CHAPTER I

INTRODUCTION

The Background of the Study

In the Philippines, there are numerous forms of public transportation that normal

commuters can use on a daily basis. These range from small type vehicles to the larger types that

can accommodate a greater amount of people at a particular time. All around the country, these

modes of transportation are frequently seen along roads, and they serve as the primary form of

getting from one place to another.

The demand for mobility in different parts of the world is growing at a very rapid rate. The

growing transport demand is borne out of the necessity for people to meet social and economic

needs (AEI 2014). Arising from the increasing urbanization, population and industrial

development; the demand for public transport is becoming inevitably high particularly where many

household are constrained from owning private automobiles. However, the conventional public

transportation cannot meet the growing demand of the commuters resulting in the emergence of

informal public transport globally (McCornmick, Mitullah, Chitere, Oreo & Omneh 2018)

Aside from jeepneys, the second most popular means of transportation here in the Philippines are

the tricycles, based on the T.V. documentary of I JUANDER at the year of 2017 tricycle is the

most number one public vehicles in the whole country with the number of more than four million,

banning them is really impossible.


As of 2012, there were over 658,675 for-hire tricycles and motorcycles operating in the

Philippines, accounting for nearly 67.9% of the total for hire vehicle population. They outnumber

the combined total of for-hire cars, utility vehicles, buses, trucks, and trailers, according to figures

from the National Statistical Coordination Board.

Tricycle or sometimes called as “TRIKE” is a three-wheeled public utility vehicle

consisting of a motorcycle and an attached passenger’s side car this would help you to rich your

destination by saving your time and not hasting yourself, trike can be found everywhere in the

country except on major or main road, the year were the tricycle legalized in 1985 of October when

the President Ferdinand Marcos released the letter of instruction No. 1482, which recognized “that

the tricycle plays an important role, in the existing public transportation hierarchy in

municipalities, where it is, in most cases, the primary means of transportation”

The total number of registered tricycle in Angeles City is 36,600 and 450 TODA coming

from the city government of FEDTODA and PROT, based on their record the most committed

violation incident is overcharging and colorum where there’s a lot of people victimize this kind of

practices, this issue is very common when you are in the Philippines the main topic or problem

when it comes in the world of tricycle is overcharging, most people here in Angeles City they use

a tricycle as a mode of their transportation specially those students, employee, and foreign visitor,

one of our former instructor Mr. Batac explained his personal experience about travelling the trike,

he said by using this transportation can help the person to arrive on a specific destination in an

easy way and it will bring you to every desired place, not like the jeepney because jeepney have a

fixed route, and for him time play a very important role in our daily lives attending on time is one

characteristics of being professional, however that is not the end of the story once he exit the
tricycle the driver is overcharging him, the transportation fare doubled on what is necessary, then

suddenly he realized that driver took advantage him, but aside of him many people experiencing

this kind of activity

This research project is focusing on developing an ANDROID APP FARE METER WITH

TRAFFIC RE-ROUTING SCHEME to help the passenger and tricycle driver inform and practice

about the effectiveness of traffic regulation and rules listed on the City Ordinance #338, and

computing the specific charge amount listed on a standard fare matrix based on how many

succeeding kilometer that the passenger travelled, a trike ride cost consist of 25 pesos for the first

kilometer and 10.00 pesos for the succeeding kilometer, by using the android application TRICKX

it will lessen the incident of overpricing and arguing between the passenger and tricycle driver, to

meet the standard for the satisfied and comfortable public tricycle users, the coverage of this

project is only for the area of Angeles City.

Many complain receive that the drivers charge double or even triple the amount stipulated

in the fare matrix. Trike drivers on the other hand complain that the amount is not enough citing

that they could barely cope with the surging gas prices and trike repairs, the researcher use this

kind of problem to create a solution for their study by conducting a descriptive quantitative

research using a questionnaire and survey method, all gathered data will serve a concrete evidence

on their study.

This study assessed to answer the following question listed below.

Statement of the Problem


1. Less action and lack information coming from City Government about practicing the

rules and regulation under the City Ordinance # 338 series of 2013 and promoting or

conducting a seminar to those tricycle owner.

2. Tricycle Driver used a fake matrix to confuse and trick those unknowledgeable

passenger to take advantage for overpricing

3. Using a different strategy the Tricycle driver can manipulate the mind of their

passenger to lead them to the wrong route to double or tripled their charges

Objectives of the Study

The main objective of the study aim is to Develop an ANDROID APP FARE METER

WITH TRAFFIC RE-ROUTING SCHEME that serve as a guide to the commuters and tricycle

driver about the standardization and regulation of transpo flat rates of the public three wheeled

vehicles in the City of Angeles, to insure that the riding public are being charged accurately and

fairly.

1. To develop an application that can help the passenger to understand the rules and

regulation listed in the City ordinance #338 series of 2013.

2. To build an application that allow the user to read a new update faire matrix

3. To develop an android application that can measure the specific charges amount based

on the converted kilometer starting from the beginning point until too rich to the

destination point
Scope of the Study

This descriptive quantitative study only focuses on the resident of Angeles City that

experience’s the different cases of an ill-mannered attitude of an abusive tricycle driver, the

android application perform a computation of a charges amount based on the fare matrix given and

also understand the rules and regulation given in City ordinance, another module is to locate the

location of a passenger while he travelling on the tricycle and to know the exact destination point,

this study conducting an intensive research on the background and nature of the topic, limitation

of this is only for the commuters and tricycle driver lived in the area of Angeles City which became

the venue and subject of this research study.

Delimitations of the Study

The focus of the study is only for an Android App Fare Rate Meter with Traffic Re-routing

Scheme.

1. The application can’t trace if the trike driver are licensed and official registered on a

specific TODA.

2. Further improvement of application may include the scanning of body number of

tricycle.

3. The application supported only for android devices

4. The application doesn’t have a feature’s like booking a trike and pick up and drop off

method.

CONCEPTUAL FRAMEWORK

The researcher used a graphical presentation of their concept and idea on the basic structure or

components of their research to show direction and notation of the research activity using an I-PO

Diagram, the INPUT-PROCESS-OUTPUT model is an abstract way of describing the structure of

an algorithm that identifies receives input, processing task and produce output
Significance of the Study

To the Passenger. The user help to know the standard fare matrix for the tricycle and also

the effectiveness of the rules and regulation implemented in the City Ordinance 338.

To The Researchers. The development of this study may serve as a reference for the

researcher to develop a new study about android application and acquiring a new skills and

knowledge about android programming.

Definition of Terms

1. Tricycle –Tricycles, or simply tricycles, are an indigenous form of the auto

rickshaw and are a common means of public transportation in the Philippines.

These public utility vehicles either play a set route or are for-hire, like taxis.

2. Angeles City – a place where the study or research conducted during the gathering

of data and information.

3. Users – a subject used to test or run the android application and giving a feedback

to the final output of system.

4. Data base / Fire base – A container of an information used by the researcher to

store processed of collected information for their system.

5. Android Studio – A collection of programs apps and tools that developers used to

build an application and designing a user interface for Android devices.

6. Android Devices – Is an open source mobile operating system where the

developers can modify and customize the OS of a phone.


7. Google Map API – Google Map API – Is a Web-based service that provide

detailed information about geographical regions and sites around the world and

used by some developer to view and navigate through horizontal and vertical

panoramic street level images of various cities around the world.

8. Transport Regulation Unit (TRU) – A group of vehicle operator seeks to ensure

to meet the standard set for entry into the commercial vehicle to minimize the

environmental and road safety impact.

9. Data and Wi-Fi connection – A radio transmission technology that’s build upon

the standards to allow high-speed and secure communication between a wide

varieties of digital device.

10. Traffic regulation and Rules – A set of power and functions used to

implementing a policy concern due to the worsening traffic accidents involving

tricycles, acceleration of colorum, or illegal units.

11. FED TODA – A federation of tricycle unit responsible for promulgating,

administering, enforcing, and monitoring compliance of policies, laws, and

regulation under the City Government.

12. Public Transport Regulatory Office (PTRO) – A group of movement and action

securing the implementing of practices of rules and regulation listed in the City

ordinance 338 series of 2013.

13. City Ordinance 338 series of 2013 – A set of rules and traffic regulation under the

City of Angeles, used for implementing the consistency between the side of tricycle

driver and passenger.


14. Commuter/Passenger – Another medium used during the Interview and

Questionnaire phase to gather a data used for determining the exact problem of a

sampling And this are the Individual who use different Transportation mode to rich

possible or designated destination.


CHAPTER 2

METHODOLOGY

In this chapter research method help us to collect data and find solution to a problem and

we discuss the different processes and procedures when it comes in research method, methodology

of study, sampling technique, population and sample, area of study, instrument for data collection,

statistical treatment, validation of questionnaire, and method of data analysis.

Methodology is the systematic, theoretical analysis of the methods applied to a field of

study. It comprises the theoretical analysis of the body of methods and principles associated with

a branch of knowledge, typically it encompasses concepts such as paradigm, theoretical model,

phases and quantitative or qualitative techniques. (Irny and Rose, 2015).

Methodology refers to how the research was done and its logical sequence, the main focus of this

study was the different cases or violations when it comes on traffic rules and regulation under the

City Ordinance of Angeles to those tricycle driver involved in overcharging, colorum or

unregistered licensed, and misbehavioural conduct. And also the commuters of the tricycle who

experiences unfair treatment of the driver, therefore the research approach was descriptive

quantitative.

Research Design

Research can be defined in simple terms as any systematic study to inquire any aspect with

an in-depth investigation to gain new knowledge. It further denotes to answer a question or to find

out a solution to a problem with new techniques or procedures to be adopted with original thinking

process. Further it seeks to find explanation to unexplained concepts, to clarify the doubtful facts

and to correct misconceived facts. Kerala (2014).


In the words of Kerlinger (2016), research is a “systematic”, controlled and critical

investigation of hypothetical proposition about the presumed relation among natural phenomena.

This means a researcher need to adopt a good hypothesis to guide the researcher in a good

perspective without looming large on various aspect or to fall in dark.

The type of research design applied in this study is descriptive quantitative study where

the main focus is the environment of the respondent are present, the Android App Fare Meter

Matrix study promote a clear understanding in terms of arguing about the standard fare matrix

between the commuters and driver, to collect data by proving through what and why issues

considered as the base for developing a research design, examine and deals with the type of

research question, data analysis to be applied to the problem under investigation, descriptive

quantitative is concerned what is might be applied to question to investigate, the intention of this

research is to produce a statistical data.

According to Shona McCombes (2019), Descriptive research aims to accurately and

systematically describe a population, situation or phenomenon. It can answer what, when, where,

and how questions, but no why questions. A descriptive research design can use a wide variety of

quantitative and qualitative methods to investigate one or more variables. Unlike in experimental

research, the researcher does not control or manipulate any of the variables, but only observes and

measures them.

According to Adhibat (2018) “Descriptive research is a quantitative research method that

attempts to collect quantifiable information to be used for statistical analysis of the population

sample. It is a popular market research tool that allows to collect and describe the nature of the

demographic segment.
Using a cross-sectional research under the survey research the researcher collects

information from a sample drawn from a population, by collecting data at one point at a time.

Systems Development Methodology

The researchers will use an Agile Development Method for their System

Development Methodology. The Agile Method divides a task into small-length iterations that have

the same interval size and distance making the transition between iterations much smoother with

much higher pace, Agile is based on the “iterative enhancement”, each iteration in the Agile

represent a small scale and self-contained Software Development Life Cycle(SDLC) by itself, and

assume simplicity in all practices.

The approach emphasize the practices of Agile Manifesto where each member work

together by collaborating idea in an iterative process in order to produce a quality and fast releasing

of product and make the whole process more efficient.

1. Requirements – Project leader and developer discuss the possible requirements they

need to use that are quantifiable, relevant, and detailed before they start each sprint in

the developing cycle.

2. Plan – Each member in the group share their ideas, knowledge, and opinions, once an

idea is deemed viable, the project team comes together to identify features, prioritize

each features, and assign them to an iteration, to produce an efficient application.

3. Design – Designer of a group start to design the user interface where design is prepared

from the requirements identified, and the team considers what the product or solution

will look like, deciding on a test strategy or plan to proceed.

4. Develop – All quantifiable and detailed idea start to develop into a developing features

and scheduling iterations for deployment.

5. Release – Before the application release on the environment the group begin to test the

code against the requirements to make sure the product is actually solving all of the

error and bug code and meet the system needs. This phase includes system testing, and

acceptance testing.

6. Track and Monitor – Deliver the product to customers. Once customers start using

the product, they may run into new problems that the project team will need to address

in future iterations.
