AN ORDER CREATING INTER-AGENCY MONITORING TASK FORCE (IMTF)

IN THE MUNICIPALITY OF MACONACON, ISABELA

WHEREAS, the state, under the 1987 constitution, has the role of defending
children’s right to assistance, including proper care and nutrition, and special
protection from all forms of neglect, abuse, cruelty and exploitation, and other
conditions prejudicial to their development.

WHEREAS, pursuant to the Local Government Code of 1991, LFUs are mandated
to ensure the general welfare of their constituents and to provide basic social
services, among others, for the care of abandoned minors, children in conflict with
the law, victims of all forms of violence against children, persons with mental
health conditions, person with disabilities, and other needy and disadvantaged
persons, particularly infants, children and youth below eighteen (18) years of age;

WHEREAS, the DILG, DSWD, DepEd and DOH support the progressive realization
of the children’s right to survival, development, protection and participation
through the child friendly local governance audit (CFLGA), a mandatory audit
system implemented since 2014;

WHEREAS, JMC 2019-01 dated august 28, 2019 provides LGUs and other
concerned agencies, guidance in the conduct of the CFLGA and ensure their
commitment in the audit implementation;

WHEREAS, there is a need to create a IMTF to gather concerned local offices to

deliberate, discuss and clarify issues and concerns in relation to accomplishing the
CFLGA as well as to advocate for support and assistance for the promotions and
realization of children’s rights based on the result of the CFLGA;

NOW THEREFORE, I, _____________________, Municipal Mayor of

________________, Isabela, by virtue of the authority vested in me by law, do
hereby order the Creation of Inter-Agency Monitoring Task Force (IMTF);

Section 01. Composition. The IMTF shall be composed of the following:

The LCPC Secretariat shall provide the administrative and secretariat support to
the ITMF.

Section 02. Functions. The ITMF shall have the following task and responsibility:
 Provide an orientation to the LCPC on the CFLGA Data Capture Form and
corresponding data/documentary requirements.
 Accomplish the CFLGA DCF.
 Submit to the Provincial-IMTF the CFLGA DCF including supporting
documents signed by all the IMTF members and noted by the Local Chief
executive.

Section 03. Repealing Clause. All prior issuances inconsistent herewith shall be
deemed superseded by this order.

Section 04. Effectivity. This Executive Order shall take effect immediately.

Copies of this order shall be forwarded to all concerned for their reference and
guidance.
