Second Affirmative Speaker Interpellation

Q: When we say removing gender-based bigotry is beneficial for all sectors, namely the State,
the heterosexual people and lastly, the LGBT people on several grounds, do you agree with that?
Q: Do you know that removal of gender-based bigotry allows the State to implement a gender-
bias free political and socioeconomic system?
Q: Are you also aware that it promotes the growth and formation of a society that is built on
mutual respect for all its citizens?

Q: Do you deny the fact that present discrimination for the LGBT people affects the Philippine
State in at least five areas, namely Education, Labor, Politics, Economics and Order?

Q: Let’s talk about education. Are you aware of the most recent August 9, 2019 study by the
Department of Education revealed that gender-based bigotry leads to poor performance of
students to an alarming 89%?
Q: Do you know that across 150,000 schools nationwide that are part of the study, 100% of the
schools that exhibited high cases of gender-based discrimination against LGBT people posted
poor results in all forms of academic and extracurricular evaluation metrics?
Q: Do you know that in the same report, the DepEd itself acknowledged that unless LGBT
people are protected from discrimination on a statutory level, then the education system in the
Philippines will continue to decline?
Q: When DepEd says that a law needs to be passed to remove gender-based discrimination in
schools, do you think the DepEd is wrong and so we should not follow them?

Q: Now let’s talk about Labor. Do you admit the fact that labor is affected by gender-based
discrimination as well?
Q: Have you heard of the Gender-based Evaluation Committee of the Department of Labor and
Employment?
Q: Do you know that same Committee acknowledged in its report to the 21st Bicameral
Committee on Gender Equality that even up to now, gender-based discrimination in the
workplace is occurring?
Q: Do you know that as certified by DOLE, a scary 76% of the workplaces in the Philippines
have reported cases of discrimination of LGBT people?
Q: Are you aware that this means that 7 out of 10 workplaces out there are unsafe for LGBT
people?
Q: Do you realize that this heightens unemployment in the Philippines as LGBT people comprise
46% of our general population as per the Phil. Statistics Authority?
Q: And when work cycle is disrupted due to discrimination, of course economics is both directly
and indirectly affected, correct?
Q: Do you realize that DOLE itself reported that as more and more LGBT people are rejected
from work or are removed from service because of their gender orientation, labor productivity in
the Philippines will continue to decline as much as 40% as projected by the DOLE itself?

Q: Let’s deal with politics. Gender-based bigotry lead to instability of Philippine political system
as the clamor for equal and responsible legislation in favor of the LGBT people causes
separation and discord among branches of the government, are you aware of that?
Q: As an example, the majority of the legislature frowns on passing a law that protects LGBT
people against gender-based bigotry, right?
Q: On the other hand, the executive department pushes for its passage as said by President
Duterte himself in his live Malacanang interview dated September 2, 2019, correct?
Q: Of course the Judiciary agrees to the passage the same law in the case of Falcis III vs City
Registrar General where it said that while same sex marriage is still farfetched in the Philippines,
the LGBT people should be recognized as a valid and legal gender status in the Philippines, di
you know that?
