TERMS OF REFERENCE
FOR CONSULTING SERVICES FOR CONSTRUCTION OF PROPOSED GOPALGANJ
400kV SUB-STATION AT GOPALGANJ UNDER

“PATUAKHALI-GOPALGANJ 400 kV TRANSMISSION LINE ANDGOPALGANJ 400 kV

SUB-STATION” PROJECT.

A. Introduction

Power Grid Company of Bangladesh Ltd (PGCB) is responsible for construction,

operation and maintenance of national power transmission grid in Bangladesh.
PGCB is planning to construct around 160 km double circuit 400 kV Transmission
line (TL) from Patuakhali (Payra) to Gopalganj (Muksudpur) and associate 400 kV
sub-station in Muksudpur under Gopalganj District. PGCB will engage a consulting
firm for assisting PGCB in design review and supervision during construction phases.
The consulting services will be financed by PGCB. The consulting firm will be
recruited following variation order of Aminbazar-Mawoa-Mongla project. This project
will be implemented with financial assistance of ADB, GOB and PGCB. It may
mentioned that Gopalganj 400/132 kV Substation will be funded by ADB.

B. Scope of Work

The firm will act as the Technical Advisor to PGCB and assist PGCB in (i) verifying
contractors' design and modifications thereof; (ii) ensuring environmental standards
during construction; (iii) supervision of contractors' work during implementation; and
(iv) preparing periodic progress reports. The data source needs to be clarified in all
the documents.

The detail scope of works is as follows but not limited to:

a) Post-Contract Scope:

 Check Contractor‟s all technical design submissions and drawings and

submit comments and recommendations to PGCB to facilitate the
approval of the following design aspects:

i. For Gopalganj 400/230 kV substation

- Substation and Switching Station layouts

- Single line diagrams
- Gantry Structures
- Foundation Designs
- Control Buildings
- Cable trenches
- Approach & internal roads
- Protection and control schematic diagrams
- Interlocking schemes.
- Equipment specifications and drawings

 - CT calculations
- Fiber Optic Multiplexer Equipment
- AC and DC power supply systems
- Earthing Systems
- Switchyard and indoor lightings
- Air conditioning
- Top supervision of all civil works in substation and switching station,
erection/installation of substation equipment.
- Check/recommend Factory Acceptance test procedures/formats of the
Equipment and attend Factory Acceptance Test of Power
Transformers
- Top supervision of testing and commissioning of all substation
equipment including control, protection and metering.
- Top supervision of final testing of fiber optic multiplexer equipment.
- Checking and certification of as built drawings.
- Checking and certification of operating and maintenance manuals.

 monitor the contractor‟s program/time schedule

 anticipate and identify potential difficulties or conflicts and their effect on

the implementation schedules, and recommend and agree steps to be
taken by the contractors, or recommend steps to be taken by PGCB to
overcome the difficulties and to avoid delays.

 prepare and/or evaluate recommendations to PGCB regarding any

change proposals, technical amendments and changes in the scope of
works, if any, the appropriateness of their pricing, and if agreed by PGCB,
the timely issuance to the contractor of Change Orders, as per the
conditions of the supply and installation contracts.

The duration of the consulting service is 32 months from the start of services. The
professional positions, person-months, and activities for the required positions are as
follows:

C. Specific Activities of the Consultants under the Firm

i. Team Leader (international, 5.63 person-months)

He will be in charge of overall Consulting Services under the contract. He will be the
contact point of PGCB for all of the Services. He should be a graduate in a relevant
engineering discipline and shall be fluent in English language for day to day
communication. The expert shall have experience in design, specification, bid
preparation, evaluation, construction, testing and commissioning of 345 kV or higher
EHV AIS substation. He must have minimum 10 years experience in the fields of
Substations Projects out of which minimum three (3) years overseas experience as a
project manager in the consulting contract for Substations Projects. The consultant
will conduct the tasks including but not limited to:

(i) As team leader, coordinate with other team members to develop a

detailed work plan and implementation schedule, work with the
executing agency to oversee the consulting team, and compile, edit,
and ensure the design & quality of technical assignment & reports to
be prepared under the assignment;
(ii) Prepare and make necessary inputs and advice to the project team
and to PGCB to review project designs/drawings, testing procedures
and detail test reports;
(iii) Participate in project technical meeting and progress meeting;
(iv) Contribute to capacity building of PGCB counterpart staff;
(v) Prepare the regular reports and final project report consisting of
information needed for ADB; and
(vi) Provide technical inputs to the entire team.

ii. Environmental Specialist (international, 0.6 person-months; national, 1

person-months).

International Environment Specialist should have an advanced degree in science,

engineering or environment management together with 8 years of experience in
undertaking environment impact assessment in power projects. In accordance ADB
Safeguard Policy Statement (2009) and other relevant guideline documents for
environmental assessment, the international environmental specialist, with
assistance of the national environmental specialist will undertake, but not be limited
to, the following tasks:

(i) Prepare Rapid Environmental Assessment Checklist and determine

environmental category for each project component; and
(ii) Undertake necessary consultations with the project stakeholders on
relevant environmental issues and impacts.

 iii. Deputy Team Leader Substation Engineer (international 15 person-
months):

He will be in charge of Substation construction under this project. He will be overall

responsible for substation projects and act as deputy team leader (Substation
Engineer) under team leader. He should be a graduate in Electrical Engineering and
shall be fluent in English language for day to day communication. He must have
minimum 10 years experience in the relevant field out of which at least three (3)
years overseas experience as consultant engineer for substation project(s). The
expert shall have experience in design, specification, bid preparation, evaluation,
construction, supervision, testing and commissioning of 345kV or higher EHV AIS
substation. The consultant will conduct the tasks including but not limited to:
(i) Oversee and lead the assignment and the consultant team, and act as
the team's point of contact for substation with PGCB and ADB;
(ii) Prepare the scope, make necessary inputs and advice to the project
team and to PGCB to review project designs/drawings and testing
procedures and detail test reports ;
(iii) Participate in project technical meeting and progress meeting;
(iv) Contribute to capacity building of PGCB counterpart staff; and
(v) Perform other functions as may be assigned or delegated by Team
Leader from time to time during the time of assignment.

iv. Substation Engineer (international 17 person-months; national 26.5

person-months):

The international consultant should be a graduate in Electrical Engineering and shall

be fluent in English language for day to day communication. The expert shall have
experience in design, specification, construction, testing and commissioning of 345kV
or higher EHV substation. He must have minimum 10 years experience in the
relevant field out of which at least two (2) years overseas experience as consultant
engineer for the substation project. The national consultant should have similar
educational qualification and experience in specification, construction, supervision,
testing and commissioning of 132kV or higher EHV substation with 5 years of
experience as substation Engineer. The consultant will conduct the tasks including
but not limited to:

(i) Make necessary inputs and advice to the project team and to PGCB
on substation technical matters;
(ii) Prepare regular reports in accordance with ADB requirements; and
(iii) Contribute to capacity building of PGCB counterpart staff.

v. Geotechnical Engineer (national 2 person- months):

He should be a graduate in civil engineering and experienced in132 kV or or higher

EHV substation foundations and soil testing. The consultant will conduct the tasks
including but not limited to:

(i) Perform field sampling and measurements to assist in determination

of site soil conditions in conjunction with other team members;
(ii) Make necessary inputs and advice to the project team and to PGCB
on substation geotechnical matters; and

 (iii) Perform other functions as may be assigned or delegated by Team
Leader from time to time during the time of assignment.

vi. Civil Engineer (Substation) (international 10 person-months; national 25

person-months):

The international consultant will be in charge of Civil construction under this project for
Substation Part. He should be a graduate in Civil Engineering and shall be fluent in
English language for day to day communication. He must have minimum 10 years
experience in the relevant field out of which at least two (2) years overseas
experience as consultant engineer for substation project. He will have experience in
the design of foundations for substation structures for 345kV or higher. The national
consultant should have similar experience in specification, construction, supervision,
testing and commissioning of 132kV or higher EHV substation with 5 years of
experience as civil Engineer.

vii. Protection & Control Engineer (international 5 person-months; national

2 person -months):

The international consultant will be in charge of Electrical Protection & Control

installation under this project. He should be a graduate in Electrical Engineering and
shall be fluent in English language for day to day communication. And he must have
at least five (5) years‟ experience in the relevant field as a consultant engineer for the
substation project in domestic or overseas. The national consultant should have
similar experience of 5 years in substation projects. The Consultant will review the
the design/drawing of protection & control system and and also supervise the works
of those equipment during implementation stage.

viii. SCADA & Tele-Communication Engineer (international 2 person-

months; national 2 person-months):

The international consultant will act as Communication Consultant under this project.
He should be a graduate in Electrical/Electronics/Telecommunication Engineering
and shall be fluent in English language for day to day communication. And he must
have at least five (5) years experience in the relevant field as a consultant engineer
for the substation project in domestic or overseas. The national consultant should
have similar experience of 5 years in substation projects. The Consultant will review
the design/drawing of optical fiber based telecommunication and substation SCADA
system and also supervise the works of those equipment during implementation
stage.

D. Reporting requirements
The consultants will submit the following reports:

i) As part of the Consulting services, the Consultant has to submit

multiple copies of various periodic and one-time reports and
documents.

ii) The numbers of those reports/ documents shall at least be as follows;

a) Mid-Term supervision report: Five (5)
b) Comprehensive supervision report: Five (5)

 c) All other reports & documents: Five (5) per each
d) Preparation of quarterly progress report as per ADB format

iii) In addition to the above, the consultant upon request from PGCB,
shall provide reports and documents on other items, provided that the
subjects of those reports is covered by the scope of works of the
consultant

E. Assistance during Implementation of the Project

In addition to services described as the scope of works, the Consultant shall also
extend its support to PGCB in terms of providing written explanations, comments and
conclusions regarding the various technical issues and techno-commerical issues of
the project. Such assistance shall be extended from its head office only when
requested by PGCB in writing.

F. Services and Facilities to be provided by the Employer

PGCB will provide and make available to the Consultants, free of charge, the
following facilities, services, documents and information for carrying out the
consultancy services.

I. The consultant will rent two suitable office spaces at a reasonable location at
Dhaka and at the Project site. PGCB will reimburse the rent up to Tk1,00,000
per month for Dhaka Office and Tk 40,000 per month for Project Site office.
For all the equipment and furniture for office-use including Telephone, FAX,
Computer, etc. will be procured by Consultants under the project cost. The
consultant shall buy 1 (one) Brand New Progoti make Jeep (Sports model).
The Jeep shall be purchased in the name of PGCB and shall be handed over
to PGCB after completion of the Consulting Service. The Consultant shall
quote the reimbursable expense for the Jeeps (purchase), Driver‟s cost, fuel
cost, maintenance cost, insurance cost etc.

II. PGCB will assist the consultant in obtaining from the Bangladesh authorities
the necessary visas, permits, and similar clearances required for the
performance of the services. The consultant, however, remains responsible
for follow-up of the proper procedures.

G. Interface with and assistance from PGCB

The consultant will provide technical expert services to PGCB as described in the
scope of works. PGCB is undertaking the general project management of the works
including progress monitoring and issue of payment certificates.

The consultant will not require corresponding with the contractors. Consultant‟s
comments on the design submission will be presented in a manner that will facilitate
forwarding to the contractor. PGCB will supply such information, drawings and data
as required by the consultant to carry out its duty under the contract.
