As the Golden Rule in Crime Scene Investigation,


“Do not touch, change, alter anything, until it has been
identified, measured and photographed”

The President of CIC Class 671-2019 and other officers, the visitors
and guests, VWsirs, Wsirs, Noble sirs, brethren, isa pong napakagandang
Gensan sa ating lahat.

It is indeed a great privilege for me to be with you in this Induction of


Officers for Cl 671-2019.

The recent report relative to the alleged suicide committed by an officer has again
confronted the manner by which, we, in the police service, act and react with bulk of the
day to day challenges. We need therefore to revisit how stress should be properly
addressed and managed. We should remember that life is beautiful in this beautiful world.
We should go, as placid as we could, amid the noise and haste, as indeed there is peace
in silence. We should remain, as far as practicable, to be in good terms with all persons
and speaking our truth clearly and distinctly. We need to listen carefully….

Rising crime has left people in our society into quandary and insecurity.
The rampant killings without any lead as to who the perpetrators are, placed
our people to great fear that someday police investigations will be likened to
a dream with no ending. Sometimes our people sees our police investigators
powerless, remote and distant, enabling them to deal with issues on how
criminalities be solved. As criminal activity becomes complex and
sophisticated nowadays, it is essential for law enforcers to strengthen their
skills and knowledge on efficient and effective investigation. It is through a
rigid and extensive knowledge on the intricacies of investigation by which
most crimes shall be solved and thus, justice shall be served. It may not be
as pro-active as it may be but with the prompt administration of justice,
criminals including the would be criminals are warned that they will be dealt
by the long arm of law.

As the old saying goes “Ang pulis daw ay matulis”. Accordingly, sa atin
bang imbestigasyon, tayo ba ay matulis? o baka naman nanunulis. To better
serve the ends of justice let me remind everyone that criminal investigations
play a vital role so that police investigators must do their job and do it right.

Police Investigators should not forget the three I’s of investigation.

First, INSPECTION. When we inspect we have to consider every


aspect of the crime being investigated. Do not cut corners. If it is a square
then all four corners should be given an equal attention. Bawal po mag short
cut.
Second, INTERVIEW. When you interview make sure that you deal
your questions with clarity to have also a clear answer so that when you
deduced it into writing, there is SVA or subject verb agreement. Same Like,
how to make a correct sentence? Huwag ikama kung may period…dahil mali
po kung may comma na, may period pa. Then, kailan dapat gamitin ang
comma? Sagot: pag walang period. (heheheh)

Third, INSTRUMENTATION. I understand that sometimes our brain is


pre-occupied with other things that is why it is hard for us to memorize or
vividly recall what we saw or observed.

photographs or measurements that would serve as our guide to analyze things and make
our conclusions not merely to memorize everything.

There is a story of one police investigator who confided to his wife telling…

gasakit na jud ako ulo…mora ug mabuak na…the wife replied… Maayo pa gani ka kay
tungod sa mga imbestigasyon nga gasulod sa imo ulo, mora na ug mabuak imo ulo…
ako intawon, ako buak mora ug wala nay ulo nga gasulod…

My friends, the 3 “I”s are not however enough. Do not forget that you
cannot be a good investigator kung walang CHICKS. Dapat po may CHICKS
otherwise something may be lacking..

Lahat ba dito may CHICKS na?............

Character, Humility, Integrity, Courage, Knowledge and Sincerity…

Commitment to the Police Service.

Why we need to intensify our police investigation? Because police


investigation is the key towards a successful prosecution. The prosecution
of cases is determinative upon good and accurate investigation. If we miss
to intensify and deepen our investigation process and procedure, surely the
case will be later on dismissed and the ends of justice will not be served.
Our police investigation procedure should not be a matter of compliance but
a tool to seek the truth and nothing but the whole truth to aid the court in the
dispensation of justice.
Usahay atong mga imbestigator pag mutestify sa korte mag kurog kurog murag
katong dalaga na 17 years old gipapili kung hain siya sa iya ba boyfriend o sa iya parents
ang dalaga misulti nga kung sa iya parents magkurog kurog lang siya pag kasab-an siya
pero sa iya boyfriend maskin udto magkurog kurog siya mao didto lang siya sa iya
boyfriend. Ngano magkurog kurog man mo sa korte nga dili man na ninyo girlfriend o
boyfriend……

When investigators appear in court, FIRST, don’t forget the “tamang


bihis” kay ang korte dili na mall. SECOND, be knowledgeable. Meaning when
you come to court you come ready, which means that you know the case
you are testifying. THIRD, answer with confidence. Since you are ready and
you know your case, whatever the questions that will be raised, you can
answer it with confidence.

Though police investigators are not perfect but let these imperfections
be the greatest weapon to combat crimes. As investigators, we must be the
ambassadors of truth, justice and peace. And as such, let us not be gods of
gold and neither be an instrument of injustice. We should not allow our
character and integrity to be within the commerce of men otherwise our
country shall be reduced into a republic of gangsters where laws are
trampled with impunity.

A brilliant quote of Napoleon says, “the world suffers a lot not because
of the violence of bad people but because of the silence of the good people.”
As investigators, let the quest for truth be a guiding light to achieve justice.

Finally, as police investigators, you are like lighted candles. The darker
the night the brighter they shine. They do not make noise about their
brightness nor loss their brightness by sharing it with others. Let nothing
overwhelm your light. Keep burning and inspiring others.
