Shri Narendra Modi was appointed as Chief Minister of Gujrat in 2001, due to Keshubhai Patel’s

failing health and poor public image following the earthquake in Bhuj. Modi was elected to the
legislative assembly soon after. His administration has been considered complicit in the 2002 Gujrat
Riots, or otherwise criticized for its handling of it. A Supreme Court- appointed Special Investigation
Team found no evidence to initiate prosecution procedings against Modi personaly. His
administration has been criticized for failing to significantly improve health, poverty and education
indices in the state.

Modi lead the Bjp in 2014 general election, which gave the party a major in the Indian Lower House
of parliament, the lok Sabha, the first time for any single party since 1984. Modi’s administration has
tried to raise foreign direct investment in the Indian Economy and reduced spending on the health
care and social welfare programs. Modi has attempted to improve efficiency in the bureaucracy; he
has centralized power by abolishing the planning commission. He began a high-profile sanitation
campaignand weakened or abolished environmental and labour laws. He initiated a contrpoversial
demonitisation of high-denomination banknotes. Described as engineering a political realignment
towards right-wing politics , Modi remains a figure of controversy domestically and internationally
over his Hindu nationalist beliefs and his role during the 2002 Gujarat riots, cited as evidence of an
exclusionary social agenda. Most of the people in India feel that Modi is the best prime minister that
the country has seen so far. His popularity surpasses that of former prime ministers Indira Gandhi,
Atal Bihari Vajpayee and Jawaharlal Nehru. This was revealed in the Mood of the Nation poll 2019
conducted by te India GToday Group.

In the survey, 37 per cent polled Indians ranked N Narendra Modi as the best prime minister. With
just 14% polled Indians rooting for her, Indira Gandhi was ranked as the second best prime minister
of the India.

Besides this, founder of Bhartiya Janta Party(BJP) and former prime minister Atal Bihari Vajpayee
was ranked as the third best PKMM with 11 per cent polled Indians believed that India’s first prime
minister, Jawaharlal Nehry was the best PM that the country has seen so far.

Lal Bahadur Shastri and Rajiv Gandhi got 6 per cent votes, while Manmohan Singh and Guljarilal
Nanda got 5 had 3 per cent respectively.

The mood of nation poll was conducted before the Narendra Modi government’s landmark decision
to scrap the special status accorded to Jammu and Kashmir under article 370 of the Indian
constitution and bifurcate the erstwhile state into Union Territories. Had the poll been conducted
after the decision, Pm Modi’s popularity was expected to be even higher vis-à-vis his predecessors.

The India Today Group has been carrying out the Mood of the Nation (MOTN) poll for the past
several years. In each pol we have asked to public who they think is/was the countries best PM. In
February 2016, the MOTN poll revealed that Indian’s back then believe that Indira Gandhi was the
best Indian PM. In comparsion to Indira Gandhi’s popularity, PM Modi secured more than 35 percent
popularity in February 2016.

But s since then PM Modi’s popularity has been continuously rising. In August 2017, he enjoyed the
backing of 42 percent whole Indians polled.

The India Today Group –Karvy Insights Mood of the Nation poll was conducted by Karvy Insights
Limited. A total of 12, 126 interviews were conducted, spread across 97 parliamentaries
constituencies and 194 assembly constituencies in 19 states.
These states are : Andhra Pradesh, Assam, Bihar, Chattisgarh, Delhi, Gujrat, Harayana, Jharkhand,
Karnataka ,Kerala, Madhya Pradesh, Maharashtra, Odissa, Punjab, Rajasthan, Tamil Nadu,
Telangana, Uttar Pradesh and West Bengal.

The survey was conducted before the official announcement of the dilution of article 370 in Jammu
and Kashmir by the NDA government.

Tin each assembly constituencies, differnet starting points were selevted covering all the five zones
of the constituencies:north, south,east,west and center.

A fixed number of interviews were done in each, rigorously following the right hand rule of
household selection. The fieldwork for the MOTN poll was conducted from july 22, 2019 to july
30,2019. The survety followed random sampling. All interviews were conducted face to face using a
standard structured interviews questionnaire, which was translated into regional languages.

A 15-20 minute interview was conducted with each respondent and all the responses were collected
digitally using tablets and mobile phones.

The poll was conducted under the the supervision of Ranjt Chib, chaireman of Karvy Insights. He was
assisted by vice-president Dixit Chanana and associate vice presidents Sachin Gupta and Debansh
Chaterjee.
