INTRODUCTION

According to Menesini and Salmivalli (2017) Bullying is a worldwide problem and one of the

most common expressions of violence within teenagers. PACER’s National Bullying Prevention Center

actively leads social change by giving students information on how to manage and take action to prevent

bullying in their school, community, and online. The center give opportunities for every child live a

proper life (PACER, n.d.).

Pavia National High School believes that all students have a right to a safe, bully-free school. The

school do not tolerate behavior on the safety of any students. The same with PACER’s NBPC, their

mission is to prevent childhood bullying recognized as a serious issue that impacts education, physical

and health of students. PNHS was established in year 1967; last year, the cyber bullying was lessened

through the Anti-Bullying Policy that is strictly implemented throughout the school.

The concept of bullying is not new; however, it has been increasing in recent years. Our group

made a project named ‘Youth against Bullying’, with this project, we can educate the youth about

bullying, what to do in those situations, and prevention. With our project, we can inspire the victims and

make them stand on their own by sharing past experiences on bullying and how those victims overcome

their bullying experiences. We can provide innovative resources for students and other people to

recognize bullying as a serious community issue that can affect education, physical, and emotional

health of the person bullied.

PACER’s National Bullying Prevention Center must support our project because we can help

them reduce the number of bullying cases happening. We can persuade the victims not to be afraid of

going to school just because of the bullies. We can make them feel the freedom and the equality that

they want. We can inform the bullies that they can cause severe problems to the person’s mind, and

lastly, we can make the students realize and aware that what they are doing is bullying (PACER, n.d.).

RATIONALE OR BACKGROUND

Bullying in schools has been a problem identified by several researchers, and countless studied

have been conducted to identify why. In 2018, students at Pavia National High School reported physical

and verbal abuse more than cyber throughout the whole school year. Cyber bullying at the said school

lessen because of thorough and proper investigation and immediate reports of the incidents of bullying

to the school. Bullying is a complex problem that must be analyzed and studied.

A school district’s job is to ensure that its students get the best education possible. To establish

an effective learning environment within its district, school leaders need to establish ways to identify

combat bullying. Educational leaders are responsible for creating and sustaining environment for

learning and practicing civic virtue for all stakeholders in a school (Starratt, 2004). A successful anti-

bullying program has the ability to change the school’s case. This concept paper will evaluate some of

the successful program to eliminate such behaviour at a young age. Also, this paper will determine the

impact of school bullying on the bullies and those who are bullied.

If this project will be undertaken, victims will be able to know their rights and how to avoid

being bullied. It will also help those concerned to know how to deal with the problem. The

consequences for bullies and those who are bullied will be tackled. In this project, cases of bullying are

expected to minimize and soon will be free from bullying. The school will become a more enjoyable

place to learn.

PROJECT DESCRIPTION

MAIN GOAL:

Our main goal in this project is to lessen the rate of bully victim in schools. Our other objectives

are: to discover bullying which happens in or around school; to know how often bullying takes place in

our school; to give all students the right to experience a safe and positive learning environment, to be

free from bullying at school; giving the responsibility and initiative to stop bullying in school. Our project

with preventing, discovering and stopping bullying takes place continually.

METHODOLOGY

The anti-bullying seminar will take place 4 times a year and will bring together a range experts

to be our speakers, policy makers, practitioners and representatives of the school sector including

parents and students to consider what changes to existing school structures and systems as well as

practices and policies in schools may be needed in order to effectively tackle bullying.

Alongside the seminar, we will establish working groups on tackling bullying in schools, including

homophobic bullying, cyber and racist bullying. The outcomes and recommendations from the seminar

along with the submissions will be deliberated by this working group in order for us to ensure the

effectiveness and the worthiness of the fund that you will donate for our project.

BENEFITS OR OUTCOMES

The project can be just small but it can give a big impact in the school and also to the students.

The project will benefit the school and the students in a way that: concerned students will know how to

deal with the problem of bullying; victims will able to know how to avoid being bullied; can promote a

positive learning environment where relationship between people will form a protection against bullying

because according to Malcolm “Education is the passport to the future, for tomorrow belongs to those

who prepare for it today”.

At the end of our project, we anticipate to see more positive students where their environment

will be more peaceful and effective to learn with. We are also expecting a decrease in bullying rate in

the school to determine how effective our project is, and we also expect that the teachers and parents

will be more sensitive about the worldwide problem which is bullying.

EVALUATION OF OUTCOMES

To state how successful the outcome is, we will assign a working group that will make a survey

every after the seminar to record students’ ideas or reaction if our project gave some changes in their

lives as a student. They will also determine on how positive students are, within their classes by giving

surveys in some of their teachers. The data they will record will be given to our agency for them to

determine the effectiveness of our project.

We would be glad if you will consider our proposal since this is not just a problem to our school

but also a problem to our society and the world. If you could support us, the funds will be used in

organizing programs in schools for awareness of everybody and guidance counselling for those

unfortunate ones who experienced extreme effects of bullying.
