW and submit to MSD.

VII. PENALTY CLAUSE-- All personnel involve in the water delivery reporting will be directed to
strictly comply the provisions of this policy. Individual omission and or coordinative failure from
the Section shall be a ground for administrative offense without prejudice to the holding in
abeyance the release of monthly salary, allowances and other benefits unless substantial
compliance have been made.

VIII. Validity/Enforcement/ Amendment-If any section, subsection, sentence, clause or phrase


of these regulations is, for any reason, h eld to be unconstitutional, illegal or unlawful, such
decision shall not affect the validity or enforcement of the remaining portion of the regulations.

The Board of directors of the Zamboanga City Water District hereby declares that the
foregoing rules & regulations were adopted and approved unanimously by all the undersigned
member of the Board of Directors of the Zamboanga City Water District.

ZCWD reserves the right to amend any of the provisions of any of the foregoing terms
and conditions of these rules.

Any such amendment shall take effect fifteen (15) days from notice to the customers,
through whatever means or by posting at ZCWD conspicuous place. The continued use and the
availment of the pertinent ZCWD service shall give the undisputed presumption that the
customer fully understands, agrees and undertakes to adhere to such amendments.

IX. Repealing Clause- All existing board resolution, management memorandum, circular, letter
of instruction and other issuances consistent with these rules shall remain operative until
amended, repealed or revoked.

All inconsistent corporate issuances affecting the internal operations of the ZCWD are
hereby repealed accordingly.

X Effectivity– This rule shall take effect immediately upon the approval of the majority of the
Board.
The foregoing “Rules and Regulations of the Zamboanga City Water District” was
approved by the Board of Directors on the eleventh day of January two thousand and seven and
accordingly signed by the Board of Directors of the Zamboanga City Water District on the twelve
day of January two thousand and seven the ZCWD Board Room, ZCWD Main Building, Pilar
Street, Zamboanga City whose signatures are hereunder affixed.
