Bearing in mind that past resolutions, such as the United Nations Convention on the

Law of the Seas (UNCLOS), the 2002 Declaration on the Conduct of Parties in South
China Sea, and the 2011 Agreement on a Code of Conduct, have not been effective in
helping to solve the conflict between affected nations:

Encourages countries involved to cooperate the issues of environmental concern,

Having examined the use of south china sea as a free international trade route is
imperative to the global economy and cannot be negotiated at once,

Acknowledging that the islands in the south china sea are rich in natural resources,

Stressing the importance of reaching a compromise and noting that past attempts at
negotiations have proven unsuccessful,

Recognising the potential for worldwide violence as a result of this dispute,

Stressing the importance of freedom of navigation for international trade,


development, and by extension, the global economy,

Supporting international collaboration so as to ensure international safety,

Fully believing that the stipulations of Article 73, part 3, of the United Nations
Convention on the Law of the Sea, which imposes a duty upon states to negotiate in
good faith, is not a non-binding recommendation but an obligation under
international law,

A. Recommends that the boundaries of the South china sea, in regard to first
priority of wielding the ocean’s resources, to said nations as follow’s :

1. People’s Republic of China will be allocated the following territory


- A 650-kilo-meter radius of the baseline of the shore to explore and exploit
resources freely, while not infringing on other country’s sovereignty and not
specifically barring other countries from this region;
- The Mischief Reef,
- Fiery Cross Reef,
- Subi Reef of the Spratly Islands,
- Union Reefs,
- Marvels reef,
- Amboyna Cay;
2. The Republic of the Philippines will be allotted the following territory:
- A 350-kilometer radius off the baseline of the shore to explore and exploit
resources freely, while not infringing on other country’s sovereignty and not
specifically barring other countries from this region;
- Loaita Island,
- Lankier Cay,
- Nanshan Island,
- Commodore Reef,
- Thitu Island,
-West York Island of the Spratly Islands.
3. The Socialist Republic of Vietnam-will be allotted the following territory:
- A 350-kilometer radius off the baseline of the shore to explore and exploit
resources freely, while not infringing on other country’s sovereignty and not
specifically barring other countries from this region;
- Vanguard Bank,
- Prince Consort Bank,
- Grainger Bank,
- Bombay Castle, ladd Reef,
- Spratly Island,
- London Reefs,
-Pearson Reef,
4. Malaysia will be allotted the following territory:
- A 280-kilometer radius of the baseline of the shore to explore and exploit
resources freely, while not infringing on other country’s sovereignty and not
specifically barring other countries from this region;
- the Erica Reef,
- Investigator Shoal,
- Dallas Reef,
- Ardasier reef,
- Swallow Reef of the Spratly Islands.
5. Brunei will be allotted its claim as it does not interfere with any other claims, in
addition to the Louisa Reef;
6. Republic of china (Taiwan) will be allocated the following territory:
- A 410-kilometer radius of the baseline of the shore to explore and exploit
resources freely, while not infringing on other country’s sovereignty and not
specifically barring other countries from this region,
- Itu Aba Island,
- Flat Island,
- North Danger reef,
- Alsion Reef, Pigeon Reef,
- Corwallis S. Reef.
-Barque Canada Reef,
7. The Russian Federation will be allotted the following offshore rights;
- Allotted 400-kilometers of oil rights in the lower part of the South China
Sea,
- Will continue to pass through and trade within the territories of China and
Vietnam, due to their bilateral agreements,
Requests that all areas which are not listed above to be part of International Waters /
Trans-boundary Waters.

B. Encourages the UN to make a organisation named the JDA(joint development


authorities) between the nations involved in territorial dispute;
C. Urges all countries in that area to be part of the JDA
D. Encourages that a UN Peacekeeping force shall patrol and maintain safety and
peace in the region
• This group shall only have the ability to decrease piracy, smuggling, and
other crimes in the region, and
• This group cannot enforce any territorial land, political actions by the
nations, and not engross on political motives
• These troops shall not enter the region until 6 months after the territorial
claims have been decided upon
• UN Peacekeeping Forces may only patrol the area designated as
international water, unless a nation asks for help from the UN Peace Keeping
force
• a. If no laws are found to have been broken, no re-evaluation of land will
be carried out.
• b.Should laws be found to have been broken, the United Nations will form
a body composed of the relevant powers in order to discuss the possibility
of sanctions or further action,
E. Requests the institution of territorial borders by 2020 through international
funding and peace-keeping efforts
• Donations from all international governments, but with more substantial
contributions from China, Taiwan, Vietnam, Malaysia, the Philippines, and
Brunei.
• To exceed no more than 10% of the UN fund for peacekeeping ($5 billion
US dollars)
F. Notes that in the eventuality that one of the countries involved cannot match the
financial supply granted to the JDA by other countries the capital can be provided
by
• foreign sources from countries neutral to the conflict
• The World Bank
• The International Monetary Fund
G. Reminds that all military reinforcements recently deployed to the Parcels and the
Spratly be removed as of immediately;
H. Calls for moratoria on all unilaterally managed resource development facilities
extracting resources from the South China Sea until the Joint Development
Agencies become operational;
