1. INTRODUCTION
The purpose of this method statement is to provide the details on High Voltage Testing
method on BP9040 GIS.

2 . S CO PE

This method statement applies to 380kV GIS and 132kV GIS. The testing will be done by
external party- SIEMENS using their test equipment.

Roles and responsibilities of personnel is written here below who shall perform their duties to ensure
effectiveness of pre-commissioning and test activity and meet the necessary safety measure and quality
output of the work.

5.1 Pre-commissioning manager/ GIS construction site manager shall be responsible for the overall
implementation of the Safety & Quality plan and ensure efficient execution of works in
accordance with Project specifications.
5.2 The GIS construction site manager shall be responsible to give correct instructions to supervisor
for implementing the Project QA/QC and HSE plan.

5.3 Subcontractor (Al Fanar) Pre-commissioning Site engineer/Supervisor shall monitor the
execution of all works and inspection.
5.4 HSE Officer conducts surveillance and inspection relating to health, safety and environmental of pre-
commissioning. He shall carry out regular inspection to ensure compliance to HSE requirement of pre-
commissioning activity whether work is being carried out according to the specified given instructions
and ensure that those personnel are wearing the necessary protective equipment (PPE) and
isolation/barricading of the activity area for safety of personnel. Perform, in co-operation with the Site
Supervisors and Foremen regular Tool Box meetings. Report any adverse condition to health and
safety.

6 . NE CE S S A RY T O O L S
The following items are not limited only as mentioned below, quantity and quality of required tools will
increase before starting activities:

6.1 10kV Megger


6.2 HV Test equipment
6.3 FLUKE process meter or equivalent
6.4 Electrician Hand tools
Ensure that the tools/devices (whichever applicable) listed here are calibrated and the calibration date is still
valid.

7 . S A FE T Y
7.1.1. Applicable work permits shall be submitted by CONTRACTOR to COMPANY (HSE) for execution
of the works.
7.1.2. Approved work permit must be obtained prior to start of the procedure.
7.1.3. Necessary barricades and/or spotters must be arranged prior to start of the test, especially for
HV test.
7.1.4. All site Lockout/Tag out procedures must be strictly followed as per COMPANY LOTO
procedure NO: PP13-00-Y-RNS-WP-025-R0 or the later revision.

7.1 Safety Precautions to be taken


7.2.1. AII applicable Work Permits for the pre-commissioning activities are to be completed and
received by Authorized Personnel only.
7.2.2. Specific Risk assessments (JSP) shall be prepared and reviewed prior to commencing of the
works. Specific must be submitted with this MOS not later.
7.2.3. The working areas shall be maintained free from obstacles, materials, equipment etc.
wherever applicable.
7.2.4. PPE such as hard hats, safety boot, safety glass (goggles) hand gloves etc. shall be worn by all
personnel, and fall protection devices shall be used when needed as per safety procedures.

7.2.5. Temporary safety signs shall be provided at all work areas, storage areas and access/exit
routes, etc. wherever applicable.
7.2.6. AII scaffolding shall be inspected, approved and tagged before its use.
7.2.7. Sufficient illumination of the work areas, storage areas and access/exit routes shall be
provided while working at night.
7.2.8. AII activities to be immediately suspended in case of an emergency.
7.2.9. Housekeeping shall be done as and when required especially in the working areas.
7.2.10. The 380kV GIS shall be evacuated during the HV test in 380kV GIS and no works shall be
allowed inside the building as well as in the GIB area. Including transformers.
7.2.11. The 380kV GIS shall be evacuated during the HV test in 132kV GIS and no works shall be
allowed inside the building.
7.2.12. The areas highlighted in the Attachment 10.5 must be evacuated and isolated.

8 . ME CH ANI CAL CH E CK S A ND V I S UAL I NS PE CT I O N


- Mechanical checks and visual inspections to be done on all electrical installations to confirm
that there is no physical damage, and all electrical connections and specification of the
cables matching with the requirement.

The test procedure is in accordance with the Attachment 10.1.

Please refer Attachment 10.4 for test injection points.

HIGH VOLTAGE TEST PROCEDURE

1. Test procedure
A. Power Frequency Voltage (Dielectric) Test
1) The Power Frequency Voltage (Dielectric) Test on-site will be done with alternating voltage at a
frequency in the range between 10 and 300Hz according to IEC 62271-203 and HHI standard.
2) Power frequency voltage shall be applied between the main circuit and Enclosures solidly grounded.
- Test voltage : 515 kV rms
- Test duration : 60 sec
3) Test condition for main circuit: CB & DS Closed position, ES Open position.
* IEC Standard for the reference: IEC 62271-203 10.2.101
4) Each phase will be tested similar to the following sequence:
① 257kV rms - 10min, ② 360 kV rms - 5min, ③ 515 kV rms - 1 min for HIPO Test Voltage
④ 290.9kV rms for Partial Discharge Test Voltage

5) VT Test
- 1.5Un/√3 kV rms 1min for VT HV Test Voltage, Un/√3 kV rms for VT Ratio Voltage
* VT test report of manufacturer is submitted with FAT report of HHI.

B. Partial Discharge Test


The Partial Discharge Test on-site will be done with UHF Method.
- The applied power frequency voltage is raised to a pre-stress value (515kV) and maintained
at that value for at least 1min.
* IEC Standard for the reference: IEC 62271-203 ANNEX C. C.7.2 and C7.3

The Insulation Resistance Test will be carried out before and after HIPO Test.
For others sections it can be tested during GIS operation.
The test engineer reserves the right to modify the test procedure in the personnel interests and
equipment safety according to the site conditions.

2. Preparations of GIS
1) The GIS shall be installed completely and gas-filled at its rated filling density,
and Voltage Transformer and Surge Arrester would not be included.(IEC62271-203 10.2.101.1.2)
2) The Switchgear must be filled with SF6- Gas according to SF6 Gas Scheme Diagram.
- Circuit Breakers : 700kpa.G at 20℃
- All other compartments : 500kpa.G at 20℃
3) The earth connections within the switchgear and from the switchgear to the station earth must be
installed in accordance with customer and HHI requirements.
4) All cable and transformer links have to be removed and the corresponding shielding and earthing
must be installed in accordance the manufacturers regulations.
5) The test section is divided into small sections according to the specification of the test device
which is prepared by EPC or HV test company.
The test section can be changed by HHI supervisor according to the site condition.
6) All breakers and disconnect switches within the test section must be closed and all earthing
switches must be opened.
7) The GIS parts adjacent to the test sections must be earthed.
8) Sensitivity test of Internal UHF PD sensor shall be finished before HV test by EPC or HV test company.
9) If PDM System is applied, UHF PD sensor test will be performed through the PDM system by PDM
System manufacturer and test report will be submitted separately.
10) All CT's secondary winding should be short circuited during the test and grounded.
11) In case of flashover or voltage collapse, repetition is possible 15 times under the HHI supervision.

3. Preparation of Test Equipment


A. Power Frequency Voltage (Dielectric) Test

3) Test Frequency: 10Hz – 300Hz
* Above specification of test equipment is recommendation, and it is determined by EPC
or HV test company.

B. Partial Discharge Test


1) Test type: UHF Method
2) Test Equipment Name: Potable GIS Diagnostic System
3) Concept of UHF PD detection in GIS

4) The method of Partial Discharge Test is highly recommended by UHF or Acoustic Method at site
because the test equipment is highly sensitive according to the site condition and noise level condition
for the test is required around 5pc. The test equipment shows us the result of noise level as dBm
so we could refer to the below formation so that can verify the result of UHF PD measuring for
“dBm VS pC Conversion guidance.
As you can see the below graph, internal UHF PD sensor is more sensitivity to detect PD inside GIS.
Hyundai’s UHF PD measuring system has detection range from -65dBm (0%) to -20dBm(100%).
For example, in case of 5pC PD detection with Hyundai’s UHF PD monitor, it is assumed that
the output is approximately -35dBm (66%) for internal UHF PD sensor and -55dBm (22%)
for external UHF PD sensor.

5) Sensitivity Verification of UHF Measurement


① The on-site sensitivity verification can be carried out under operating conditions.
② Artificial pulses are injected into the first coupler on the GIS. The parameters defining its
amplitude and shape should correspond to the values that were established during the
laboratory test for this GIS design.
③ The same type of equipment(pulse generator, cable and coupler) has to be used as for
the laboratory tests.
④ If the stimulated UHF signal can be measured at a second coupler, the sensitivity verification
has been successful for the GIS section between these couplers.
⑤ In practice, the distance between a coupler and any defect will be less than half the distance
between couplers and the signal attenuation will be smaller than in the sensitivity verification.

HIGH VOLTAGE TEST PROCEDURE

1. Test procedure
A. Power Frequency Voltage (Dielectric) Test
1) The Power Frequency Voltage (Dielectric) Test on-site will be done with alternating voltage at a
frequency in the range between 10 and 300Hz according to IEC 62271-203 and HHI standard.
2) Power frequency voltage shall be applied between the main circuit and Enclosures solidly grounded.

5) VT Test

B. Partial Discharge Test


1) The Partial Discharge Test on-site will be done with UHF Method.
- The applied power frequency voltage is raised to a pre-stress value (235kV) and maintained
at that value for at least 1min.
* IEC Standard for the reference: IEC 62271-203 ANNEX C. C.7.2 and C7.3

The Insulation Resistance Test will be carried out before and after HIPO Test.
For others sections it can be tested during GIS operation.
The test engineer reserves the right to modify the test procedure in the personnel interests and
equipment safety according to the site conditions.

- All other compartments : 400kpa.G at 20℃
3) The earth connections within the switchgear and from the switchgear to the station earth must be
installed in accordance with customer and HHI requirements.
4) All cable and transformer links have to be removed and the corresponding shielding and earthing
must be installed in accordance the manufacturers regulations.
5) Each phase will be tested in one section without dividing section.
6) All breakers and disconnect switches within the test section must be closed and all earthing
switches must be opened.
7) The GIS parts adjacent to the test sections must be earthed.
8) Sensitivity test of Internal UHF PD sensor shall be finished before HV test by EPC or HV test company.
9) If PDM System is applied, UHF PD sensor test will be performed through the PDM system by PDM
System manufacturer and test report will be submitted separately.
10) All CT's secondary winding should be short circuited during the test and grounded.
11) In case of flashover or voltage collapse, repetition is possible 15 times under the HHI supervision.

Electrical HV Testing Electrical shock 3 4 E will be present during the test. If required, the
spotters shall be placed.
Verify the test object such as
Busbar/equipment/cable to be tested is de-
energized.

Check the test equipment is in good condition


and calibrated.

Ensure that the jumpers used for the test (if


applicable) are of appropriate size.

Ensure that the grounding cable used for test


equipment is securely fastened to nearby PE
point which is connected with U/G grid.
Verify that the test object is free of
rutpure/debris/humidity which can affect the HV
test results.
Visually inspect and verify that the test
boundaries are isolated with sufficient clearance
(as per the test voltage ratings) with nearby
objects

Once the testing is completed, discharge the


test object using earthing rod or equivalent
discharge tools.

Test Failure 2 4 M Barricades in place to restrict area as required.

If the test is failed, verify the entire circuit of the


test object again where the HV was applied and
locate the faulty point.

Verify with the vendor on the necessary actions


for repair/replacement to be taken.
