ACTIVITY DESIGN

I. TITLE: Sangguniang Kabataan (SK) Mandatory Training

II. RATIONALE:

The Sangguniang Kabataan, as a platform for youth involvement in


nation building, has been greatly criticized for being a useless
mechanism as it provided a fertile ground for breeding corruption
coupled with the lack of practicality as minors lack the legal capacity
to enter into agreements and to be sued.

In response thereto, the Sangguniang Kabataan (SK) Reform Act of


2015 otherwise known as RA 10742 was approved on January 15, 2016.
It gave way to the strengthening and empowering the SK as a useful
conduit in community development. To emphasize the role of the
youth in nation building, Rule V, Section 30 of its IRR mandated “any SK
Official, whether elected or appointed, or any member of the LYDC
must undergo the mandatory training program before she/he can
assume office.”

Further, the same law mandated the National Youth Commission and
the DILG with the assistance from the Local Government Academy
(LGA), Development Academy of the Philippines (DAP), University of
the Philippines – National College of Public Administration and
Governance (UP-NCPAG), in consultation with other stakeholders, to
jointly design and implement SK Mandatory and continuing training
programs.

Thus, this training.

III. OBJECTIVES:

The SK Mandatory Training is generally designed to enable the


participants get the basic and necessary knowledge and skills for
them to start performing their powers and functions as SK Officials.

Specifically, at the end of the training, the participants are


expected to discuss the following:

IV. COURSE CONTENT:

The one-day training program is divided into three modules. Each


module focuses on specific competencies and topics presented below:

V. DATE and VENUE:

The training Program Duration is from May 17-May 26, 2018,


excluding Sundays. This results to a total of 9 days for the conduct of
the training. To facilitate the completion of the training in all
municipalities following the training standards, all trainings will be held
at Tabuk City, Kalinga on the following schedule for every municipality:

VI. PARTICIPANTS:

Participants to this Mandatory Training are the elected and


qualified SK Officials of the 152 barangays of Kalinga. Presented below

VII. Strategy of Implementation

To ensure the smooth flow of the implementation of the training, the


following will be conducted:

1. Organization of the Provincial Management team following Section


4 of DILG Memorandum Circular No. 2018-48 re: Guidelines in the
Conduct of the Sangguniang Kabataan Mandatory Training;
2. MOA signing between DILG, Local Government Unit and the Local
Resource Institute (LRI); and
3. Meeting with key stakeholders for the finalization of agreements

VIII. BUDGET REQUIREMENTS:

Every participant is to pay Php 1,600 registration fee, charged


against the10% SK Funds of their respective barangays, to cover for
their one-night accommodation, 3 meals, 2 snacks, training kits and
supplies.
