DR. ELIZABETH M.

GACUSANA
SUC President I, NLPSC
San Nicolas, Candon City, Ilocos Sur

Dear Ma’am:

The Student Government (SG) is the highest student organization in the institution, and as the highest
student organization representing the students of our institution it is our responsibility to lobby their
concerns to the administration.

In line with this, RA 10931 or the Universal Access to Quality Tertiary Education Act strictly prohibits
the collection of any fees from the students including the thesis fee, which at the present is being collected
by some departments of our college or if not being collected, it is being voluntary given by the students
because it is already considered a norm in the college. The rate fee or honorariums for Research Advisers,
Critic, Statistician, Editor and Panel for oral examination of the undergraduate thesis are as follows:
1. Thesis/Research Adviser – 400.00-500.00 pesos
2. Critic – 300.00 – 500.00 pesos
3. Editor – 200.00-300.00 pesos
4. Statistician – 200.00 – 300.00 pesos
5. Panel – Chairman: 300.00-500.00, Members: 150.00-300.00 pesos

While we do understand and commend the efforts of our instructors on helping the students on
accomplishing/finishing their thesis, we think that we should look for alternatives for us to lessen the
financial burden of our students who will be doing their thesis for it is a requirement for them to finish
their degrees.

Anent to this, we would like to propose an alternative measure that will benefit the welfare of the students
and at the same the faculty/instructors of our college. The proposal of the Student Government is to give
service credits to the ACES (Adviser, Critic, Editor and Statistician) and Panel (Chairman and members)
instead of monetary honorarium from the students. The proposed service credit equivalents are as follows:
1. Adviser - .5 (per research advisee)
2. Critic - .3 (per research)
3. Editor - .3 (per research)
4. Statistician - .3 (per research)
5. Panel (Chairman - .2 per student , Member .1 per student)

We would also like to clarify that we are not suggesting to also remove the giving of food and token
during the oral examination or final defense. What we are asking only is the removal of thesis
fee/honorarium and that any voluntary monetary honorarium for thesis shall not be allowed as soon as the
said proposal will be implemented.

We are looking forward for the approval of the said request, and we are very much willing to participate
in a dialogue together with the faculty members for consultation of the said proposed alternative measure.

More power and God bless!

Respectfully yours,

MARK CARLO MERETE
