CREATION OF THE BARANGAY TASK FORCE TO END LOCAL COMMUNIST

ARMED CONFLICT

WHEREAS, Executive Order No. 70 provides for the institutionalization of the

Whole-of-Nation approach in attaining inclusive and sustainable peace, creation of
National Task Force to End Local Communist Armed Conflict, and directs for the
formulation of a National Peace Framework;

WHEREAS, the Whole-of-Nation approach addresses the root causes of

insurgencies, internal disturbances and tensions, and other armed conflicts and
threat by prioritizing and harmonizing the delivery of basic services and social
development packages by the government, facilitating societal inclusivity, and
ensuring active participants of all sectors of the society in the pursuit of peace and
development agenda;

WHEREAS, DILG Memorandum Circular No. 2019-125 entitled Guidelines for

the Local Government Units in the Implementation of Executive Order No. 70 S.
2018 provides for the creation, composition, powers and functions of the Provincial,
City, Municipal and Barangay Task Force to End Local Communist Armed Conflict;

NOW, THEREFORE, on a motion duly seconded, BE IT RESOLVED, AS IT

IS HEREBY RESOLVED, a Barangay Task Force to End Local Communist Armed
Conflict is hereby created whose organization and functions are provided as follows:

Section1. Creation of the Barangay Task Force to End Local

Communist Armed Conflict. To ensure efficient and effective implementation of
the Whole–of-Nation approach, a Barangay Task Force/HUC to End Local
Communist Armed Conflict (BTF-ELCAC) is hereby created under the powers and
functions of the National Task Force.
 Section 2. Composition.

The Barangay Task Force, chaired by the Punong Barangay, shall be composed of
the members of the Barangay Development Council and the Barangay Peace and
Order Committee.

Section 3. Powers and Functions. The Barangay Task Force Task Force shall
have the following duties and responsibilities:

a) Take an active role in the implementation of the Retooled Community

Support Program (RCSP)
b) Ensure social preparation and participation of the community members
in all the phases of the RCSP implementation
c) Ensure the delivery of services and inclusion of the policies, programs,
projects, services and activities in the local plans based on the
identified solutions by the members of the affected communities
d) Provide relevant feedback and recommend measures to the Municipal
Task force on the risks and opportunities surrounding the
implementation of the RCSP
e) Take the lead in the citizenship building and community participation
mechanisms to guarantee sustainability of RCSP implementation.

NOW THEREFORE, on a motion duly seconded, BE IT RESOLVE, as it is hereby

resolved, the Barangay Task Force is hereby created in support of the
implementation of Executive Order No. 70 series of 2018.

RESOLVED FURTHER, that the copy of this resolution shall be furnished to the
Municipal, Provincial and Regional Task Force for their information and guidance.
