SUPREME STUDENT COUNCIL CONSTITUTION AND BY-LAWS

Red Link Institute of Science and Technology

Preamble

We, the students of Red Link Institute of Science and Technology, in order to establish and
maintain a high degree of citizenship, to understand and to cooperate with our school
administration and to have a sense of loyalty to each other and to our school, do organize
ourselves to operate under this constitution.

Article I – Student Council

Section I -- The name of this organization shall be the Supreme Student Council of Red
Link Institute of Science and Technology; otherwise known as SSC.

Section II -- The SSC exists to represent the voice of the students, promote their ideas and
advocate their views and interests. It is fundamentally democratic and non-political
institution, with all students given equal opportunity to participate. Its role includes
helping the school to serve its student as effectively as possible and making students aware
of wider issues, in addition to playing an important role in establishing links with the
community.

Section III -- The purpose of the student council is to give students an opportunity to
develop leadership by organizing and carrying out school activities and service projects.
In addition to planning events that contribute to school spirit and community welfare,
the student council is the voice of the student body.

Article II – Declaration of Principles

Section I – The purpose of this organization shall be:

1. To promote activities for the betterment of the school, community, state, and
nation;

2. To bring about closer cooperation between the faculty and the student body;

3. To cooperate with the administration in addressing problems concerning the


school and the student body;

4. To promote a desire for good citizenship in each individual student of Red Link
Institute of Science and Technology;

5. To create and maintain school spirit and loyalty;

6. To provide a forum for student expression;

7. To develop leadership skills in its members.

Section II -- The Council shall be responsible for the following:

1. Serving as host to assemblies by administrative request;

2. Planning and coordinating activities for enrichment of the student body;

3. Hosting social activities for new students and faculty;

4. Planning and implementing community service project;

5. Addressing specific task as assigned by administrator; and

6. Promoting school unity.

Article III -- Members

Section I – The member shall consist of any Red Link Institute of Science and Technology
students.

SectionII – Every member should pay 50.00 Php. For the membership.

Section III - Qualifications

1. Prospective members shall:

a. Complete a petition and written application process.

b. Be an enrolled student of RLIST of the present school year.

c. Exhibit an exemplary behavior and conduct.

2. Current member shall:

a. Dutifully participate in the nomination and election process and abide by


the responsibilities of members as postulated in the Article V of this
Constitution.

Article IV -- Adviser’s Roles and Responsibilities

Section I -- The adviser shall assist in successfully planning events, making decisions
and representing their fellow students. This role is essential to developing students’
leadership skills and supporting their efforts to serve their school.

Section II -- The following are roles and responsibilities of Red Link Institute of Science
and Technology’s Student Council Adviser:

A. Mentor - An advisor to the student council should be a sounding board for all student
government members. Students should feel comfortable coming to their advisor with
ideas, for issues they need help resolving, and for guidance when they are weighing
choices. Mentoring can be a difficult role because the advisor must guide students
without telling them what to do. The advisor must be able to listen carefully and provide
sound advice, instilling a sense of trust in student council leaders.

B. Strategist - While student government members are typically organized,


self-motivated individuals, their advisor will still need to assist with event planning and
organization. An advisor should help students brainstorm ideas for events such as dances
and after-school activities and delegate responsibilities among student council members.
The advisor should provide strategies for completing all project tasks without taking over
from the governing body.

C. Publicist - A student council advisor should be their council’s greatest publicity asset.
The advisor should promote participation in student government events and projects to
students, teachers and administrators. It is also important for the advisor to recruit future
members by explaining all of the benefits of running for student council. The advisor
should publicize the organization’s activities and take pride in his or her role, ensuring
that the school has a positive view of their student government.

D. Coach - While an advisor is likely a classroom instructor, it is important that they
continue to have a teaching mindset working with student leaders. Student council
advisers should always keep an eye out for teachable moments during council activity or
conflict. In their capacity as a coach, advisors should encourage students to develop their
talents and try new things.

E. Adjudicator - At the end of each event and activity, the student council advisor should
lead students in a discussion of how the event went, what worked well and what could be
improved in the future. It is important for the advisor to provide constructive criticism as
well as positive feedback. This allows students to continue to grow without feeling
defeated or run down in the process. Student council advisor, while often a volunteer
position that requires significant extra time during the year, is a rewarding role. It provides
the candidate an opportunity to get to know students beyond the classroom and help them
develop leadership skills.

Article V - Rights and Duties of Members

Section I - It is the duty of every member of Red Link Institute of Science and Technology
to protect its Constitution, rights and privileges, and to uphold the organization’s
principles and beliefs.

Section II - Every member is entitled to the exercise of the following rights:

A. Right to vote during elections of officers, committee heads, and other minor and major
decisions by the organization.

B. Right to impeach an officer.

C. Right to organize activities with the consent of the appropriate committee.

D. Right to share ideas for events or projects.

Article VI - Executive Committee

Section I - The Executive Committee shall subject to the bylaws.

Section II - The members of the Executive Committee are:

1. President:

a. To call meetings and create agenda;


b. To lead meetings and the direction of the council;
c. Be in charge of direct communication between the council and the administration;
d. Sign all official minutes, resolutions, correspondences, and other official papers of the
SSC; and
e. Enforce this Constitution, By-laws and other regulations that may be promulgated.

2. Vice President:

a. To be responsible along with the President for formulating the meetings' agenda;
b. To chair meetings when the President is absent;
c. Co-ordinate fund raising activities of the society; and
d. Carry out any other duties assigned by the Executive Board.

3. Secretary:

a. Ensuring the minutes of the meeting are organized;


b. Collecting attendance and recording notes and giving them to those who missed the
previous meeting;
c. Keeping a record of organization’s activities; and
d. Scheduling all appointments for the SSC.

4. Treasurer:

a. Keep all financial records of the SSC;


b. Serve as the disbursing officer of all SSC’s funds;
c. Prepare annual budget of the SSC;
d. Prepare financial reports every month, after an activity, and at the end of the term; and
e. Formulate pertinent financial guidelines for the organization.

5. Auditor:

a. To prepare detailed audit report;


b. To collect and analyze the data to find out if there is any fraud, violation of laws,
regulations, etc.;
c. Certify the legitimacy and correctness of the disbursement of funds;
d. Assist the Treasurer in formulating guidelines and reports; and
e. Keep and update inventory of all SSC’s property.

6. Class Representatives:

a. Represent his or her grade level and strand in all of the meetings of the SSC.
b. Conceptualize and implement programs and projects for their respective grade level
and strand.
c. Assist in effective implementation of SSC’s programs and projects.
d. Perform such other duties assigned by the SSC.

Section III - Terms of office for all elected Executive Committee begin immediately
following their election and will last until the next year's election. In the event that an
officer resigns or is removed from position, a new officer will be chosen by the
Executive Board or any other process chosen by the board.

Section IV - Officers can be removed from the position for mis-, mal-, or nonfeasance of
duties during his or her term. Unless otherwise noted, removal uses the same procedures

as amending the constitution with regards to voting, tabling, and other processes.
Officers may not preside over his or her own removal.

Article VII - Election

Section I - Executive Committee officers shall be elected. Each voter, by secret ballot,
may record one vote for each appropriate Student Council Office.

Section II - The members of the Executive Committee shall be elected in the following
manner:

a. Have a passing grade for each grading period in all classes;


b. Are elected by the student body;
c. Must have approval of the Vice President for academic affair’s or principal’s office
before the election;

Section III - Elections for Executive Committees shall be held during the last month of
an academic year.

Article VIII - Meetings

Section I - Student Council shall meet every 1st and last Saturday of the month, unless
decided by the President and/or adviser.

Section II - Special meetings of the organization may be called by the President, Adviser,
or upon the request of Executive Committee.

Article IX - Impeachment

Section I – Impeachment procedures shall be handled by the Executive Committee with


the supervision of the Adviser.

Section II- Three-fourths of the SSC Executive Committee is required for Impeachment.

Article X - Effectivity

Section I - This Constitution will take effect upon ratification by the general body.

Section II – This Constitution shall be ratified upon achieving three-fourths vote of the
student body.

Article XI - Amendments

Section I - Any amendments to, or revision of this Constitution and By-Laws may be
proposed by:

a. Member
b. Executive Committee
c. Adviser

Section II - A three-fourths majority is required for an amendment to the constitution be


passed.
