A. BACKGROUND

The Industrial Revolution 4.0 is a term used to describe the transition in

industrial field by combining automation and cyber technology. This trend has

changed lots of life aspects including economy, work field, even the lifestyle itself.

The Industrial Revolution 4.0 will bring a lot of benefits along with its own

consequences. The good thing is, industrial work will be more efficient and unified.

But it will also decrease human resources by replacing them with man-made objects

such as machinery and robots.

Prior to knowing the consequences that may occur; we need to improve our

study and skills so that we will be more competent in this era. With all the potential

we had, we need to be more proactive to get the most benefit from this great changes.

We hope that we, as Indonesians’ future generation, will be more competitive in this

technology transition era and keep on creating innovations so that we will not be left

behind.

Not only Indonesia, but also developed countries such as Japan, Germany,

even USA still considering the complexity and arguing about the consequences this

revolution may bring. These encourage different kind of sectors to contribute in

increasing our country’s prosperity, including health sector in the form of promotive

and preventive efforts. Authorities and other sectors have great responsibilities to

maintain children health quality. According to Supas in 2015, the number of

population aged 15 – 24 reach 45 million with the number keep on increasing every

year. The condition of children nowadays is the representation of our future.

 The presence of facts and condition summarized above is the reason for us,

Badan Otonom English and Study Club FKM Universitas Sriwijaya, to hold Public

Health National Competition 2019. We hope that through this activity, college

students in Indonesia will be able to speak out their best ideas and innovations in hope

for increasing Indonesia’s health quality in The Industrial Revolution 4.0.

E. THE PURPOSE
1. To Introduce Public Health Faculty of Sriwijaya University.
2. To Improve varsity student skills through english competition
3. To Improve varsity students skills in speaking english
4. To prepare Indonesia’s varsity student to be ready in facing challenges in this
globalization era.
5. To make Indonesia’s varsity student to be moralistic, smart, active, and
competitive in this globalization era.

 Object of this competition is all varsity student in Indonesia.

 RULES OF SPEECH COMPETITION
PUBLIC HEALTH NATIONAL COMPETITION
PUBLIC HEALTH FACULTY
I. GENERAL RULES
1. Participants of Speech competition are based of Varsity students in all
Indonesia.
2. The participants must be registered before July 31th 2019.
3. All participants are highly suggested to come 30 minutes before the opening
ceremony and must re-register at the place that has been provided before the
competition starts.
4. All participants should wear dress formally: there are no jeans, sandals,
slippery, short pants, and t-shirt.

5. All participants must attend the technical meeting. Participants who do not
attend the technical meeting won’t be guaranteed to get further information
from the committee outside the sessions and considered agreed to all the rules.

6. The participants must take their number of order of appearance for the
preliminary round in the re-register table or before enter the room.

7. During the whole rounds, the participants are not allowed to enter or get out of
the room without any permission from the committee.

8. The participants will be disqualified if he / she does not appear after being
called three times in the quarantine room.

9. No dictionary and mobile phone are allowed in the quarantine room.

10. The competition will take place in UNSRI.

11. During the performance of each contestant, the audiences are not allowed to
get out of the room or make a noise because it could disturb concentration and
focus of the competition.

12. Please switch off your gadget that may produce disturbing sounds during the
competition.

13. The judges’ decision is final.

 14. Participants should keep the venue clean.

15. Additional rules and regulations that are not mentioned yet might be added by
the committee and will be discussed during the technical meeting.

II. RULES DURING THE COMPETITION

1. The Preliminary Round (Prepared Speech)

a. Participants will make their original speech with the theme:

Prepare Indonesian Future Leader to be Global Minded Through English
Competition.

b. The participants should prepare their own speeches. Content of speech should
be original, but citation of the data or research is allowed and should not be the
major content.

c. No slide, video, or overhead project is allowed.

d. The participants may not bring and read the text.

e. For the preliminary round, participants should prepare 3 hardcopies of their

speech and submit them in the technical meeting or at least 2 hours before the
competition start.

f. Performing time for this round is 7 minutes to deliver the speech.

g. Timing will start when the participant is uttering the first word on the stage.
h. Time keeper will give sign (Colour paper) on the certain minutes

 A green paper will be displayed at the first minute.

 A yellow Paper will be displayed at the third minute.

 A red paper will be displayed at the fifth minute and remains until 20
seconds.
i. The participant who has performed is allowed to watch the other participants
on the stage.

2. Semi Final (Impromptu: Humorous Speech )

a. The participants will make their original speech.

b. The theme of this round is given by the committee.

 c. Required to bring a speech that consist of an opening, body, and closing.

d. The participants will be given 20 minutes for preparing their performances.

e. Participants have 5 minutes to deliver the speech.

f. Content of speech should be original, but citation for data or research is

allowed and should not be the major content.

g. No dictionary and mobile phone are allowed in the quarantine room.

h. The participants should not bring the text and note papers

i. Time keeper will give sign (color paper) on the certain minutes

 A green paper will be displayed at the first minute.

 A yellow paper will be displayed at the third minute.

 A red paper will be displayed at the fifth minute and remains until 20
seconds.
j. Timing will start when the participant is uttering the first word on the stage.
k. The participant who has performed is allowed to watch the other participants
on the stage.

3. Final Round
a. Bring the speech that is able to inspire the audience

b. Participants will get 5 minutes for preparing the speech

c. Participants may deliver their speeches for 3 to 5 minutes. Participant who

speaks less than 3 minutes or more than 5 will get deduction point.

d. No note papers allowed.

e. There will be a question from adjudicator after participants deliver the speech.

f. Time keeper will give sign (colour paper) on the certain minutes

 A green paper will be displayed at the first minute.

 A yellow paper will be displayed at the third minute.

  A red paper will be displayed at the fifth minute and remains until 20
seconds.

IV. REGISTRATION AND PAYMENT

1. Participants must pay Rp. 25.000,00

4. Participants must register before 31thJuly 2019
5. Partcipants who has filled registration formulir completely can be considered
as speech contest finalis 2019.

V. COMPETITION PROCESS
1. Participants must register and upload proof of payment.
2. Participants must send a video maximun duration 1.30 related to the theme to
the committee through contact person to know the ability to speak english of
participants before 5th August 2019.
3. Adjudicators will select 16 best participants to join speech contest in Public
Health Faculty of Sriwijaya University.
4. 16 Finalis will be announced in 16 August 2019 through instagram
@phncfkmunsri.
5. All finalis will come to Sriwijaya University on 13th-15th September 2019
6. There will be three winners. Each winners will be awarded:
a. 1st Winner : Medal + Money + Sertificate
b. 2nd Winner : Medal + Money + Sertificate
c. 3rd Winner : Medal + Money + Sertificate
1. All participants will get sertificate and e-sertificate.
