CHAPTER 1

INTRODUCTION

The 2017-18 school year has started in many places across the country, and
federal data shows that every state is dealing with shortages of teachers in
key subject areas. Some are having trouble finding substitute teachers, too.
The annual nationwide listing of areas with teacher shortages, compiled by
the U.S. Education Department, shows many districts struggling to fill
positions in subjects such as math, the traditional sciences, foreign language
and special education, but also in reading and English language arts, history,
art, music, elementary education, middle school education, career and
technical education, health, and computer science. That is not an exhaustive
list. Teacher shortages are nothing new most states have reported some
since data started being kept more than 25 years ago but the problem has
grown more acute in recent years as the profession has been hit with low
morale over low pay, unfair evaluation methods, assaults on due-process
rights, high-stakes testing requirements, insufficient resources and other
issues. In this study, they propose to investigate or to make a survey that talks
about the effects of lacking of teachers towards the students between Junior
High Students and Senior High Students at Bankal National High-school.
They find interesting on this particular topic it’s because as a students we are
highly relatable on the topic. They are aiming to widely open not only to them
but also to the other students who are aiming to have a complete subject
teachers, and knowing what are those reasons why they have experience a
shortage teachers in school specifically to the Senior High students.

7
Theoretical Framework of the Study

The government requires teachers to produce volumes of paperwork

justifying their classroom planning and recording its results. Irrelevant

management theories of evidential accountability have played havoc with

teachers’ workloads. The resultant long hours of evening paperwork, coupled

with a restrictive national curriculum, testing of pupils on an industrial scale,

imposition of arbitrary floor standards for school achievement, gruelling

inspections that criticise rather than support school work, performance-related

pay where performance cannot be judged fairly, league tables that put schools

into competition rather than collaboration, and the bizarre uncertainties of

academisation, with local authorities replaced by cross-country academy

chains, all contribute to the disillusionment of classroom teachers, the fears of

head teachers that they may lose their jobs, and explain not only a shortage

of teachers but why it will get worse. Supply teaching used to be a viable and

popular option, both on a casual daily basis and for longer-term placements.

Forty years ago every local authority ran its own supply pool. Supply teaching

is dominated now by cost-cutting private supply agencies that pay up to £60 a

day less than the national rates, with nothing paid into the teachers’

pensionscheme.

8
CONCEPTUALFRAMEWORK

Research indicates that there are many negative impacts cause of

lacking of teachers towards the academic performance of the students

between Junior High students and the Senior High students in Bankal

National High school. Studies have been conducted assessing the negative

impact to the performance of the students. As an input, the researchers will

gather all the information about the bad effects of the particular topic among

the Senior High students and the Junior High students. To carry out the

students, the researchers conducted a survey among the population. As a

result, the researchers discovered the negative impact cause by lack of

subject teachers. In addition

9
Statement of the Problem

This study aims to determine the effects of lacking of Senior High Teachers

towards to the performance of the senior high students compared to the

performance of junior high students with complete teachers in Bankal National

High School, Bankal Lapu-Lapu City SY: 2018-2019.

Specifically, this study seeks to answer the following questions.

1. What is the profile of the respondents in terms of:

subject teachers unlike to the Junior High students who have a

complete subject teachers.

COMMUNITY. This study would provide insights to the community

specially the parents to strengthen their support in molding children to

succeed in school.

FUTURE RESEARCHER. Who will be working on other studies of

this nature can make this study as reference and guide them to have

more ideas about the certain topic, and what are those hindrances that

can affect the performance of the students

Scope and Delimitation

11
This research study is only limited in the Bankal National High School,

only having 3 to 4 sections in Senior High and Junior High for the study. It is

also limited for the time frame used by the researchers. This research is only

applied to those who have already experience of lacking of teachers

RESEARCH METHODOLOGY

The Flow of the Study

The researchers sought for the personal profile of the students as well

as being engaged in lacking of senior high teachers, the behaviour of students

and also their academic performance. The process includes collection of data,

evaluation of information that was gathered, simplifying and computation of

data and then create an analysis and interpretation of data. The outputs of the

study is to develop an awareness to all Senior high students in Bankal

Research Design

As this research purpose is to understand the Effects of Lacking of Teachers

Towards the Academic Performance of the Students between Junior High and

Senior High in Bankal National High School, the researcher have decided to use

qualitative research method to collect and analyze the data received. According

to the Qualitative Research Consultants Association (QRCA) website, qualitative

research is designed to reveal the respondent’s range of behavior and the

perceptions that drive it with reference to specific topics or issues. Thus by using

qualitative research method, the researcher wanted to find out the Effects of

Lacking of teachers towards the academic performance of the students between

junior high and senior high in bankal national high school. The reason why the

researcher not using quantitative research method is because this research is

not to find out how many but to know what, why and how the phenomena occur.

As the population sample for the whole population in Bankal National High

School a total of 93 students of Bankal National High School will be picked

randomly by the researcher to answer the questionnaire. The research

instrument that will be used by the researcher is survey paper or questionnaire

and also observation.

Environment/ Locale of the Study

The locale of this study was in the Bankal National High School. This is a

public school located in Bankal Lapu- Lapu City. The school was established on

the year 1971. The Basic Education is divided into two namely: Basic Education

and most of all the Senior High School Department, wherein the participants of

14
the study were taken. The school has five strands namely: Accountancy,

Business and Management (ABM), Humanities and Social Sciences (HUMSS),

General Academic Strand (GAS), Front Office Services ( FOS), and Computer

System Servicing (CSS).

Figure 3: Location Map of the Study

Respondents of the Study

The participants of the study were from the Junior High School and Senior

High School Department under grade Front Office Services (FOS) General

Academic Strand (GAS) The participants were selected through a simple random
15
sampling, where 20% of respondents were taken from the total population . Each

strand had an equal percentage of respondents by multiplying 25% to the total

number of respondents per strand which resulted to a 100% or 216 students in

all. There were a total 216 respondents who were surveyed, observed and given

written assessments. .

Research Instruments

In this study, the researchers made a survey that was used for assessing

the students’ academic performance. The survey determined the level of

academic performance of the respondents which played a crucial factor in the

analysis of data. The survey questionnaire was used as the data-gathering

instrument for this study. The questionnaire was divided into main sections: a

personal data sheet or the profile and the survey proper. The profile contains

socio demographic characteristics of the respondent's such as age, gender, and

the respondent's personal information about the certain topic. This survey type

choices are provided for every question or statement. The choices may contain

their personal opinion or idea about the certain topic

Data- gathering Procedures

The researcher ask a permission to the school principal of Bankal National High
School by presenting a letter of intent to conduct a study to the respondents.
Then the questionnaires were distributed to the respondents by the researchers.
The questionnaires were retrieved by the researcher with an

accomplished answers from the respondents. Rest assured that the respondent’s

17
responses were held with strictest confidence and were not used to other

purposes.

Statistical Treatment of Data

The retrieved questions were tallied to obtain the frequency of the

responses and present them in a table for easy understanding of the data.

Scoring Procedures
A rating code and a rating equivalent were adapted in order to have a
definite interpretation of the data.

REVIEW OF RELATED LITERATURE AND STUDIES

19
Dr. Bianito Dagatan, DepEd Cebu City Schools Superintendent, said for now

they are dealing with the lack of classrooms and teachers; the

construction of classrooms in some schools offering Senior High School are not

yet done, while 305 available positions for senior high school teachers also have

yet to be filled. Dagata said of 500 applicants, there were only few who are

qualified for being a senior high teacher, considering that the department set

different standards for the applicants. Dagatan cited standards like the applicant

must have working experience, and must be a degree holder. He admitted the

305 vacancies may not be filled by applicants in time for classes, in this case the

DepEd Central Office has allowed them to hire a contractual teacher for the sake

of completing the new set items. When asked why some teacher applicants were

not qualified, he said they lacked work experience.

The researcher was interested to find out various reasons for widening

gap and to find out possible solution. The main objectives of this study were to

study how do lacking of teachers affects the student’s performance. A review of

completed and ongoing research has been conducted to identify current

knowledge or methodologies that may be appropriate for predicting the effects of

lacking of teachers towards the academic performance of students between the

junior and senio high school. According to the research in the internet,

In Nigeria, the rate of unqualified teachers is very high; most of them acquire

their certificate through various means in most education institutions teachers

20
that are not trained to teach subjects such as science subjects are made to do so

thereby not giving the students the required training and knowledge about that

particular subject. This has really effected the learning of the students. Also, in

most cases, SSCE holders are made to teach in primary and secondary schools

and this reduced the standard of learning in such school. Most of this schools

that does not have, qualified teachers are those private schools that are

approved by the federal ministries of education.

21
Related Studies

Across the country, severe teacher shortages, especially in small towns and

urban areas, mean trouble for some schools districts. Teachers with emergency

or out-of-field credentials are commonplace in schools due to the national

teacher shortage. In some areas, many public school teachers have neither a

college major nor minor in their primary field due to growing student enrollments,

high turnover rates and teacher retirements, education and policy experts

estimate the teacher shortage will create a higher than average number of

openings for teachers in the nation’s elementary and secondary schools.

The U.S. Bureau of Labor Statistics predicts that over the next decade the nation

will need to hire nearly 1.9 million additional teachers. Because of the push to

find qualified teachers to overcome teacher shortages, some school districts are

offering unheard-of teacher perks and benefits to attract potential teachers.

Higher paychecks, signing bonuses, housing assistance, employer-paid moving

expenses, on-site childcare and continuing education courses are all offered

in different locations throughout the country. Some districts have made hiring

easier by streamlining the interviewing process and are even relaxing residency

rules to find more qualified teachers.

CHAPTER IV

SUMMARY, FINDINGS, CONCLUSION, AND RECOMMENDATIONS

SUMMARY

This study assessed the affects of lacking of senior high teachers towards

to the performance of the senior high students compared to the junior high

school students

The sub-problems of this study includes the profile of the respondents as

to the respondents as to their sex, age, grade level and strand. It also

includes their general average for the first garding period. The researchers

used the survey questionaire with relevant questions that gathered the

needed information to determine the general academic performance of the

students

Findings

The following are the findings of the study presented to the logical order of

the problems in chapter 1. The results were treated statistically.

Students Profile

28
The finding revealed that the profile of the respondent as to sex was

majority were female with 75% of the total number of respondents and 15%

were male. It showed that most of the respondents ages from 16-18 years

old with 58% of the total number of respondents were grade 10 and only

44% were grade 11.

Researchers found out that in managing your time in school, dominantly

the choose to be Self taught which has a total number of 85% followed by

10 % which is Getting handouts of other sections and 5% is for Joining

other section discussions

Researchers also observed that the respondents are strongly agree to have

a complete teachers to increase their learnings which has a total number of

respondents of 90% other are yet to agree which has a 8% and some are in

neutral 2%. It shows that most of students believed that adding some

teacher in a senior high school or a school rather can have a big

contribution of the learnings to the students

Conclusion

Therefore, It could be conducted that this study assessed by negative

results of having shortage a teachers to a institution. It is relevant in our

29
school especially to the senior high students who are suffering from it.

Possibly vacant classes will rapidly rise. Learnings are very vital to

students that's why theres a teacher who will teach and guide them but if

this cases happened theres a possibility that the students can gain poor

learnings. The only solution to a sufficient teacher in a school is recruiting

new teacher so that there were no vacant classes happening again

RECOMMENDATIONS

As a result of the in-depth study, the researchers recommended the

following:

1. Students – Must advance study or do something to cope up to their

discussions, If the students are eager to learn they will find ways to

increase their learnings and academic performance.

2. School Administration – They may do something like orientation so that

the students or class specifically can overcome the insufficient of teachers
