abstract = {Diagnosis of the problems created by the Delhi Rent Control Act (DRCA)
is based largely on criticism levelled against rent control acts in general while
amendments to the DRCA are based on the assumed impact it has had on the rental
housing market. This assumed impact has not been empirically or analytically
investigated. The present paper seeks to fill this gap and examines the impact of
the act and the amendments to it on Delhi's rental housing market. The paper
concludes with suggestions for reforms in the act.},

abstract = {Pre-war buildings including the shophouses constitute an important
element in the urban fabric of Malaysian cities. Being located within the
traditional commercial areas, these buildings not only adorn the streetscape but
support urban living and socio-economic activities. The Control of Rent Act 1966
(Act 56), enforced on 1 January 1967 by the Government of Malaysia, by default
contributed to the heritage conservation in Malaysia. However, the Malaysian
Government repealed the Act in 1997. The repeal of the Act adversely affected J the
historic buildings in the country. This paper studies the impacts of the repeal of
the Control of Rent Act on the rent and property markets of pre-war buildings in
general and the extent of renovation of the shophouses in particular in Noordin
Street in Georgetown, Penang.},

abstract = {Abstract Rent control is still an important type of government
regulation of housing markets in many countries and numerous researchers have
studied its implications for allocation, welfare and investments in housing. The
present paper aims to improve our understanding of the effect of second-generation
rent control when it is applied only to one sector of the rental market. It is
diagrammatically shown that the welfare effects are very different between a
universal and a limited application of rent control. Studying the Danish case of
second-generation rent control, lower rents are found in controlled sectors and a
minor increase of the rent in the uncontrolled sector. Using the area of living
space in the dwelling as a measure for housing consumption, evidence is also
produced of both overallocation and underallocation of housing in the rent-
controlled sectors; as envisaged by economic theory.},

abstract = {We consider a rent control regime where rent increases on, and
eviction of, a sitting tenant are forbidden. When apartments become vacant
landlords may negotiate new rents. If inflation exists, landlords prefer to rent to
short-staying tenants. Since departure-date-contingent contracts are forbidden and
landlords cannot tell whether tenants are short-stayers, an adverse selection
problem arises, with a Pareto inefficient equilibrium. When tenant types are
determined endogenously, multiple equilibria can arise where one equilibrium is
Pareto dominated. Abolition of the rent control regime, cannot only shift the
equilibrium out of this inferior outcome, but also result in across-the-board
lowering of rents.},
