County government offices
made their cases to a crowd
of about 30 at The Mill at
MSU Conference Center
over breakfast Wednesday
morning.
Five candidates for super-
visor and four for other offic-
es each spent a few minutes
discussing their platforms
and asking for votes on Nov.
5, when seven offices will
be contested. The remain-
ing 10 county officials up for
re-election are all running
unopposed.
Frequent talking points
included broadband access
in rural areas, the county’s
economic growth over the
past several years and the
incoming North Star Indus-
trial Park in north Starkville.

sponders in surrounding counties.

ready in the county.

A Columbus woman was arrest-
ed for allegedly biting and punch-
ing a child.
Jasmine Jalesha Shanklin, 29,
of Read Drive, was charged with
felony child abuse, according to a
Lowndes County Sheriff’s Office
press release. Investigators arrest-
ed her Monday after she reportedly Shanklin
bit and punched a child under the age of 12.
The press release did not say how Shanklin
knew the child.
Shanklin has been released from Lowndes
County Adult Detention Center on $5,000 bond.

has cleared a police offi-
cer in the fatal shooting of
a felony suspect.
News outlets report a

criminal conduct on be-

Sims. The police depart-
ment has not released the
officer’s name.
The grand jury said in
their report that they “en-
gaged in a full and deliber-
ate consideration of all the
facts and circumstances
surrounding” the shoot-
ing. They also noted that
Sims was wanted on three
felony and three misde-
meanor charges, was run-
ning from police and had a
“firearm with an extended
magazine in his hands.”

into Moss Point before he
ditched the vehicle and

ner, causing the officer to

Calvin Taylor, the officer’s
attorney. “I have great

officer and Moss Point Po-
lice Department,” Dunn
said. “Now that the grand
jury process has conclud-
ed, we are hopeful that
the body camera video at
the center of this case will
be released to the public.

clear evidence in this
case.”
HAT TIESBURG — At least 22 soldiers train-
ing at a Mississippi military base have been in-
jured during a night parachuting exercise.
U.S. Army spokesman John Pennell tells
WDAM-TV that at least 15 people hurt at Camp
Shelby were treated by medics and another seven
were hospitalized. Staff Sgt. John Healy says none
of the injuries are considered to be life-threaten-
ing. Camp Shelby Cmdr. Col. Bobby Ginn says the
troopers belong to the 4th Brigade of the 25th In-
fantry Division stationed at the Joint Base Elmen-
dorf-Richardson in Anchorage, Alaska.
Pennell says about 89 paratroopers were on
the plane for the Wednesday night exercise. Ginn
says the soldiers jumped from a C-130 aircraft
and were blown off-course from their intended
landing zone and into a group of pine trees. Sev-
eral were entangled in the trees and had to be
rescued.
Healy says about 650 soldiers were involved in
the exercise. About 3,000 troops from the Alaska
base are at monthlong training at Camp Shelby
called “Operation Arctic Anvil.”

stances, individuals.
Additionally more than
12 teams of disaster as-
sistance specialists from
FEMA, MEMA and SBA
have been going door-
to-door in Columbus, as
well as in neighborhoods
in seven other counties
affected by storms and
flooding between Feb. 22
and March 29.
While residents can
register for FEMA indi-
vidual assistance online
or on the phone, FEMA
public information officer
Rebecca Kelly said it’s
often easier for residents
to get the help they need
if they’re talking face-to-
face with a representative.
Kelly has filled out the
registration forms and
says some of the ques-
tions are unclear. For ex-
ample, she said, one ques-
tion asks if an individual
is willing to relocate. That
doesn’t necessarily mean
move to another home or
area, she said — it could
just mean the individual
is willing to stay at a hotel
temporarily — but some-
one who is just filling it
out online may not realize
that.
“We want to have as

Individuals who reg-
ister for assistance will
receive a nine-digit iden-
tification number, and a
FEMA housing inspector
may contact them to in-
spect the home and doc-
ument damage, according
to a FEMA press release.
FEMA individual assis-
tance is available for both
homeowners and renters,
and any funding approved
for individuals is depos-
ited directly into a bank
account, rather than go-
ing through Mississippi
Emergency Management
Agency or a local nonprof-
it, Kelly said.
While the amounts an
individual receives may
vary depending on the
damage, Kelly stressed
FEMA assistance is not
meant to cover all of an
individual’s cost. It’s in-
stead meant to “fill in the
gaps” like what Collie and
Moore are seeking
“We cannot make you
whole,” she said. “But we
can certainly give you a
ray of hope and get you
started on recovery.”
Another benefit to
talking to individuals in
person is identifying oth-
er people whose homes
were so damaged after
the storm that they had to
relocate.
“We are really hop-
ing through (media) that
we’re going to be able
to reach those people at
the same time,” she said.
“We’re trying to make
sure that we ask people,
‘Do you know where your
neighbor is? ... Do you
know how we can reach
them?’ Sometimes the
neighbor will give it to
us and sometimes they’ll
say, ‘I think Mary’s stay-
ing with her sister. Let me
give her a call and let her
know that you’re out here
registering people and
that you’ve opened up a
center.’”

LCSD should hold superintendent forum

Let’s get it right the first
time.
Between now and the end of
the year, the Lowndes Coun-
ty School District Board of
Trustees will do something it
has never done before: select a
superintendent of schools.
Unlike the city school
districts in Columbus and
Starkville, the LCSD has
featured an elected superin-
tendent. But in 2016, just as
current LCSD Superintendent
Lynn Wright was beginning
his second four-year term,
the Mississippi Legislature
passed legislation requiring all
public school districts to have
superintendents appointed by
the school board.
The rational behind the
new law was that through the
appointment process, districts
would be able to attract can-
didates from a larger, better
qualified pool of candidates.
With Wright’s term end-
ing on Dec. 31, the LCSD is
well along in its transition to
appointing its first superinten-
dent.
So far, there have been no
apparent missteps.
The LCSD has turned to
the Mississippi School Boards
Association to compile a list
of qualified candidates just as
CMSD has previously.
Monday, the LCSD board
announced that the MSBA had
selected a pool of 15 quali-
fied candidates. Although no
names were revealed, we do
know that Wright, along with
another LCSD employee, is
among the group and that the
group includes candidates
from Mississippi, Alabama,
Illinois, Pennsylvania and
Virginia.
The LCSD will now deter-
mine which of the 15 candi-
dates it wants to interview and,
at some point, will select any
unspecified number of final-
ists.
When the search reaches
that stage, we strongly sug-
gest that the district make the
finalists available to the public
through a public forum.
The community should have
the opportunity to listen to the
candidates, ask questions and,
perhaps, offer their recommen-
dations to the board. That was
the formula CMSD followed in
its search two years ago. The
forum was well-attended and
residents left the meeting feel-
ing like they were included in
the process. This is especially
important for LCSD to consid-
er since they are transitioning
from electing to appointing
their superintendent.
This search has already
drawn significant interest in
the community. In one sense,
it is a referendum on Wright,
who’s been elected twice by
comfortable margins and leads
a high-performing district.
Wright clearly has a base of
support, which makes holding
a forum — ­ presuming Wright
is among the finalists — even
more important. An openness
with the public might help
diffuse any ill will that might
accompany the board’s deci-
sion, regardless of who they
select.
Such a forum doesn’t
dilute the board’s authority
or responsibility. The choice
belongs to the board and the
board alone. Another benefit
of holding a forum does invest
the community in the process,
which is no small benefit.
The district has a perfect
venue for a forum, too. The
LCSD’s new career tech center
on Lehmberg Road is centrally
located in the district and has a
large, comfortable auditorium
that could easily accommodate
the event.
Getting it right the first
time is certainly something
the LCSD board hopes to
achieve in selecting a superin-
tendent.
No small part of that effort
includes making sure the com-
munity has the opportunity to
learn about the finalists for the
job.

It’s time to curb
the vaping epidemic
With the news that the Mississippi
State Department of Health reported
its first death associated with vaping,
it’s time we take a stand against a po-
tential killer many believe to be safer
than cigarettes.
E-cigarettes have been marketed
as such, and as a solution for those
who want to quit smoking. And much
like “Big Tobacco” did a generation
ago, officials claim e-cigarette manu-
facturers are gearing their marketing
efforts to the younger crowd.
Flavors like grape slushie, straw-
berry cotton candy, creme brûlée and
mint increase the appeal to teens,
despite users having to be 18 years
or older to purchase. Hidden in the
flavors are high levels of nicotine,
which many youth don’t realize they
are inhaling.
The victim of the vaping associat-
ed death was under the age of 30, and
the state has identified four additional
cases of serious lung injury related
to vaping, all in individuals 18 to 34
years of age.
No reports have been shared for
those under 18 years of age, but fed-
eral health officials said earlier this
month that preliminary data shows
more than 1 in 4 high school students
reported vaping this year, compared
with 1 in 5 students in 2018.
State Epidemiologist Dr. Paul
Byers said, “Any death related to
vaping is one too many, and this is
entirely preventable.”
We stand firmly with Byers. Ill-
ness or death associated with vaping
is preventable.
The state has made a good faith
effort in prevention work by taking
part in a national investigation into
severe pulmonary disease and lung
injury linked to the use of e-cigarette
products. Educating the public, and
especially parents, about the dangers
of e-cigarettes will aid in curbing the
epidemic.
A few local governments, like
San Francisco, have passed bans on
flavored tobacco. And this month
Michigan moved to become the first
state to ban flavored electronic ciga-
rettes. Mississippi may have to follow
suit to turn the trend on increasing
e-cigarette use.

ed Trump’s victory to
“whitelash.” Trump received 57% of
the white vote, actually a lower per-
centage of the white vote than the 59% to discharge the powers and duties of

lican presidential candidate in 2012.
In 2008, Democrat Barack Obama
received a greater percentage of the
white vote than John Kerry did four
years earlier. Obama also received
95% of the black vote. None dared call
it “blacklash.”
Stunned, angry and bewildered by
Trump’s win, some Democrats urged
the Electoral College to refuse to
certify his victory. In a Washington
Post op-ed, John Podesta, Hillary
Clinton’s campaign chairman, said,
“The (Obama) administration should
brief members of the electoral college
on the extent and manner of Russia’s
interference in our election before
they vote on Dec. 19 (2016).”
Nearly 70 Democratic lawmakers
vowed to boycott Trump’s inaugu-
ration. Nearly a dozen Democrats
refused to attend Trump’s first State of allegedly violating the emoluments

refusal to attend, Rep. Bobby Rush,
D-Ill., said, “This is a presidency that
has been built on racism, stupidity and Emolument, Office, or Title, of any
lies, which has already wasted enough kind whatever, from any King, Prince,

There was the bill
introduced in April 2017 by
Rep. Jamie Raskin, D-Md.,
with 67 co-sponsors, to de-
termine whether to invoke
the 25th Amendment, under which a
president can be removed if “unable
his office.” About his bill, Raskin told
Vanity Fair last month: “It is still very
much on my mind and the time will
come. I don’t think of it as an alterna-
tive remedy for impeachment. They
address different problems. The core
of the concern of impeachment is high
crimes and misdemeanors committed
by the president. The core problem
addressed by the 25th Amendment is
the mental or physical incapacity of
the president.”
Then there was the outcry over
Trump’s payments to former mistress-
es. About the payments, Rep. Maxine
Waters, D-Calif., said: “The president
is a criminal. ... This criminal must
be brought up by the Congress of the
United States for impeachment.”
Rep. Alexandria Ocasio-Cortez,
D-N.Y., said from “day one” Trump
committed and impeachable for
clause of the U.S. Constitution, which
prohibits all persons holding federal
office from accepting “any present,
or foreign State.” Last year, Oca-
sio-Cortez said about Trump: “I think
lations of the emoluments clause from
day one. I think that is, first and fore-
most, one of the basic elements and
violations. And then, once again, it’s
hard to predict what’s going to happen
over the next few months. There are
one or more investigations happening.
But I think from day one we have had
violations of the emoluments clause
with the presidency.”
In July, Rep. Al Green, D-Texas,
wanted Trump impeached for his
“racist tweets” that attacked several
Democratic freshman House mem-
bers known as “the squad.” Green
tweeted: “(Trump’s) racism, anti-Sem-
itism, homophobia, transphobia,
xenophobia, and Islamophobia can
no longer be tolerated or ignored. We
must impeach.”
One can only marvel at how, with a
straight face, Democrats call Trump
“racist” while embracing as “king-
maker” the race card-hustling Rev. Al
Sharpton and refusing to denounce
anti-Semitic Minister Louis Farra-
khan.
Of course, for 2 1/2 years, special
counsel Robert Mueller investigated
allegations of Russian “collusion,” and
he drilled a dry hole. On the issue
of obstruction of justice, he punted.
Before the Mueller report came out,
House Intelligence Committee Chair
Adam Schiff, D-Calif., claimed there
was “direct evidence (of collusion)
but ... also abundant circumstantial
evidence.”
If Congress impeaches Trump, the
Senate will not convict. Meanwhile,
all this Ukraine business just places
attention on Joe’s Biden’s son. Hunter
Biden received a lucrative monthly
fee to sit on the board of director a
Ukrainian energy company, despite
his lack of energy expertise or his
inability to speak the local language.
Joe Biden’s candidacy will be irrepara-
bly harmed, increasing the odds that
hard-left Elizabeth Warren will win
the Democratic nomination. Trump,
post-impeachment, can credibly call
himself a victim of a political vendetta
and ride that narrative to victory in
2020.

tions off a property it has
seized because of unpaid
property taxes, in his
eight years in office, and
he is not aware of any pre-
vious collector/assessor
who has allowed overbids,
he said.
“That’s free money
that we put in Oktibbeha
County’s treasury, and
they can do whatever they
want to do with that mon-
ey,” Morgan said.
Chancery Clerk Sha-

Livingston was ap-
pointed chancery clerk
after her predecessor,
Monica Banks, died in
2016, and she was elected

cases districts will either
use property tax money
the county already allo-
cates to districts annu-
ally or insurance rebate

They’ve only managed
a two-game win streak
three times: one during
a 6-6 season in 2016, one

been an appreciable im-
provement over the past
three weeks. In games
against Meridian, Louis-

Five local products and eight
Mississippi State commits have been
named to the Mississippi roster for the
Mississippi/Alabama All-Star Classic
per a news release.
Locally, Starkville wide receiver
Rufus Harvey, defensive lineman Jalen
Ware and linebacker Tyrese Hopkins
and West Point defensive lineman
Robert Spearmon and offensive
lineman Jonquez Roby were named to
the roster.
Ware and Hopkins have anchored
a Yellow Jackets defense that is allowing
just 20 points per game in five games
this season, while Harvey is second on
the team in receiving with 308 yards and
four touchdowns this season.
As for the West Point contingent,
Spearmon has six tackles in three
games played this season as he’s
helped sure up the Green Wave
defensive front.
Offensively, Roby has aided West
Point’s prolific rushing attack to an aver-
age of 272 yards per game this year.
On the MSU side of things,

EMCC honored for 100% gradu-
ation rate for student-athletes
East Mississippi Community
College was honored with the Halbrook
Award for having a 100% graduation
rate among its student-athletes during
the 2018-19 school year at Tuesday’s
Mississippi Association of Colleges
and Universities Conference in Bay
St. Louis.
EMCC tied Copiah-Lincoln for the
honor by graduating all 55 second-year
student-athletes and had one completer
during the year. The graduates num-
bered 29 football players, 10 baseball
players, eight men’s basketball players,
six softball players and three women’s
basketball players.
It’s the seventh time EMCC has
received the Halbrook Award since the
awards system began in 1984.
Softball player Avery Bouchillon
and baseball player Dillon Brown were
the school’s individual recipients of the
David M. Halbrook Award. Bouchillon
posted a 4.0 grade point average and
received the school’s Presidential
Partnership Scholarship to attend
Mississippi State. Brown posted a 3.84
GPA and is playing for Point University
in West Point, Georgia.

WASHINGTON — The Trump
administration plans to impose tar-
iffs on $7.5 billion worth of Europe-
an imports — from gouda cheese
to single-malt whiskey to large air-
craft — beginning Oct. 18 to retali-
ate against illegal European Union
subsidies for aviation giant Airbus.
The latest escalation in the ad-
ministration’s tariffs will open a
new chapter in the trade wars that
are depressing the world economy
and heightening fears of a glob-
al recession. It comes just as the
Trump administration is in the
midst of trying to negotiate a res-
olution to its high-stakes trade war
with China.
The administration received
a green light for its latest import
taxes Wednesday from the World
Trade Organization, which ruled
that the United States could im-
pose the tariffs as retaliation for
illegal aid that the 28-country EU
gave to Airbus in its competition
with its American rival Boeing.
The WTO announcement cul-
minates a 15-year fight over EU
subsidies for Airbus.
EU aircraft will face a 10 per-
cent import tax; other products on
the list will be hit with 25 percent
tariffs. The administration insists
that it has the authority to increase
the tariffs whenever it wants or to
later the products in its list.
President Donald Trump called
the WTO ruling a “big win for the
United States” and asserted that it
happened because WTO officials
“want to make sure I’m happy.”
“The WTO has been much bet-
ter to us since I’ve been president
because they understand they
can’t get away with what they’ve
been getting away with for so
many years, which is ripping off
the United States,” Trump said at
a joint White House news confer-
ence with President Sauli Niinisto
of Finland.
Stock markets around the
world, which were already down on
concerns for the world economy,
added to their losses on the news.
Wednesday’s award follows a
WTO ruling in May 2018 that the
EU had illegally helped Airbus
with subsidies. It does not, howev-
er, end the long-running trans-At-
lantic dispute over aircraft. WTO
arbitrators are expected to rule
next year about how much the EU
can impose in tariffs following a
separate decision that went against
Boeing.
The EU’s top trade official had
said the bloc would prefer to reach
a settlement with the United States
to avoid a tariff war but that it will
respond if Trump imposes new du-
ties on EU products.
Speaking after the WTO’s rul-
ing Wednesday but before the
Trump administration announced
the new tariffs, EU Trade Commis-
sioner Cecilia Malmstrom said a
tariff war “would only inflict dam-
age on businesses and citizens
on both sides of the Atlantic, and
harm global trade and the broad-
er aviation industry at a sensitive
time.”

DETROIT — General Motors offered striking
union members wage increases or lump-sum pay-
ments in all four years of a proposed contract, as bar-
gainers seek a deal to end a walkout that’s in its third
week.
But union bargainers rejected the offer because it
took money from other places to fund profit-sharing,
and it didn’t give temporary workers a clear path to
a full-time job, according to a person briefed on the
negotiations.
Still, the offer, made late Monday, is likely to be the
framework for whatever agreement is reached to end
the strike by 49,000 workers that has halted produc-
tion in the U.S. and severely cut output in Mexico and
Canada. Both sides were still talking Wednesday.
“It’s not insulting,” Art Wheaton, an auto industry
expert at the Worker Institute at Cornell University,
said of the offer. “It’s not close enough to ideal, but
they’re still talking.”
After GM presented the offer, bargainers for the
United Auto Workers union made a counter offer that
is now the subject of bargaining, according to the per-
son, who asked not to be identified because details of
the talks are private.

of what the union objected to, including proposed
