NATIONAL OBJECTIVE PROGRAM FOR REPONSE TO


CLIMATE CHANGE OF VIETNAM GORVERNMENT
Potential impacts of climate change expresses change and extreme of sever
weather phenomena such as typhoon, tornado, flood, draught, cold, etc.
Consequence of climate change to Vietnam will be very serous (Vietnam is one
of five countries in the World to be impacted worst by climate change). It
impacts badly to Vietnam’s target of hunger elimination hunger and poverty
alleviation, and sustainable development. Red River Delta, Cuu Long Delta,
upland and coastal areas of Vietnam are impacted most seriously by climate
change and sea level rise.
Awareness of the serious impacts, the government is Implementing National
Objective Program for Response to Climate Change.
The Program Objectives
The Program have to Assess detail the impacts of climate change to fields,
branches, industries, locals in each phase, have to construct Feasible Action Plan
for effective response to climate change for short phases and long phases in
order to ensure sustainable development, have to take advantage of chances of
low CO2 development and have to join with international communities in trying
to reduce climate change, to protect the Earth’s Climate System.
Contents
1. To assess impacting level of climate change to fields, branches, industries,
locals in Vietnam with core duties that are to assess changing climate
intermediately, to construct scenario of climate change; including sea level rise,
extreme meteorological phenomena;
2. To define the solutions for response to climate change base on the results of
assessing climate change impacts and potential risks to fields, branches,
industries, locals, etc.
3. To build science and technology program on climate change in order to
provide scientific knowledge to build institution, policy and action plan for
response to climate change; to join international effective cooperation actions
for response to climate change; to research and implement to use energy
effectively; to develop clean energy technology; to enhance capacity of fields,
branches, industries, locals, etc. for response to climate change.
4. To enhance capacity for organize, institution, policy for response to climate
change. To review all recent policies and documents to make sure if they
interested in climate change assess. With policies and documents do not
interested in climate change, we must modify, supplement them to take climate
change into account. All economic – social development plans and strategies
have to take climate change into account. To improve and enhance action
effectiveness of management systems which are involved to climate change
from the Nation to each village.
5. To propagandize and educate to improve responsibilities to climate change for
the community; to intensive cooperation between ministries, branches, locals in
policy determine; to encourage all businesses and communities to join widely
for response to climate change. To strength training high quality staff to meet
the Program’s targets;
6. Base on assessing changing climate, impacts and risks following climate
change scenarios, defined solutions; ministries, branches and locals define their
action plans for response to climate change to implement the Program.
Construction of action plans have to implement step by step following solid
order to ensure quality and effectiveness.
7. The poor, who live in coastal areas of the central, suffer from typhoon,
tornado, whirlwind, draught, salt invasion, etc; who live on upland, suffer from
flood, flash flood, landslide, draught, etc. The poor are impacted by worst of all
by every change, including climate change but they can not support themselves
much. So the poor must have priority to get supports from government and non-
governmental organizations. The first, the supports help them to understand
what and how changing climate and how climate change will impact to their
health, produce, all activities. Second, the supports help them to look for a
means of subsistence to adapt themselves to new circumstance, they are
transferred new technologies then they can self-control in their life and can
reduce dependence and harmfulness causing by climate change.
In shortly, the context of climate change, the supports concentrate helping them
to get adaptation and with it and to strength their resistance to against the worst
impacts of climate changes.
