Re: Authorization to Commence Service of Liquefaction System No. 1 Facilities

Dear Ms. Hardy:

I grant your September 30, 2019 request for Elba Liquefaction Company, L.L.C.
and Southern LNG Company, L.L.C. (collectively referred to as “Companies”) to
commence service for liquefaction and export activities from the Balance of Plant, Terminal
Upgrade, and Moveable Modular Liquefaction System No. 1 facilities. Your request is in
compliance with Environmental Conditions 13 and 85-89 of the Commission’s June 1,
2016 Order Granting Section 3 and Section 7 Authorizations (Order) in the above-
referenced docket. Based on Commission staff inspections and review of the
commissioning activities, the Companies have demonstrated that the above-mentioned
facilities have been constructed in accordance with Commission approval and applicable
standards and can be expected to operate safely as designed. Further, based on
Commission staff inspections, I note that the rehabilitation and restoration of the areas
affected by the authorized facilities are proceeding satisfactorily.

I remind you that the Companies must comply with all applicable remaining terms
and conditions of the above referenced Order. If you have any questions regarding this
