BY-LAWS OF THE

PREAMBLE

We the Adventist youth of SCAYO 1 and an active Seventh-day Adventist member –


Mindanao in order to enhance our roles in the progress and development of human society
through saving lives and spiritual evangelism, an active commitment to the Adventist youth
organization and to AYEMT organization, by the help of God realize our need to be strong in
faith, to help mankind through saving lives, to prepare youth for the coming of God, do unite
ourselves into an organization that shall embody the ideals, principles, standards of the Bible
and to the protocol of emergency medical response, hereby ordain and promulgate this
Constitution and By-laws.

ARTICLE I
NAME, NATURE AND DOMICILE

Section 1. The Organization shall be known as an Adventist youth emergency medical team
(AYEMT).
Section 2. This is a sectarian or religious youth organization, voluntarism, development, not-
stock and non-profit.
Section 3. The office or base of the AYEMT shall be at Forest Hills Academy Bayugan City,
Agusan del Sur.

ARTICLE II
DECLARATION OF PRINCIPLES, GOALS AND OBJECTIVES

Section 1. PRINCIPLES
This Organization shall be representative in form and in principles. It shall adhere
strictly to the ideals, teaching, protocols of emergency medical response and standards of
Seventh-Day Adventist Church in the conduct of all its undertakings.
Section 2. GOALS
The goal of this Organization is to uphold and to spread the gospel through saving lives
with harmonious development of physical, social, spiritual and mental field among Seventh-
Day Adventist youth and to the society.

Section 3. OBJECTIVES
This Organization shall have the aims to:
a) To foster a spirit of mutual concern among the members for their spiritual and moral
well-being;
b) To provide and sustain life voluntarily to every patient / person that needs assistance
or help medically;
c) To encourage active involvement in the church, school, and community endeavors
that are in harmony with the teaching of the Bible and of the Church Manual;
d) To encourage members of AYEMT not to join and participate in the Organization not
in harmony with the church’s standards and principle;
e) To promote and initiate evangelism through saving lives to the non-Adventist
members;
f) To initiate, plan, and implement programs / trainings intended to develop emergency
medical skills, uplift spiritual, moral, mental, social, and physical development of the
members as well non-members of the Organization; and
g) To develop among the members the spirit of patriotism, uphold the rights of men,
protecting the interest of our nation, preserving its ideals and achieving its
development goals and objectives.

ARTICLE III

QUALIFICATION, MEMBERSHIP AND DUES

Section 1. Qualification
a) Must be Seventh-Day Adventist baptized who are loyal church members, active and
in good standing students, committed and dedicated to serve God and to save lives;
b) Must be initially trained with Standard First-aid and Basic Life Support training with
certificate of completion and a duly completed the registration form of AYEMT.
c) Must not be a member of any Organization that is not in harmony with the standards
and principle of SDA church and AYEMT. However, those who had been members
of fraternities or sororities prior to their application to the AYEMT can still aspire for
AYEMT membership, provided they will show their desire to be inactive in the
fraternities or sororities the belong;
d) Must not have any administrative case pending in the court;
e) Must have no vices such as; drinking alcoholic drinks, smoking, bullying, gambling,
using profane languages, troublemakers and conflict starters;
f) Must have full knowledge of the goals, objectives, protocols of emergency medical
response and its corresponding skills.
Section 2. A weekly due of Php 5.00 shall be collected from the members.

ARTICLE IV

RIGHTS AND PRIVILAGES OF THE MEMBERS


Section 1. Every members of the AYEMT shall have the following rights and privileges:
a) To freely participate and attend in all monthly meetings;
b) To be fully informed of all the affairs / operations of the Organization;
c) To freely participate in all possible deployments base on the skills need;
d) To defend the approved proposals included in the agenda during each meeting.
Section 2. All members of the AYEMT organization shall enjoy the rights and privileges that
the organization may grant from time to time.

ARTICLE V
DUTIES AND RESPONSIBILITIES OF THE MEMBERS

Section 1. Every member of the AYEMT organization shall have the following duties and
responsibilities:
a) To uphold and obey the AYEMT constitution and by-laws;
b) To abide by the policies, decisions and regulations which may from time to time be
promulgated;
c) To participate in all programs / training / deployments, projects and actions adopted
by the AYEMT; and
d) To pay the weekly dues faithfully.

ARTICLE VI
OFFICERS, MEMBERS

Section 1. The actual management of the organization shall be vested in both regular officers
and low rank officers, who shall execute policies in relation to planning, organizing,
staffing, directing, evaluating and controlling the general operations of the
organization as approved by simple majority vote of the member of the organization.

Section 2. The regular officers of the organization shall be composed and namely: Head
Chief, Vice-Chief (staff sergeant), (at least 4) Sergeants, (at least 2) Documentary
officer, (at least 2) Treasurer, (at least 2) Public Information Officers.

Section 3. The officers shall serve the AYEMT organization until the student / youth will
graduate or will not be physically present with no prohibition or re-election or until
such time when their successors shall have been elected and oath.

Section 4. In case of vacancy in any position, the remaining present officers shall elect a

member to be designated on the vacant position for 2 months under observation. If
the designated person will remain clean and has good moral character, the person
elected will become a regular officer.

Section 5. An officer shall be removed from the office by simple majority vote of the regular
officer’s present in the meeting. The grounds for such actions are:
a) Violation of the AYEMT organization constitution and by-laws;
b) Dishonesty;
c) Neglect of duties and responsibilities;
d) Serious misconduct in the performance of official duties; and
e) Commission of destructive act(s).
However, an Officer will only be removed from his position after substantial procedure, due
processes have been done.

ARTICLE VII
DUTIES AND RESPONSIBILITIES OF OFFICERS

Section 1. The Head chief


a) Shall be the presiding officer of the organization;
b) Shall do the general supervision and have control over the affairs of the organization;
c) Shall execute approved policies and sees to it that the objectives and purpose of the
organization are faithfully carried out and its affairs properly conducted;
d) Shall authenticate whenever necessary, all acts and proceeding of the organization;
e) Shall perform other functions incidental to his office as may be assigned to him/her by
the meeting.
f) Shall appoint the chairperson of all committees necessary to be created in every
activity to be done, except the standing committees upon the majority vote of the
members.
Section 2. The Vice – Chief
a) Shall perform the function of the Head Chief incase of the latter’s incapacity, inability
or severance from office;
b) Shall perform such other functions as may be assigned to him/her the Head Chief for
and by the general meeting.
Section 3. The Sergeants
a) Shall serve as the deputy supervisors of the Vice-chief incase the Vice-chief is not
present;
b) Shall execute the policies and by-laws of AYEMT towards the members (cadets);
c) Shall observe, monitor and initiate proper and correct protocols in emergency
response and patient treatment procedures.
Section 4. The Documentary Officers

a) Shall prepare and keep full and accurate minutes of the meetings;
b) Shall be the keeper of photos, patient’s records coming from each team’s
documentary officers;
c) Shall assigned parts and participants if task to a specific program.
Section 5. The Treasurers
a) Shall be the custodian of all properties, funds and accounts of the organization;
b) Shall maintain detailed books of accounts of weekly dues and expenditures;
Section 6. The Public Information Officers
a) Shall make plans and programs to project the image and policies of the organization
to the public in general;
b) Shall promote good public relationships for the organization;
c) Shall perform such other functions as may be assigned to him/her by the Head chief
or Vice-chief.

ARTICLE IX
ADVISER

Section 1. The organization shall choose an adviser at least (2). Must be a Seventh-day
Adventist member.
Section 2. The adviser shall primarily assist the officers of the organization in planning,
programming and foreshadowing of policies. He/she have also the right to
participate in the deliberating but no voting power.

Section 3. The adviser shall see to it that the activity of the officers and members of the
AYEMT organization do not violate the Constitution and By-laws.

ARTICLE X
MEETINGS

Section 1. The regular meeting of the AYEMT shall be every second Saturday of the month.
Section 2. Special and Emergency meetings may also be held upon call by the Head chief or
Vice-chief.
Section 3. Notice should be made at least 2 days before the meeting.

ARTICLE XI
QUORUM
Section 1. In the regular or Special meetings of the organization, the attendance of one third
of all members who were notified shall constitute a quorum.

ARTICLE XII
ELECTION OF OFFICERS

Section 1. A committee on Election, composed of three members shall be appointed by the


outgoing Vice-chief and at least two weeks before the schedule.
Section 2. Canvassing of election returns shall be under the auspice and supervision presence
during the election period.
Section 3. No candidates shall be nominated and voted upon without his/her physical
presence during the election.

ARTICLE XIII
AMENDMENTS

Section 1. Any amendment or revision of this Constitution and By-laws shall be proposed by
any member and discussed in the general meeting.
Section 2. Two-third votes of the general member shall be necessary to approve and certify
the proposed amendment and revision.

ARTICLE XV
EFFECTIVITY

Section 1. This Constitution and By-laws shall take effect upon its approval and ratification.
