ILOCOS SUR PPO ISSUES AND CONCERNS

1. Hazard Pay also for NUP members since we are also working in the same nature
(workplace) as the uniformed personnel has, especially those UP who are working
administrative tasks. (If may ambush sa station/workplace… We cannot say “Oooops wag
nio po akong idamay sa pamamaril nio, NUP po ako”

2. When the Provincial Government declares suspension of work in all National Government
and Line Agencies due to typhoon, increment weather condition or suspension of
work/holiday on special occasions of the province.
a. Are NUP included in the suspension being under the PNP which is a National
Government agency?
b. Being a civilian employee of the PNP, are NUP also included in the
municipal/provincial holidays? e.g. Quirino Day
*** If the answer for A and B is affirmative. Do we need to issue a memo for the
suspension? If yes, who will issue a memo, is it the local NUPAI President or is it the Chief,
PPRMB? Or is it enough that we inform our superior about the matter and show them the
proof of the suspension?

3. NUP Items should be given specific job description.


Situation: There are stations wherein NUP has numerous assignments/functions.
They are functioning beyond their job description. The fact that this NUP personnel is
already burdened with lots of work, some uniformed personnel still give additional workload.

4. Appropriation of Bereavement Fund from the Monthly Dues.

5. Rice Allowance for NUP members, since we are also part of the PNP organization.

6. During seminars, trainings, and meetings when the Superior directed a certain NUP to
attend, can the NUP ask/demand for allowance especially so that said
seminar/trainings/meetings is not for personal purposes (station will benefit).

7. Step Increment be raised from 1% to 10% or higher since growth of NUP in terms of
promotion is rare.

8. Crime Registrar shall also be given seminars and trainings related to their work so as to
have wider horizon on criminal investigation matters or issues concerning crimes.

9. Some stations, issue station order/designation order to NUP to act in a certain report or
function that should only be designated to a Uniformed Personnel. Is this allowed?

10. When choosing for an Office Uniform, Selection Committee shall take into consideration also
the Price and Quality of the textile since most NUP do not have enough salary to afford the
pricey amount. Prices for the textile to be used must also be reasonable.

11. When a certain NUP wants to transfer agency for promotion, is it mandatory for them to
render a resignation to the PNP? Or just a mere Transfer…of agency?

12. The Higher the level where the NUP is assigned, the higher the Salary Grade.
*** PPO level should have higher SG with that of NUP at the Station level NUP =)
(same with the NUP at NHQ over RHQ and RHQ over PPO)
