PROGRAMS

1. TECHNICAL ASSISTANCE PROGRAM (SIVUNIRMUT)


a) Drinkable Water
- Day-to-day assistance given by phone to operators (troubleshooting, repairs, adjustments of
systems, purchase of parts, follow-up on samplings/tests, etc.);
- Interventions made in collaboration with operators and communities regarding issues with the
water infrastructure;
- Salluit and Kangirsuk Issues;
- Consultants completed various issues such as re-establishing communications between
pump houses and the water plants, maintenance and troubleshooting on controls,
maintenance on recirculation pumps, etc.;
- Communities visited for on-the-job training and maintenance assistance by water plant
maintenance instructors;

2019 objectives for Colilert testing
- Regional average of 85%: currently at 84%
- 9 of 14 operators over 75%,
- Tasiujaq, Aupaluk, Ivujivik, Akulivik and Inukjuak are currently below this;
- More work needed to improve performance of testing;
Good results so far for the Bacteriological Analysis (Colilert tests)
Other tests require improvements (Quanti-Cult, hospital sampling, THM-NO2-NO3, PT evaluations,
etc.)
b) Rolling Stock – vehicles and heavy equipment
- 9 NVs visited, assisting on repairs and follow up on overhaul projects of NV equipment;
- Mechanic Instructors:
- Vacant position filled and first run of 3 rd mechanic underway;
- 3 mechanics now on rotation in Nunavik;
- Follow up with multiple NVs for the delivery of vehicles and equipment purchased after a Call
for tenders process prepared in collaboration with KRG Legal and Procurement;

c) Sports and Recreation Infrastructure – arenas, community centers, swimming pools.


Arena ECO-ICE systems:
- Inspection tour was delayed to the fall;
- Schedule and scope of work will be determined from assessment and shared with the NVs
accordingly;
- Working with Hydro Quebec and professionals to address some systems that have high
energy consumption start-ups, corrections and adjustments to be made;

Tasiujaq (Arena)
- Visit by professionals made in the summer to assess issues both structural and
architectural;
- Details from report to be discussed to outline work required;

Quaqtaq (Arena and swimming poll)


- Same professionals visited Tasiujaq to prepare report of visit made;
- Assessment and recommendations will be used to prepare call for tenders;

Kangirsuk (Arena demolition)


- In collaboration with KRG Legal, a call for tender to demolish the remaining structure and
to prepare materials for proper waste management and for shipping south was launched;
- Continued assistance with the insurance claim and planning of eventual new construction;

d) Genset (Generators) for Water plants and pumping stations


- Maintenance/repairs tour on-going;
- Consultant report expected in October and will outline work required;

2. ISURRUUTIIT PROGRAM 4 (2016-2021)

Component 1 – Infrastructure
1.1 Drinking Water – Water Plants
- Kuujjuaq: (new)
- The construction phase is almost complete, only a few minor works remain and the
commissioning remains scheduled for October;
- A 28-day trial period for full operation of the treatment systems is underway. This test
period must take place without major fault otherwise the countdown is reset;
- Training of the water plant operators will occur at the end of the trial period. Then the
disinfection and the testing of the water quality produced will complete the substantial
completion;
- Aupaluk, Quaqtaq, Ivujivik, Akulivik, Puvirnituq, and Inukjuak: (water storage tank repairs)
- Work required from the assessment is planned for 2019 and 2020;
- Call for tenders launched for Akulivik and Puvirnituq tank refits;
- Kangiqsualujjuaq, Tasiujaq, Kangirsuk, Kangiqsujuaq, Salluit, Umiujaq and Kuujjuaraapik:
- 2nd phase to inspect the reservoir conditions now completed;
- Work required from the assessment planned for 2020 and 2021;
- Akulivik and Umiujaq:

- Tender for plans and specifications being prepared by consultant for UV lights disinfection
system upgrades;

1.2 Waste Water Systems


- Aupaluk:
- New tender to be launched for the sludge removal and to include other communities;
- Kangirsujuaq:
- Construction work on-going;
- Puvirnituq (construction) , Akulivik (repairs) , Umiujaq (repairs) ;
- Planning for work to continue next year;
- Kangiqsualujjuaq, Kuujjuaq, Tasiujaq:
- Sludge measurement of lagoons coordinated for August and September 2019;
- Results will be added to the tender for sludge removal of Aupaluk in 2020;
- Contract awarded for the sampling of all lagoons with regards to the influent and effluent
characteristics is scheduled in September 2019. Each lagoon shall be sampled and tested for
the effectiveness of its’ waste water treatment process;

1.3. Solid Waste Dump sites


- Kangirsuk:
- Construction of new landfill close to completion;
- Next steps: environmental monitoring program, final reports to the Ministry (MELCC),
as built plans and preparation of a rehabilitation plan;
- Important to keep using existing landfill until process is complete;
- Salluit: (existing)
- Berm construction is on-going and will soon allow for fencing to continue;
- Kuujjuaraapik – new site:
- Social and environmental impact assessment study submitted to the COMEX (Cree
nation version of KEQC) for review – on-going;
- Negotiations on-going for a cost sharing agreement with Cree Nation Government for
construction of new site, roads, and existing site closure;
- Collaboration with Renewable Resources Department on a feasibility study for metal
recovery, eco-centers and municipal composting facilities;
- Site visits in Kangirsuk, Salluit, Akulivik, Inukjuak and Kuujjuaraapik to come;

1.4 Roads
- Kangiqsualujjuaq:
- Final grade to be installed for the 2017 housing development road;
- Constructing the foundation base of the 2019 new housing development road;
- Quaqtaq:
- Construction on-going for 2019 housing development road;
- Salluit:
- Final section of guardrails on By-pass road to be installed by mid-September;
- Coordination for the new housing areas on-going;
- Assisting the NV with remediation of existing lots for new housing;
- Akulivik:
- Second access road to new housing development completed;
- Working to place final grade this season;
- Inukjuak:
- Constructing access road and street for 2019 housing development area;
- Umiujaq:
- Construction on-going for the new housing development road;
- Kuujjuaraapik:
- Coordination for the production of the materials to construct the 2019 new housing
development road;
- Assessment (preliminary) of marina road to new solid waste site;

Component 2 – Buildings and other fixed structures
- Municipal Offices:
- Kangirsujuaq:
- Working to correct deficiencies with contractor and professionals.
- Municipal Garages:
- Puvirnituq:
- Project delayed due to level of contaminated soil present and will now be completed by
September 2020;
- Aupaluk:
- Renovation of both the mechanic and truck storage garages to be completed by the
end of December 2019;
- Tasiujaq:
- Additional funds were approved by the council in May and a contract was awarded.
- Construction planned in two phases:
- Work at the existing garage will have the heating system, garage doors, and
replacement of existing fuel tank completed by December 2019;
- Construction of storage garage will begin when weather permits in 2020 and shall
be completed by the end of summer;
- Kangiqsualujjuaq:
- A second call for tenders was launched in August and was again over budget. Additional
funds are required;

Component 3 – Rolling Stock – vehicles and heavy equipment


- All service trucks and heavy machinery have been purchased and will have been delivered
by the last ship;
- 3 compactors delivered on first ship: Kangiqsualujjuaq, Kangirsuk, Puvirnituq;
- 1 loader delivered on first ship : Kangirsujuaq;
- 2 graders to be delivered on last ship: Kangirsuk, Puvirnituq;
- 1 water truck to be delivered on last ship: Akulivik;
- 3 sewage trucks to be delivered on last ship: Aupaluk, Akulivik, Umiujaq (accident
replacement);
- 1 gravel dump truck to be delivered on last ship: Inukjuak;
3. PAVING PROGRAM
- Data updated with current needs for the communities after visits of project manager;
- Engineering firm to be hired for validation of needs, drafting of final documents and cost
evaluations to be presented as a renewal of program to MTQ;

4. PIVALLIUTIIT 3 (Secrétariat aux affaires autochtones, aboriginal affairs, SAA)


- Kangiqsualujjuaq: Community Workshop (new)
- Plans and specifications still to be designed by consultants;
- Kangirsujuaq: Community center (renovation)
- Full reassessment coordinated with engineer firm to prepare scope of work required;
- Tasiujaq: Intergenerational center (new)
- Unfortunate delay in transfer of building;
- Schedule for deficiencies corrections being finalized with contractor and professionals;
- Ivujivik: Community Center (renovation)
- Renovation progressing well and to be completed by mid-December;

5. PIVALLIUTIIT 4 (Secrétariat aux affaires autochtones, aboriginal affairs, SAA)


- Program has been renewed and funds ($910,000) for each community are now available for
new requests;
- Local sources of non-governmental funds required is now reduced at 10%;
- New project requests are being submitted;

6. FUEL EXCISE TAX PROGRAM 3 (MAMH)
- Kuujjuaq: Community workshop (new)
- Location confirmed for workshop and preparation of pad underway for arrival of structure;
- Ivujivik: Community center (renovation)
- Additional funds were injected from Economic Development department;
- Contract for construction was awarded in May and work started in June and are on-going as
scheduled;
- Akulivik: Workshop (renovation)
- Renovation work on-going and to be completed by November 2019 (TBC) ;

7. FUEL EXCISE TAX PROGRAM 4 (MAMH)


- Program has been announced; details of funds for each community are to come;
- New project requests may now be submitted;

8. PROJECT MANAGEMENT FOR OTHER KRG DEPARTMENTS


- Police stations (KRPF): Puvirnituq and Inukjuak 2020
- Agreement with MSP : announcement to come this fall;
- Preparation underway to begin plans and specifications;
- KRPF Kuujjuaraapik: Cell doors replacement
- New call for tender prepared and expected to have the materials on the last ship;
- Childcare center: Saralikitaarapiit (Kangiqsualujjuaq)
- Contract awarded for mold remediation and renovation of center. Work to be completed by
December 2019;
- Childcare center: Tasiursivik (Salluit)
- Renovation project postponed to 2020;
- Nunavik Parks Infrastructures (Renewable Resources Department)
- Tursujuuq Park Shelters:
- Assembly of shelters on-going and to be completed this season;
- Kuururjuaq Park Pavilion:
- Coordinating last connection and final grade of access road with crushed rock and
improvement of parking area, to be done in 2019;
- Kuujjuaq: Interpretation center for Parks (Renewable Resources)
- Plans and specifications to be prepared with consultants for new construction;
- Hunter Support Program
- Tasiujaq: Community freezer (new)
- Construction completed, hand over to village in process;
- Quaqtaq: Community freezer (renovation)
- Renovation will be done in 2020;

9. KRG BUILDING MAINTENANCE


- Daily maintenance:
- Following tenants and occupants requests on all KRG buildings (staff housing & offices),
airport terminal buildings & garages, childcare centers, police stations, NV recreation
infrastructure and water plants in all 14 northern villages;
- Preventative maintenance inspections:
- Inspections for fire safety, arena maintenance, airport terminals, KRPF stations and overall
general inspections are on-going;
- Capital projects:
- Renovation projects in several villages (Airports, KRPF stations, houses and various
maintenance projects);
- Roof repairs of KRG headquarters:
- Contract awarded and work to be completed by end of September 2019;
