Project  Status  Report  for  Month  Ending  July  2019      

Project  name:   Abuyog  WD  5  MLD  Bulk  Water  Supply  and  Expansion  Project  
Client:   Watermight  Ventures  Incorporated  (WVI)  
Contractor:   Aquaterra  Konstrukt  Inc.  (AKI)  
Sub-­Contractors:    Naturelink  Industries  Corporation  (NIC)  for  Component  “A”  
  Water  Point  Construction  Services  and  Supply  (WPC)  for  
Component  “B”  
I.    Project  Description  
The  project  involves  the  design  and  construction  of  a  5  MLD  bulk  water  supply  system  
for  the  Abuyog  Water  District,  consisting  of  the  following  components:    
Component  “A’:    Water  treatment  plant  (WTP)  with  a  capacity  of  5  million  liters/day  (  
5MLD),  inclusive  of  all  its  accessories,  a  diversion  weir,  intake  structure,  supply  of  raw  
water   and   dosing   pumps,   piping,   laboratory   and   admin   building,   power   house,  
chlorination   pumps   and   treated   water   pumps,   steel   tank   as   reservoir   with   a   total  
capacity  of  500  cubic  meters  (cu.m.),  supply  of  standby  generator  rated  at  250  KVA,  
guard  house,  site  development,  perimeter  fencing  with  gate  and  other  items  in  Brgy.  
Balinsasayao,  Abuyog,  Leyte.  
Component   “B”;;   Transmission   facilities   capable   of   transmitting   5   MLD   of   treated  
water  from  a  500  cu.m.  ground  tank  located  in  Bgy.  Balinsasayao  down  to  a  defined  
service  area  of  the  Abuyog  Water  District  (AWD)  via  a  series  of  pumps,  transmission  
and  distribution  lines  and  ancillaries,  and  passing  through  the  existing  ground  tank  in  
Abuyog,  Leyte.  As  agreed  upon  during  the  2nd  Coordination  Meeting  held  in  AWD  on  
21   August   2018,   the   WD’s   desired   minimum   acceptable   water   pressure   is   7  
pounds/square  inch  (PSI)  to  10  PSI.        
The   project   is   being   implemented   under   two   separate   contracts,   both   between   WVI  
and  AKI.

III.  Project  Status  and  Progress  
 
A.  Component  “A”  (Intake  and  Water  Treatment  Plant)      
-­      Administration/Laboratory  Building:    Civil,  structural  and  architectural  works  
are  100%  complete.  
 
-­       Filtration   House:   Civil,   structural   and   architectural   works   for   the   Filtration  
Building  are  100%  complete.  Multi-­media  filter  steel  tanks  have  arrived  on  site.  
 
-­         Pump   House   construction   is   in   progress.     Facia   board   is   ready   for  
installation.    
   
-­        Weir  and  Raw  Water  Conveyance:    Construction  of  the  river  weir  is  50%  
complete.    Following  the  resolution  of  the  site  ownership  issues,  work  resumed  
on  the  raw  water  conveyance  and  is  now  substantially  complete.  
 
-­       Treated   Water   Reservoir:     Construction   of   the   concrete   foundation   is  
complete.  Steel  plates  for  the  treated  water  reservoir  are  on  site  but  welding  
works   for   the   fabrication   of   the   steel   reservoir   cannot   proceed   pending  
availability   of   electrical   power   supply.     Payment   for   temporary   power   supply  
from   DORELCO   has   been   made   but   the   electric   utility   is   still   waiting   for   the  
delivery  of  cables  and  materials  from  its  supplier.  
 
-­     Sludge   Lagoon/Intake   Structure:     Concrete/masonry   works   for   the   sludge  
lagoon/intake  structure  are  100%  complete.    
 
-­          Transformer,  PVC  pipes  and  fitting,  valves,  actuators  and  flow  meter  have  
been  purchased.    The  generator  set  has  been  ordered  and  will  be  delivered  
when  downpayment  is  made.    
 
-­          Total  accomplishment  increased  from  42.170%  to  68.082%  as  of  31  July  
2019.    Details  are  shown  in  Attachment  A,  “Component  A  Status  Report”.

B.  Component  “B”  (Transmission  Pipelines)  
  -­    Trenching,  backfilling  and  compaction  for  the  installation  of  HDPE  pipes  
continued  for  those  areas  not  affected  by  Right-­of-­Way  (ROW)  issues.    For  
July  2019,  a  total  of  2,210  meters  of  pipes  were  installed  as  shown  below.

-­      Twenty  four  (24)  sets  of  reinforcing  bars  for  concrete  posts  of  river  crossing  
were  fabricated.    Installation  of  Bunga  Bridge  crossing  has  started.    
 
-­       For   those   areas   where   pipelaying   activities   will   affect   existing   road  
conditions,  a  Memorandum  of  Agreement  (MOA)  between  the  Department  of  
Public   Works   and   Highways   (DPWH)   and   Abuyog   Water   District   (AWD)   is  
required   before   the   former   will   issue   the   necessary   excavation   permit.     The  
draft   MOA   is   now   being   reviewed   by   the   DPWH   District   Engineer’s   Office.    
More   time,   effort   and   resources   are   required   to   complete   work,   especially  
where  concrete  roads  have  to  be  cut  and  restored  back  to  DPWH-­approved  
conditions.      
 
-­      Total  accomplishment  increased  from  38.615%  to  46.546%  at  the  end  of  
July  2019.      Details  are  shown  in  Attachment  B,  “Component  B  Status  Report”.

IV.  Action  Items

 
  Description   Status  
1   Resolve  time   AKI  wrote  WVI  last  24  April  2019  requesting  for  time  extension  given  
extension  issue   inclement  weather  conditions,  delayed  pipe  procurement,  and  ROW  
problems  that  delayed  project  implementation.    There  has  been  no  
response  to  date.    Based  on  WVI’s  response,  the  Gantt  Charts  will  be  
revised  and  submitted  accordingly.  
2   Submit  electronically   The  revised  design  drawings  for  component  A  were  submitted  earlier  and  
scanned  copy  of  the   approved  verbally  by  Engr.  Dimatulac  of  WVI.  We  resumed  construction  of  
approved  design  for   the  water  treatment  facilities  based  on  said  verbal  approval.  However,  
components  A  &  B.   may  we  reiterate  our  request  for  an  approved  copy  of  the  design  plans  
and  drawings  of  component  A  so  we  can  have  it  scanned  and  submitted  to  
WVI.    The  approved  design  plans  and  drawings  for  component  B  have  
been  scanned  and  submitted  to  WVI.  
 
3   Obtain  Building  Permit    The  Abuyog  Municipal  Engineer’s  office  requested  submission  of  a  copy  
  of  the  DPWH  permit  together  with  the  WVI/AWD-­approved  design  
drawings  for  components  A  and  B  as  a  requisite  for  the  issuance  of  the  
building  permit.  Need  to  follow-­up  the  signing  of  the  MOA  between  AWD  
and  DPWH  District  office  which  is  in  turn  is  holding  up  the  issuance  of  a  
DPWH  Permit.  
 
4   Obtain  DPWH  Permit   The  proposed  MOA  between  AWD  and  DPWH  has  been  drafted  by  the  
  Legal  office  of  the  DPWH  Regional  office  and  has  been  forwarded  to  the  
DPWH  District  Office  for  incorporating  the  particulars  and  details.    The  
MOA  is  a  prerequisite  for  the  issuance  of  DPWH  Permit.    
 
5   Implement  catch-­up   ROW  concerns  severely  hampered  progress  in  coping  with  the  catch-­up  
plan   plan.    Resolution  of  ROW  concerns  for  Component  A  have  allowed  a  
spike  in  work  progress.    The  more  contentious  ROW  concerns  in  
component  B  have  limited  the  work  only  to  the  unpaved  road  segments  of  
the  pipe  route  which  is  nearly  exhausted.  There  is  a  need  for  constant  
follow-­up  with  DPWH  by  project  proponents  to  speed  up  the  finalization  of  
the  MOA  that  will  pave  the  way  for  the  issuance  of  DPWH  Excavation  
Permit.    
 
6   Resolve  Right-­of-­Way   Following  resolution  of  the  site  ownership  issue  and  WVI’s  approval  of  the  
(ROW)  issues  on:   revised  design,  construction  of  the  raw  water  conveyance  is  now  
     A:    Weir  and  raw   complete.  Construction  of  the  weir  is  on-­going.  The  ROW  issues  with  
water  conveyance   DPWH  for  pipe  routes  along  the  National  Roads  are  more  contentious  and  
location   will  take  more  time  and  resources.    Funding  for  cutting  and  breaking  of  
     B:    Pipe  alignment   concrete  and  road  restoration  works  will  have  to  be  allocated.    Also,  
payments  for  previous  pipe  laying  works  along  approved  re-­aligned  routes  
will  have  to  be  resolved.  
 
7   Progress  Billing  No.  1   Progress  Billing  No.  1  for  Component  “B”  which  was  submitted  to  WVI  on  
for  Component  “B”   17  June  2019  remains  unpaid.    Partial  payment  was  made  on  the  balance  
and  Balance  of   of  the  Advance  Payment  for  Component  “A”  but  remaining  balance  has  
Advance  Payment  for   yet  to  be  paid.    Release  of  funds  is  critical  to  ensure  continuity  of  work  and  
Component  “A”     to  complete  the  purchase  of  ordered  equipment  especially  in  the  case  of
