Sealed percentage rate tenders are invited for the “Work of Complete Overhauling of Boiler Pressure
part for Unit 1 to 4; Air Preheater & Coal Burner for Boiler Unit 1 to 3 [ 2 x 70 MW & 2 x 75 MW] at
KLTPS during AOH / COH”

• BID QUALIFICATION / CONDITIONS:

For technical bid, the following documents are to be submitted by the tenderers.

1. Copy of past order executed in last Three years having single order value more then 30 Lacks for
similar type of work i.e. Complete O/H of 70/75/120/210 MW & above for boiler pressure parts and
APH at GEB / GSECL / NTPC / other electricity board / electricity company. Also, bidders have to
submit the copy of past order executed for erection & dismantling of cup lock scaffolding with time of
erection & dismantling of cup lock scaffolding.
2. Bank solvency certificate about 20% of the estimated value of any Nationalized Bank.
3. Assurance for “Unconditional tender” super scribe on envelope of technical bid itself.
4. List of tools & tackles and technical personnel.
5. Copy of group insurance of all contractor labour duly engaged through out the contract period.
6. Copy of PF code number, necessary documentary proof is to be attached along with technical bid.
7. Copy of contract labour license from the appropriate authorities duly obtained and renewed for the
entire contract period.
8. Copy of registration with GSECL of suitable class
9. D.D. for EMD and Tender Fee in favor of GSECL. Without Payment of EMD and Tender Fee, the offer
will be rejected.
10. Party has to submit copies of I.T. No. & PAN No.
11. Balance sheet of A/C for last three years duly audited by C. A.
12. Validity for the offer must be for minimum 180 days from the tender opening of technical bid.
13. Party shall have to submit copy of Service Tax Registration along with technical bid.
14. IBR registration of contractor with Director of Boiler Gujarat under special category valid up to contract
period.
15. IBR approved welder’s certificate having tested carbon steel & alloy steel tube in horizontal and
vertical position, duly renewed and duly endorsed by DOB, Gujarat, if IBR certificate is issued by DOB
of other states. Good qualify Fitters for boilers; boiler fabricators are to be engaged.
16. Above Technical bid documents are to be submitted at once. Late submission of documents after
opening of tender will not be accepted, unless asked by the GSECL.

INSTRUCTIONS TO BIDDER:

1. GSECL reserves right to split the contract.


2. Chief Engineer (Gen), KLTPS reserves right either to accept or reject any or all tenders without
assigning any reasons.
3. Mobilization should be done within 4 days from intimation to meet outage schedule as decided and
planned by GSECL.
4. Price bids of technically accepted tenders only shall be opened in the presence of technically
Qualified bidder after giving due intimation to them.
5. Subletting of ordered work is not permitted.
6. Party shall have to attend daily meeting invariably to review the progress and to receive
communication.
7. Party shall have to submit daily progress report in prescribe format.
8. Bidders must have sufficient numbers of qualified and experienced Engineers/Supervisors and team
of 125-150 persons on their roll as well as at work site to complete the work in scheduled time.
9. Some of the works are covered under IBR. All formalities related permission of work to be carried out
and approval of work carried out including hydro test of BOILER from DOB; Gujarat is in the
contractor’s scope. Corporation will pay necessary fees and provide documents required for approval.
Contractor shall have to complete rest of the formalities to take work permit from DOB, Gujarat before
starting the work and submit all necessary documents of work completion and finalized the hydro test
with DOB, Gujarat.

SECTION-I

SPECIAL TERMS AND CONDITIONS

1. DOCUMENTS:- Party shall have to attach copies of work orders of identical IBR works of boiler furnace
pressure parts/LTSH/Eco executed in any TPS of State Electricity Board /Corporation / Company / NTPC /
IPP along with satisfactory work completion certificate of the work carried out during last 03 years.

2. SCOPE OF WORK: The scope of work shall be as detailed in section-III of the tender specifications. The
details of work mentioned there in are only guide lines. The actual work to be done will be specified by the
Engineer-in-charge of the work after opening the equipment and shall have to be done to his entire
satisfaction. All such jobs, which are connected works but are not specified in the scope of work, are deemed
to be included in the scope of work.

3. SCOPE OF SUPPLY: The detail of scope of the supply by the GSECL and by the contractor has been given
in section II of the tender specification. Anything not mentioned therein shall be treated in the scope of
the contractor.

4. QUANTITY OF WORK: The estimated quantity of work given in schedule ‘B’ is purely based on
assumptions. Any of the items may be deleted completely or quantity may vary on either side depending
upon the condition of the boiler and availability of item and spares but in any case at GSECL’s discretion.

5. SCHEDULE OF RATES: The bidders are required to quote their rates as per the schedule given in schedule
‘B’ of the specification. Contractor should quote overall rates on plus or minus percentage basis. The overall
lowest bidder will be considered.

6. DELETION/WITHDRAWAL OF WORK :

(i) Item which may be felt necessary to be taken up departmentally or through other agency will be deleted at
any stage during overhaul without any liabilities on GSECL side.
(ii) If progress & quality of works is not found satisfactory, or work gets delayed for re-commissioning of boiler
due to insufficient sources, then GSECL reserves the right to withdraw items not completed from the
contractor’s scope and will award the balance work to some other agency or may take up departmentally at
their risk and cost of the contractor. The amount of balance work or the expenditure incurred for carrying out
of balance work, whichever is higher, will be recovered from the contractor’s bill as per GSECL rules.

7. VARIATION IN QUANTITY: Party will be paid for minimum 300 Joints per boiler of item No. 10; if minimum
quantity of 300 Joints per boiler is not offered. If offered quantity of joints is more than 300 joints, then the
payment will be done at the rate of per Joint per boiler for the not offered quantity.

8. FACILITIES FROM GSECL :

(A) The following facilities will be provided by GSECL free of cost :


i) Work shop facility for machining/modification work only.
ii) Air, water and electricity supply will be given free of cost.
iii) Open space plot area for storing the spares and site office purpose.

(B) The following facilities will be provided by GSECL on chargeable basis.


i) Limited unfurnished housing accommodation, if available.
ii) Mobile crane and truck, if available.
iii) Open plot area with water and minimum required facilities for residential purpose of contractor’s
labours.

(C) Special T&P provided by manufacturer of the plant, if available, shall be provided free of cost. The contractor
shall be responsible for the safe and proper use of the same. Cost of T&P loaned to contractor will be
recovered in case of lost/damages to the same.

However, if these facilities are not available or could not be provided by the GSECL, no excuse shall be
given by the contractor for delays/poor workmanship. The contractor is solely responsible for arranging these
resources from his end.
9. TRANSPORT OF MATERIALS: All required materials shall be collected from the stores/site stores and
brought to site in own transport by the contractor.

10. CLEANLINESS: The contractor shall be responsible for day to day work areas clean. No separate payment
will be made for keeping the work area clean. However, an additional penalty as decided by competent
authority will be levied, if the contractor fails to keep the work area clean and at least three warnings will be
issued by the Engineer in charge in this regard.

11. SAFETY APPLIANCES: All necessary safety appliances, such as safety shoes, gum boots, helmets,
welder’s aprons, hand gloves, goggles etc. shall be made available to the staff/workers as and when
required, by the contractor. The contractor and his staff shall not be allowed to work on site wearing chapels,
loose sandals. Contractors should have to make arrangement to utilize 24V supply for lighting purposes,
including 24 V Transformer by contractor himself All safety measures shown elsewhere in this contract as
well as factory rules, shall have to be observed strictly by contractors and penalty will be imposed for
violation of such rules as & when pointed out by SAFETY OFFICER. Penalty will be deducted from your
Running RA Bill; amount of penalty will be decided by 'Competent Authority' and conveyed to you.

12. MOBILIZATION PERIOD: 04 Day Time shall be allowed from the date of receipt of telephonic/fax
order/letter/E-mail for mobilization of contractor’s men, T&P etc. commencement date for starting the work
will be reckoned accordingly or from the date contractor is permitted to start the work.

13. COMPLETION PERIOD: The period for completion of overhaul of unit shall be 18/25 days in AOH/COH
excluding the mobilization period of 04 days. All the necessary work items of schedule `B' are to be
completed within 18/25 days during AOH/COH of Boiler unit as directed by EIC. Party has to carry out the
work as per time limit mentioned in SOW other than AOH/COH of the unit.

The time limit of the work is 11 months. However GSECL can extend contract for further 06 months after
expiry of validity with the same rate, terms & conditions if savings is found.

(A) SCHEDULE: Time is the essence of the contract. The contractor should ensure completion of each activity,
but the total work has to be completed within specified time period as per the pert / bar chart. Contractor has
to submit bar / PERT chart before execution of work.

14. PENALTY: Work as per schedule ‘B’ is to be completed as stipulated in clause 13, failing which penalty @
0.5% (half percent) of the contract value per week will be recovered limited to 10% of order value.
[A] The high pressure joints which are released up 10.00 hrs on particular day (New joints as well as repair
joints) plus unattended balance HP joints of previous day will be considered as PENDING HP JOINTS for
that day. Contractor has to attend minimum 70 joints per day and offer same for radiography before 24:00
Hrs of same day. If contractor fails to attend and offer minimum of PENDING HP joints or 70 HP joints,
penalty of Rs. 150.00 (Rs. One hundred Fifty only) per pending HP joints for that particular day will be
recovered from the bill of contractor.

NOTE:-New joints and repair joints of PENDING HP JOINTS as above will be released depending upon site
condition / pressure part survey report.

15. PERFORMANCE GUARANTEE: The contractor shall offer workmanship guarantee for a period of three
[03] month from the date of commissioning of unit towards poor workmanship and to ensure that no spurious
material is used. If any defect found within 03 (Three) Months contractor has to attend the same without any
extra charges, failing to which, appropriate amount i.e 1% of Order value will be with held for further period
till the defect is attended. If the same is not attended within stipulated time period, GSECL will attend the
same and necessary amount will be deducted as decided by Competent Authority.

16. In case of any boiler, Eco, S/H, water wall etc., Tube joint failure occurred within guarantee period, recovery
will be made at a rate of Rs.500/- per hour down time of unit. Down time will be considered from stoppage of
unit to synchronization of unit.

17. SUBMISSION OF BOND AND AGREEMENT : The contractor shall execute an agreement as well as
indemnity bond within seven days from the date of receipt of order on non-judicial stamp paper of Rs. 50/-
and Rs. 100/- respectively. The agreement will have to be executed in prescribed format of GSECL.

18. PAYMENT TERMS FOR EACH BOILER FOR O/H :


(A) Progressive payments will be released as per GSECL’s terms of payment on raising RA bills for respective
units. Final bill may be raised after completion of works of respective boiler of units.

(B) In the schedule where rates have been asked on lump sum basis, it is assumed that the work shall be done
in full (100% of the scope of work). If the work actually executed is less than 100%, proportional payment
shall be made after joint inspection for the work actually executed. Also for similar nature of work if
awarded/ordered, if required as per site requirement, the contractor has to execute the job as per instruction
of the Engineer-in charge.

[C] PAYMENT TOWARDS EXTRA ITEMS: If any extra work not covered in the scope if required to be
executed, contractor shall be permitted to carry out the same, for which payment will be released on man-
hour basis, including supervision and consumables for the number of labourers employed. The rate quoted
shall be firm and as per actual work done will only be entertained.

19. SUPPLY ITEMS: For items which are included in this contract, the contractor has to get approved the
quality of the same from Engineer in charge, particularly for welding electrodes. Contractor has to estimate
the quantity required and has to get checked the same by GSECL at the time of application.

20. INCOME TAX: Income tax will be recovered as per GSECL’s rules.

21. Over run charges are not payable in any case.

22. Bidder is required to submit detailed pert/bar chart for the works covered under this tender specification.

23. LIST OF T&P TECHNICAL PERSONNEL :


(A) A list of technical personnel, who will supervise the various overhauling works, should be enclosed along
with the tender documents. The list of T&P items with valid fitness certificate from authorized agency shall
also be enclosed with the tender documents. The engineer in charge will verify the list of technical persons
and T&P before starting the work at site. Also for day and night work separate supervisors for each zone
work i.e. for boiler pressure part work three supervisors required for each day & night work.

(B) ELECTRICAL INSTALLATIONS: Successful contractor will be required to produce the supervisor test
certificate for electrical installations, welding machines and other equipments from class ‘A’ electrical
contractor before the units goes to shutdown. Electricity will not be provided without above and for all delays,
the contractor will be responsible.

24. ENGAGEMENT OF SUB CONTRACTOR : The contractor shall be required to submit to the Corporation,
complete details of sub-contractors, if any, engaged by him before starting sub-contractor’s work
accompanied with photocopies of valid labour license, labour insurance certificate and list of workers, safety
appliances etc.

25. WORKFORCE: In order to complete the work in time, it is desired that bidder shall provide adequate
unskilled and skilled workers, supervisors and engineers for round the clock work.

26. WORKMANSHIP: During commissioning, all the defects observed shall be attended on top priority without
any charge by the contractor. The contractor must ensure that any major defects attributed for bad
workmanship during guarantee period shall be attended free of all charges to the entire satisfaction of
Engineer-in-charge. The contractor has to depute sufficient number of Engineer and supervisors along with
skilled workers till 50% to 60% loading of the unit to attend the defects, if any, observed during
commissioning work and initial loading of the unit.

27. VISIT TO WORK SITE: The bidders are free to assess the scope of work by actual visit to work site, if
desired.

28. SITE OFFICE / SITE STORES: The GSECL shall make all efforts to provide temporary space for
site/stores/office within the power house premises for the contractor. However, delay in completion of work
on this account can not be considered for completion of work extension in the time schedule.

29. ENGINEER-IN-CHARGE :
(A) Defects observed after opening/dismantling the equipment shall be intimated by the contractor in writing to
Engineer-in charge.
(B) Spares required by the contractor for carrying out the work shall be requisitioned four days in advance and
collecting of the same has to be arranged from GSECL’s main stores/site stores.

30. DISPUTES: In case of any dispute, the decision of the Chief Engineer, KLTPS, will be final and binding on
the contractor.

31. GSECL’S RIGHT TO ACCEPT DOCUMENTS: The GSECL reserves the right to award full items or part
thereof or reject any item of all the items of the tender without assigning any reason thereof, which is
considered advantageous to the corporation.
32. (A) No sales tax will be paid for this work.
(B) All the works shall be carried out as per the instruction of GSECL Engineer or his representative.
GSECL Engineer’s decision regarding the correctness of the work and method of working shall be
final and binding on the contractor.
33. The contractor has to co-ordinate and co-operate with their working agencies, so as to get the work done in
prescribed time limit.
34. Contractor shall have to submit daily progress report to Engineer-in-charge. Also, different readings,
clearances, are to be booked jointly in prescribed sheet and submitted to Engineer-in-charge. Failing to
which Rs. 1000/- per day will be deducted from bill without assigning any reason.
35. Contractor shall arrange to remove day to day scrap materials from site and deposit in GSECL’s main stores
as per instruction of Engineer-in-charge. The site must have to be kept cleared before
starting/commissioning of equipment/ unit, otherwise appropriate value/amount of expenditure actually
incurred for removal of scrap by other agency, will be deducted from the party’s bill without assigning any
reason in the event of non removal of scrap. contractor shall have to submit the material account in triplicate
along with bill.
36. In case of overhauling of more than one unit in parallel, contractor shall keep sufficient man power to
complete the work as per stipulated time.
37. All works related to CIB, Gujarat is in contractor’s scope, including the seeking of all types of approval &
submission of IBR related documents to CIB.
38. Contractor shall have to take work permit from C.I.B. (Boiler Inspector) before starting the work. And also he
shall have to submit; all required documents of work completion & finalized the hydro test with C.I.B.
39. OH & S Management system requirement:
It is to be noted that GSECL, KLTPS is establishing and implementing Occupational Health & Safety
Management System complying with OHSAS 18001:2007
You as a part of the GSECL KLTPS team and as defined by the scope of mentioned standard, All
contractors are required to comply with and participate to prevent the occupational health and safety hazards
and risks including observation of safety rules. Further you are also to comply with all applicable legal
requirements while executing the work, in case the job is assigned to you.

SECTION – II

SCHEDULE – ‘A’

(A) SCOPE OF SUPPLY BY GSECL:


The following items shall be supplied by GSECL free of cost for use on the boiler.

1. All spare parts, refractory, insulation etc. required to complete the work. However, the contractor shall submit
the requisition four days in advance.
2. MS Plates, Steel Materials, Insulation sheet, LRB mattresses, All lubricants and grease, holdtite, Packing
ropes, lubricant spray, pen oil, cut rods, hard facing welding electrodes etc.,
3. Work shop facility will be made available free of cost specially for such kind of special job i.e., lignite coal
compartment assly etc.,
4. Power for lighting and welding sets etc. at convenient two / three points, water and air at one or two points
free of cost. Necessary extension from released supply, air and water points are to be done by contractor
without any extra cost.

(B) SCOPE OF SUPPLY BY THE CONTRACTOR :


It will be the responsibility of the contractor to supply the following items, for which no additional payment
over and above the quoted rates, will be made to him on account of these items; however such items not
belongs to listed items below; are in the scope of contractor.

1. All consumables like cotton waste, cloth, kerosene, diesel, petrol, rustolene, cutting gas, argon gas etc.
2. All consumables items required for effective cleaning of boiler equipments [fire hoses and nozzles], spares,
heating surfaces, such as soft wire brushes, jute ropes, gunny bags, ordinary cleaning brushes, brooms,
water and air hoses and fittings.
3. Lighting accessories such as switch board, 24 V welding Transformer, lighting cables, bulbs etc. to be
arranged by party.
4. All materials for erecting scaffolding, including scaffolding piping clamps, wooden planks, and special type of
cup lock scaffolding etc.
5. All normal T&P like welding sets, grinders, safety belts and PPE, hand tools, motor operated winch, EOT
crane, pulleys, pulling and lifting machines, cutting and brazing torches, safety appliances, Tig welding
equipment with consumables like oxygen and DA etc.
6. All general purpose electrodes, special electrodes for different metals and HP joints, IBR Approved Welding
electrodes such as E-6018, E-7018-1, E-8018 & E-9018 and same is to be verified by Engineer in Charge.
7. Works pertaining to pressure parts rectification / repairs, samples piece removal with reference to RLA / Acid
cleaning / MET. Department reports are to be carried out as per instructions of Engineer in charge of GSECL
without any extra cost.
8. All the measuring instruments, like precision level with 0.02mm. Least count, micrometer, vernier, Aluminum
channel, finger tab, lifting and pulling machine, Buffing machine, jack, sling, D-shackle, minimum three [03]
Nos. of ‘D’ meter required for measuring tube/bend thickness etc.
9. Service tax at the rate prevalent during the period of execution will be reimbursed on production of certified
copy of registration number and certified copy of paid challan for payment of service tax from time to time.
10. Contractor has to fulfill all the statutory requirements as per existing/modified act in consultation with
IRO/LWO with all legal aspects without any extra commercial implications in their quoted rates.
11. In case of planning made for overhauling of more than one unit in parallel period, Contractor should keep /
arrange sufficient manpower to complete the work in stipulated time for synchronizing the unit back.
12. All other items not listed but required to carry out and complete this work.

SECTION – III

SCOPE OF WORK

• The overhauling of Boiler means the activity to be planned before shutdown of boiler. All the activities are to
be planned in such a way that to cope-up the work in time. The actual work to be carried out will be specified
by Engineer-In-Charge (EIC) after opening the equipments and shall have to be done to the entire
satisfaction of EIC. All such jobs, which are connected but are not specified in the scope of work, are
deemed to be carried out in the same rates.

• Contractor have to plan the activity before shutdown of boiler for cleaning, refractory lining and tube
thickness survey work of boiler etc. and to carry out activities / works during shutdown period as per detailed
scope given hereunder with pre-arrangement in advance to cope up the work in time. The party has to work
as directed by Engineer in charge to reduce maintenance and to improve efficiency in the interest of the plant
as per specifications as listed below.

A Cup-lock scaffolding and Boiler Cleaning:

ERECTION, COMMISSIONING & DISMANTLING OF CUPLOCK SCAFFOLDING [Sr. No. 1]:


1. Supply of cup lock scaffolding materials and erection of the same in boiler furnace up to 42.0 Mtr.
Elevation all around four corner of water walls with providing of safety nets (at two to three elevation) and
staircase with suitable working platforms upto entire height of boiler furnace.
2. Supply of cup lock scaffolding materials and erection of the same in boiler second pass all around the
Eco. Inlet header covering the complete opening of second pass to Eco hopper by providing suitable
working platforms with staircase.
3. To and fro transportation is in the scope of work without any extra cost.
4. Time limit for erection is strictly 72 hours after the clearance given by EIC and Time limit for dismantling
of the same is 48 hours after the clearance given by EIC.
5. These facilities shall be shared with other working agencies without any disputes.
6. Penalty will be imposed in case of delay in erection or dismantling work of cup lock scaffolding system as
per (1) & (2) at a rate of Rs. 50000/- per day in either case.

Ash removal and cleaning of complete boiler by HP water jetting [Sr. No. 2]:

The cleaning of boiler consists and includes the complete and thoroughly cleaning of Ist pass, IInd
pass, pent house, cathouse, doghouse, deck slab roof area above pent house etc. from inside of boiler from
54 Mtr. Elevation to 0 Mtr. Elevation to the entire satisfaction of Engineer in Charge and Boiler Inspection
Authority of Government as per scope of work as follows:

The scope of work consists and includes opening / closing all doors / manholes required for
approach and thoroughly cleaning of pressure parts of complete boiler, goose neck portion of furnace, toggle
section, pent house, boiler top, platen SH coils, LTSH coils, economizer coils and APH and ash below
insulation of pent house tubes and headers as per requirement and instruction of Engineer in charge. All
pressure parts heating surfaces of boiler including goose neck portion of furnace, pent house’s headers and
tubes, platen SH hanging coils, final SH coils, LTSH coils, economizer coils , FBHE –SH, FBHE-EV should
be cleaned completely and thoroughly by wire brushing & scrapping so as to make them completely free
from any dust, clinkers, ash deposition, rusting etc. to make / expose to the bright surfaces and also getting it
annually inspected by statutory authority as per IBR. No ash should remain inside the boiler. Cleaning /
removal of fly ash, coal dust, scraps etc. should be carried out in such a way that it should not spread out on
and over the floor.

Complete cleaning of furnace first pass water wall from bottom nose bend to first pass roof including
Extended water wall, Platen SH coils, burner transition tubes of all corners, goose neck area by high
pressure water Jet cleaning m/c. Jet machine should be of minimum 160 bar & 50-70 lit / min. capacity with
twin jet capability & hand operated nozzle. It should be equipped with all necessary accessories & should
have sufficient hose length to reach up to first pass roof ceiling in Boiler units with sufficient Group of trained
manpower working in a three shift of 8 hours each. Except this one high Pressure jet machine should be in
stand by for any emergency or fault developed in any other machine. Cleaning work will be done round the
clock. If furnace completely not cleaned through out height by high pressure water jetting, then manually
scrapping is to be carried out for complete cleaning of boiler furnace as per instruction of EIC.

After cleaning / water jetting of Ist pass, all the ash and slurry collected in the bottom area of boiler,
its surroundings area and the ‘0’ meter floors below boiler are to be removed and cleaned completely. The
debris, clinkers, dust, ash etc. removed from APH hopper, Eco hopper and its surroundings area and ‘0’
meter floor shall be disposed off as per instruction failure to do so, the same should be got done at risk and
cost of contractor. Also Sludge collected is to be dumped to suitable place as per instruction of site engineer.

Ash removal and cleaning of IInd pass, pent house & pent house roof, mini pent house[Dog house],
and Z panel above Ring header [Cat house]:
a) Cleaning the area as listed above, collecting the ash and filling the gunny bags.
b) All tubes, headers, cover plate; floors etc in side the pent House, dog house, cat house are to be cleaned
by Sweeping, brushing etc.
c) Ash filled gunny bags are to be brought to ground level and disposed off out side the GSECL premises at
a place shown by Engineer-In-Charge.
d) The work also includes cleaning of ash from Toggle Section, duct up to ESP inlet.
e) The ash collected on girders, supports pipe line of Boiler from 0.0 Mtr to 56.0 Mtr is to be cleaned and is
covered under this scope.
f) The work also includes opening of all manholes, doors, Pip holes and closing of it with proper packing
rope. So as to ensure zero leakage or in grace of air.
g) Cleaning of final super heater, LTSH, economizer, APH hopper, Eco hopper, GR fan ducts, Furnace and
second pass roof is included in the scope.
h) The tube heating surfaces are to be cleaned externally with manual scraping and wire brush so as to
avoid damage to the pressure parts.
i) Ash / ash slurry accumulated from APH outlet up to ESP inlet duct & ESP Outlet duct to Chimney
including chimney godown is to be Removed & disposed off out side GSECL premises.

B OVERHAULING OF HRSB & LRSB IN UNIT 4 [Sr. No. 3]:

1. Overhauling / servicing / repairing of all wall blowers & long retractable soot blowers [LRSB] including
complete cleaning & removing of all the rust / dust / ash / oil / grease particles etc. then checking &
attending jamming problem of its rack pinion mechanism, Rotary drive mechanism, drive chains, lances,
lubrication etc.
2. Servicing and overhauling of puppet valves for steam inlet to blowers including lapping of puppet valves
seat and replacement of flange joints etc.
3. After completion of OH / repairing of all HRSB & LRSB, trial run of all blowers will be carried out in
presence of Electrical maintenance Department for smooth operation. If any trouble / fault / jamming is
found after 1 [one] month from boiler lit-up & operation of HRSB & LRSB then party has to attend the
same on priority basis without claiming any extra charges, otherwise quantity of faulty / problematic
blowers will not be counted in bill payment, and if. 10% quantity of blowers will be faulty / problematic
within 01 month then 10% amount of O/H of HRSB & LRSB will be deducted from bill payment.
4. Party has to provide all covers & guards on each blower after completion of work.
5. REPAIRING/REPLACEMENT OF WSB/HRSB/LRSB SLEEVES [Sr. No. 4]:-Repairing / replacement /
modification of wall blowers /HRSB / LRSB sleeves as per requirements. Work also includes breaking of
refractory for replacing damaged sleeves & refilling the refractory therein.

C Tube Thickness Measurement [Sr. No. 5 to 8]:-

This is a job work for preparation of thickness survey as per BHEL / GSECL Engineer instruction of
boiler tubes inside the boiler at various places. The scope of work consists and includes preparation of tube
surface for measurement of thickness by cleaning, polishing by emery paper & buffing machine, grease
application, providing trained personnel for taking readings, degreasing the same surface, preparation of
scaffolding / approach wherever required for measurement of thickness on the tube bends, straight pipe of
water wall, platen SH, LTSH, economizer, steam cooled wall, FBHE-SH, FBHE-EV etc. and any where inside
the Ist pass and IInd pass or boiler and Identifications of eroded, damaged, overheated and reduce wall
thickness tubes and marking same with marker pen or paint and re-measurement of such Location in
presence of GSECL Engineer if required. Each location consists of above 1.0 Mtr. approximate length where
minimum three points are to be checked as per instruction of EIC. Thickness measuring instrument of
standard make [MODSONIC] along with grease and oil will be supplied by the Contractor and the readings
will be taken by GSECL representative with the help of supervisors / staff of contractor. The work of tube
thickness survey is to be carried out as per instruction of Engineer-in-charge only and it should be got check
by Engineer-in-charge before proceeding for next stage.

Arrangement of Full length Scaffolding [Sr. No. 9]:-


The material required for above job is to be shifted at exact location by party. If lift or sky climber is working
then, the services of the same will be made available to the party, but they can not claim any right for the
same. Any special jugars or fixture to be made for some specific job then it must be done by the party
without any extra cost. If anything unconventional is introduced by the party for any job then the same must
be inspected & approved by the E.I.C.

D Repairing / Replacement of damaged / eroded Boiler Tubes [Sr. No. 10]:

1. Removal of insulation, cutting of fins, attachments i.e., seal cover of wall soot blowers, refractory, and
support channels etc as applicable. Removal of Al, G.I cladding sheet, insulation mattresses from
various locations on boiler as per requirement to carry out the work. The removed insulation and
cladding are to be dumped at a place shown by EIC.
2. Replacement of bends, tubes found defective in the area.
3. Preparation of ends for H.P. joints by grinding / machining.
4. Welding of H.P. joints of boiler pressure parts. Root run by TIG argon welding and subsequently manual
arc welding process using suitable IBR approved electrodes and stress relieving wherever applicable as
per IBR norms are to be carried out.
5. Radiography & stress relieving of high-pressure joints to be done as per IBR requirement should be
carried out in the contract rates only by the contractor.
6. Repairing of defective joints noticed / failed (unsatisfactory) in radiography and / or hydro testing by
grinding removing and re-welding of defective joints till such H.P joints are made O.K. without any extra
cost.
7. The radiography film along with its report is to be submitted to EIC.
8. Contractor has to take all precautions to avoid radiation to avoid human working in surrounding area.
9. H.P. joints are to be welded by HP welder having valid certificate to carry out the work and approved by
CIB Gujarat.
10. After completion of work related to pressure parts and getting approval of from CIB Gujarat, Hydro test of
boiler as per requirement.
11. All the defects / tube leakages for the work carried out by the party noticed during hydro test are to be
attended without any extra cost.
12. The final hydro test to be offered of boiler as per requirement to Boiler Inspector for witnessing the same
is in the scope of party.
13. Necessary inlet outlet connections with high-pressure pump are in the scope of contractor who has to
arrange to operate H.P.P.
14. All formalities as per IBR right from work permission till completion of Hydro test to be followed up and
co-ordinate with IBR authority is necessary in time so that to avoid any time delay and dispute.
Contractor is responsible for all the works involved up to the final clearance from IBR authority.
15. Re-welding of fins, refractory casting, skin plate welding etc. removed to facilitate this work has to be
done with IBR approved welding electrodes only.
16. If GSECL arrange the high-pressure pump for hydro test, contractor has to arrange shifting of it in side
the KLTPS premises, to the location and arranging for inlet outlet connections etc. If the contractor is
required to arrange high-pressure pump for hydro test, than contractor has to arrange its transportation,
shifting, inlet outlet connection and returning back after completion work.
17. Fin welding of water wall tubes , furnace corner, wind box, all burners, scw walls etc.[ Sr. No. 11]
are to be carried out after satisfactory completion of hydro test by approved welding electrode E- 6013 in
such a way so that no flue gas leakage/ no flame observed from outside. Wear bar welding on water wall
at Z- panel at 7.0 Mtr. Elevations are also in the scope of work. [Additional fins required to repair]
18. Fabrication of Pressure Part bends (Up to 76.5 mm diameter)[ Sr. No. 12]:-
a) Cutting straight tubes by hacksaw / grinding wheel/cutting machine.
b) Bend should be made by cold rolled process.
c) Bend profile should match the existing bend profile completely.
d) Bends should be fabricated by GSECL approved agencies only, if fabricated out side TPS.
e) All government levies and other formalities are in contractor’s scope.
f) Fabricated bends should satisfy IBR standard and to be get approved by the IBR Authority, which is
in scope of contractor.
g) Material will be supplied free of cost by GSECL.

E Repositioning / Alignment of New / Old Coils [Sr. No. 13]:-

All the coils of Economiser and LTSH zone / SH zone / Platen Coils etc. are to be checked for their
alignment. If found misaligned, it should be aligned thoroughly by replacement of spool piece / straightening /
providing new vibration scrubbers etc., If spool piece provided, 100% radiography is to be carried out. In
case of spool piece replacement, weld joint payment will be given as per schedule ‘B’.

F FIXING OF PROTECTIVE SLEEVE AND CASSETTE BAFFLES [Sr. No. 14 to 16]:


1. Removal of old eroded SS / CS sleeves if any and fixing / fitting of sleeves in two halves on entire length
of coils tubes, also all damaged / distorted cassette baffles of LTSH / ECO front / rear ends after cutting,
fixing clamps by pulling up the cassette baffles manually or by lifted tools if required.
2. Fixing and welding of ready made SS / CS protective sleeves on tubes and bends of LTSH / ECO coils in
situ conditions by clamps welding to form tight fitting as per EIC instructions.
3. V cuts on both sides of long cassette baffles to encounter thermal expansion as per requirement by
gauging / grinding SS plates at equal places on both sides.
4. The fixing of clamps / sleeves should be done by attached / certified welder & also as per instruction of
EIC.
5. Installation / fixing of repaired / rectified cassette baffles & clamping its sides by providing of clamps with
LTSH tube.
6. Installation / fixing of new cassette baffles & clamping/sleeves as required it in position by providing of
clamps with LTSH / ECO tubes.
7. Minor repairing by cutting, welding, bending of ready made sleeve is to be carried out as per
requirements.
8. Fabrication of necessary clamps if required for fixing of sleeves is to be done by the party.
9. Each sleeve is to be provided with four clamps with proper welding as directed by EIC.
10. Any other work if required related to this work then party has to carry out without claiming extra charges.

G OVERHAULING OF DRUM INTERNALS [Sr. No. 17 to 20]:-

1. Opening of drum manholes, dismantling of fasteners, clamps, eyebolts, etc. of drum internals viz.
cyclones, dryers, elbows, etc. including removal of broken bolts by suitable methods.
2. Removal of cyclone dryers, dozing pipes, etc. for external inspection, cleaning repair if any and cleaning,
checking by removal of entrapped scale / debris in fins of cyclone netting of dryers, inside of dozing
pipes, etc. Total 64 Nos. of turbo separators per Boiler unit (cyclones) and 31 Nos. of dryers per Unit, 1
No Phosphate dozing pipe per Unit etc.
3. Cleaning of all above by steam / air jetting including cleaning of entire drum shell if required by rustolene
without breaking drum internal chemically protected layers.
4. Repair of any damaged portion of turbo separator, dryer elbows, and steam chest by mechanical
methods / weld repair including repair of drum internal shell plate by welding / grinding with use of IBR
approved electrodes thereof.
5. Checking and repairing/repositioning of vertex plate of Down Comers
6. Offering of open drum for inspection to boiler inspector to his satisfaction for passing and approval of
drum internals as per IBR requirement.
7. Refitting of internals as per original sequence at their respective location with proper alignment of turbo
separators.
8. Checking of drum internals / shell surface / steam chest for hair cracks by DP test and repairing the
same.
9. Closing of drum manholes.
10. Observing of hydro test in presence of boiler inspector.
11. Stage wise checking / inspection are to be offered to EIC.

H RING HEADER INSPECTION [Sr. No. 21 to 23]:-

1. Removal of insulation/cladding sheet from the ring headers over the hand holds plates.
2. Cutting of hand hold plates by hand hold cutting machine and drains of ring header.
3. Cleaning of inner positions of ring headers from all four sides.
4. Re-welding of all cut hand hold plates and drains and stress relieving.
5. Radiography of welded joints.
6. One unit consists of 4 nos. of ring headers.
NOTE: Tools and hand hold cutting machine is to be arranged by the contractor.

I MISCELLANEOUS WORK [Sr. No. 24 to 26]:-

1. Cleaning of all buck stay joints, pins etc. and checking for its position. If found misaligned, it should be
aligned properly and made through by cutting, re-welding etc. work to be approved by GSECL Engineer
in charge.
2. Roof stiffeners are to be checked properly for its proper positioning. All nuts etc. at roof and pins at
bottom are to be checked. Repairing, if any, is in contractor’s scope.
3. All peep holes and man hole doors are to be checked and aligned proper. Any repairing is in contractor’s
scope. If required, door to be replaced and closed properly after filling of asbestos rope.
4. Repairing of Penthouse, roof seal plate shall be carried out as follow & instruction of EIC [Sr. No.
27]:-

Repairing of pent house:-


a) Repair / rectification / replacement of expansion joints.
b) All welding joints are to be checked for gas tightness. Any left out / eroded / defective welding is to
be re-welded and kerosene test for all the joints to ensure the zero leakage.
c) The furnace leak test is to be arranged by pressurizing the boiler with air.
d) Sufficient manpower of skilled level is to be arranging to check the air leakage in the area covered
under this work.
e) Any leakage found is to be attended by adopting suitable methods.
f) The payment for air leakage / attending with methods other than welding and refractory casting is
included in the contract rates.
g) The repeated furnace leak test till zero leakage or up to satisfaction of EIC is covered in the scope.
No separate payment will be release on this account.

Repairing of roof seal plate of combustor in Unit # 4:-


h) Work should be carried out according to the specification & instruction of Engineer in charge.
i) Complete inspection of the seal plate of furnace roof along with GSECL engineer
j) Complete cleaning the area above the seal plate.
k) Complete grinding of seal plate wherever it get damaged / warped / opened and re position the seal
plate.
l) After grinding the seal plate insulation material is to be filled as per instruction of EIC.
m) Repairing / re-strengthening work of seal plate is to be done by welding and wherever extra plate is
to be required, fix with proper alignment as per instruction of EIC.
n) Full welding of seal plate with scallop bar is to be carried out, also ensure that there is no any
welding to be carried out on boiler tube.

J CUTTING AND RE-WELDING OF HIGH PRESSURE VALVES [Sr. No. 28 to 30]:-

1. Cutting/Dismantling of valve from its position / location as per instruction of EIC and as per IBR norms.
2. Preparation of ends for HP joints by V shape grinding only and as per IBR norms.
3. Erection of new valves with Welding of HP joints, root run by TIG welding & subsequently arc welding
process by suitable electrodes. Pre-heating & post heating, stress relieving to be carried out as per IBR
norms.
4. Radiography of welded joints is to be done as per IBR Requirements.
5. Repairing of defective joints to be done as per instruction of EIC.
6. HP joints are to be welded by IBR approved HP welder only.

K Insulation removal and Re-insulation works [Sr. No. 31]:-

1. Transportation of required material from main store to work site. Party has to store the collected material
with care so that it should not damage against water or rain etc.
2. If the condition of insulation material is in good condition, contractor have to provide new aluminum
sheets carefully with proper screwing, so that insulation should not be damage. Removal of insulation
wherever required for carrying out various tube replacements & other works in boilers, ring headers, SH
headers, furnace water wall, economizer zones etc.
3. Providing of hooks by welding, fixing of wool mattresses properly, and fitting of mattresses by retainer
plate strips & screwing, welding of locking plates etc. Generally the wool mattresses of 60 mm thickness
is to be applied, however on some location like furnace , super heater headers etc. the wool of thickness
120 mm is to be applied. If the wool having thickness of 120 mm is not available, contractor has to apply
two layers of wool mattresses. The consumable material like aluminum screw, G.I. wire & welding
electrode are in the scope of contractor.
4. Removal of old insulation material from boiler site & to throw outside the plant premises at the location
shown by EIC and cleaning of surrounding work area. Also crediting of scrap of corroded sheets to main
store or throwing away from plant site as per instruction of EIC is in the scope of contractor.
5. If the aluminum strips will not available with GSECL the same should be cut by contractor. Similarly, if
locking plate / hooks will not available, the same should be fabricated from round bar / plate. Any extra
payment will not be given to the contractor for above work.
6. Re-insulation work with cladding work is to be done as per original one.
7. If insulation [removing, dumping and re-insulation] work is not satisfactory, then competent Authority has
to reserve right for deduction of 20% of insulation work amount from the bill payment.

L Refractory Lining [Sr. No. 32 & 33]:-

The scope of work consists and includes the transportation of refractory cement and fire bricks from
main stores / sub-stores, preparation and removal of scaffolding if required, removal of old damaged or
loosened refractory by chipping, refractory cement lining, centering, reinforcement, shuttering, repairing of
refractory lining masonry work by using fire bricks or refractory cement etc. are to be carried out as and when
required at various levels of boilers.
Refractory cement mixing, reinforcement, centering, shuttering, scaffolding work fire bricks masonry
work etc. are to be carried out by the party / contractor at his own cost as per instruction of Engineer in
charge. The refractory bag should be of 50 Kg. Refractory cement lining work is to be carried out as and
when required as per instruction of Engineer in charge at Super Heater header of boiler as refractory baffle
at elevation 36 meter, rear arch at 50 meter elevation sealing at super heater, in the penthouse for pourable
and castable both types, in peep holes, in the doors, soot blowers sleeves after chipping out etc. of boiler as
per requirement and at any place if required. Old, damaged or loosened refractory to be removed by
chipping, debris etc. is to be removed / carried out by contractor to Zero meter level and to be accumulated
100 meter away from boiler as per instruction of Engineer in charge and then to be shifted out side Power
House as per instruction. 24 hours will be given for each casting of boiler area.

Setting time and curing procedure will be strictly followed by the contractor as per instruction. If
refractory has cracked due to wrong pouring / curing procedure adopted, recovery against the same will be
made from contractor’s bill. The work is to be carried out round the clock. The materials for the work at and
above levels are to be shifted by contractor without wastage. If cement wastage takes place, the cost of the
same will be recovered from party. The working facility for refractory lying at final Super heater, rear arch etc.
will be arranged by the contractor. Contractor has to arrange chipping, removing of worn out sleeve and
replacement of worn out sleeves of soot blowers inside the furnace and contractor has to recast the sleeves
with refractory cements as per instruction of Engineer in charge. The pouring / casing will be started after
approval and checking of workspace by Engineer in charge only. The pouring is to be carried out strictly as
per procedure after setting of pouring / casting. The water is to be sprayed every hour for curing. Required
reinforcement will have to be made by the contractor as a part of contract and as per instruction of Engineer
in charge. The Corporation will provide M.S. Rod for the same work if necessary without any extra charges.
Only male labours must be engaged for this work.

a) Breaking and removing old refractory lining from out side of water wall, steam cool wall, pent house,
nd
2 pass of boiler Bottom ash hopper etc.
b) Preparing proper mixture of refractory and water.
c) The scale, loose dust, residual refractory, loose refractory to be removed by scraping, brushing etc
from the area where refractory is to be applied. The surface where refractory is to be applied is to be
cleaned thoroughly.
d) The refractory is to be applied after shuttering if required.
e) Reinforcements are to be provided with welding if required.
f) The thickness of refractory work should be such that to match with original or as decided by EIC.
g) The surface finish of refractory work should be up to the satisfaction of EIC.
h) Payment of rework for faulty workmanship will not be made by GSECL.
i) All refractory work done is to be cured by watering four times per 24 hours for 03 days immediately
after 24 hours of application of refractory.

M Overhauling of Air Preheater & APH Inlet & Outlet dampers:-


Scope of work consists of the following but not limited to the same.
For item Sr. No. 34 to 37 and 44:-
1. Party should have to arrange all scaffolding material for Scaffolding preparation and arranging of chain
pulley blocks, wire rope siling for lifting / shifting of material. Loading and positioning of chain pulley
blocks, over head hoist, wire rope siling, pulley for drawing of baskets.
2. Cutting removing of all worn out nut, bolts, strips, cover and other fouling.
3. Removal of all Radial, circumferential seal and shaft seals for replacement work.
4. Replacement of eroded seals by new seals. Old but good conditional seals are to be set by loosening
bolts, nuts & eroded, damaged seals are to be removed by removing seals bolts & new seals are to be
installed & set. But in any case aluminum straightened is to be used for seal setting worn out bolts are to
be replaced and all bolts are to be tightened to set specified limit.
5. The scope of work consists of removal of all old worn out seals such as radial seals, rotor post seals, by
pass seals(circumferential seals) to sector plate seal from the hot end cold end side etc and new / old
seals are to be set as per instruction of Engineer-in-charge.
• APH Hot / Cold End Basket cleaning: - All hot/cold end baskets are to be removed after opening
cover. The baskets are to be water washed by pressurized water jet. Each basket is to be inspected for
damage. Damaged baskets are to be repaired by welding. The cleaned baskets are to be refitted in
sector. The cleaning of the chocked baskets is to be carried out first by water washing even if the
chocking of the elements persists, the baskets shall be cleaned by opening the frame and brushing and
cleaning the each elements individually. After cleaning the basket same shall be assembled as per
original and put in service.
• REPLACING / REVERSING OF APH HEATING ELEMENT: - Complete set of hot end, cold end heating
element are to be replaced by new elements. Contractor has to arrange for transportation and lifting of
elements up to APH level. Elements handling scaffolding beam is to be repaired before starting work. No
extra payment will be made on this account. Minor repairing, rectification of elements is also to be done
by contractor including cutting, welding if necessary for reversing of basket heating element. If extra plate
forms, structures required to be erected for convenience of work same has to be arranged by contractor.
GSECL will provide only steel material for the same.

For item Sr. No. 38 & 39:-
1. All the hot end and cold end sector plates are to be inspected for erosion during removing of hot end and
cold end baskets (inboard & outboard). Sector plates are to be inspected and necessary rectification is to
be made by patch welding and grinding while doing the job of sector plate repairing.
2. Sector plates are to be checked for correct level and accordingly sector plates are to be set with the help
of turn buckle adjustment mechanism at hot end and cold end side. Hot end sector plates if found
eroded they are to be replaced as per instruction of Engineer-in-charge.
3. After completion of alignment work, soot blower setting and any minor/major repairing in soot blower
nozzle and pipe at hot / cold ends is to be carried out as per instruction of Engineer-in-charge as a part
of this job.
For item Sr. No. 40, 41, 49 & 50:-
1. Guide bearings & support bearings are to be checked after draining oil from the bearing assemblies and
cleaning. Guide bearing clearance is to be measured with filler gauge. In addition, if the position of
guide bearing has disturbed it has to be repositioned. Support & guide bearings trunnion flanges &
trunnion bolts are to be cleaned. Gap between trunnion flange and end of rotor post must be checked by
0.05-mm feeler gauge to ensure trunnion sealing. For this activity if any housing or cover plate is to be
opened up and it is to be box-up after completion of work.
2. Support bearing levels are to be measured by using a precision level of ordinary 0.02 mm/m. on bearing
flanges and to be adjusted by leveling the bearings. Bearing housing top to sleeve flange distance is to
be adjusted. Guide bearing levels are to be less than 2 mm. same has to be adjusted. Guide bearing
levels are to be measured by dial gauge at eight different points on bearing flange by rotating rotor and
level is to be set as per design value gland packing to be replaced at both ends.
3. After completion of work in both support and guide bearing oil require to fill at normal level in bearing
assemblies.
4. Item sr. No. 48 and 49 are inclusive of work of item Sr. No. 38 and 39 respectively. In case of bearing
replacement work, there will be no extra cost of work item Sr. No. 38 or 39 will be given.

For item Sr. No. 42:-


Rotor level is to be checked and is to be adjusted accordingly. Spool ring segment, if found eroded, is to
be cut and new spool ring segment is to be fixed. Radial seal diaphragm plates and bypass seal holding
angles are to be repaired/replace if required.
For item Sr. No. 43:-
Setting of top and bottom sector plate as per requirement and as per instruction of engineer in charge by
adjusting of turn buckles
For item Sr. No. 45:-
Complete overhauling and servicing of main drive gear-box and Air motor including replacement of
spares by the instruction of Engineer in charge. Gear-box oil is to be drained in empty barrel & new oil is
to be filled in the gear-box after flushing and completing work.
For item Sr. No. 46:-
All manhole ropes are to be checked and replace if required and nut-bolts of manholes are to be
tightened fully. The trial run of the air pre-heater will be taken in the presence of contractor and if any
problem observed during trial run, party will have to rectify the same immediately. If any leakages are
observed during the three months period from date of trial run, party shall have to attend the same free
of cost.
For item Sr. No. 52;-
The scope of work consists of cutting / dismantling / fabrication and re-erection of duct wall plates,
supports, stiffeners, truss-support, and housing of APH HOT end / cold end / Soot blower housing of
APH. The scope of work also includes covering of MS plates, angles, pipe, beam etc. The repair re-
erection / rectification work is to be done in position and inside of ducts by cutting / welding and finishing
the same within stipulated time. All work / arrangements have to be made by contractor without claiming
extra cost.

For Item Sr. No. 54:- Contractor shall have to supply the required size of bolts / nuts / washers / stud / self
locking nuts etc., as required quantity to carry out and complete the wok. Contractor shall have to make
entry at main gate of KLTPS on Challans and one copy of Challan shall have to be submitted to the
section. The supplied materials shall have to be inspected by EIC prior to utilization and surplus
shall have to be handed over to sub- store of BMD. The payment shall have to be made as per actual
quantity of material supplied only.
• General Scope of work for APH:-
1. Work shall be started by the party only after getting the clearance from E.I.C.
2. During the execution of the work contractor must take care that no other auxiliary is damaged.
3. Kao wool should be provided around the spool ring segment to prevent leakages. Air pre-heater housing
is to be checked for any erosion and if required, old eroded portion is to be cut & fresh patchwork is to be
done.
4. New baskets will be issued from GSECL main store and same will be carried out from main store to Air
Preheater floor. Cold end basket supports are to be repaired/ fabricated & replaced as per instruction of
Engineer-in-charge.
5. Any patch work/repair/rectification required in Air Pre-heater including duct supports and ducts are to be
done by the party as a part of this job.
6. The pins of pin racks of Air Pre-heater are to be replaced or pin rack assemblies are to be replaced. The
work consists of replacement of pins, which includes removal of pin rack, changing of pins, refitting of
pins in pin rack and refitting/aligning the same.
7. For replacement of hot end sector plates, if required, ducts are to be cut and supports are to be provided.
New sector plates are to be placed near the working place before removing activity to reduce down time.
8. M.S. materials, such as plates, flats, angles, pipes, bearings, gland rope, fasteners various type of seals,
sector plates, APH baskets, pins for pin racks, oil etc. will be issued free of cost and same should be
collected from GSECL main Store/site store by the party. After completion of work, balance materials
should be credited as per instruction of Engineer-in-charge.
9. After completing of the work and checking of various readings and alignment, all temporary supports etc.
will have to be removed by the party.
10. Contractor or conversant/technically qualified authorized person has to remain present at site round the
clock. If it is observed that work is carried out under GSECL supervision in his absence, penalty of Rs.
1,000/- per day will be deducted.
11. Any work related to contract awarded is not mentioned in the scope and is required to be carried out than
same will be in the party’s scope at no extra cost.
12. After completion the work party shall have to offer inspection to the EIC.
13. Detail material account statement is to be submitted to Engineer-in-charge after work completion, without
which bill can not be processed.

N Overhauling of Lignite Coal burner assembly [For item Sr. No. 55 to 57]:-

For Item Sr. No. 55:- Work of dismantling, repairing / re-strengthening / replacement, servicing of coal
compartment assembly from inside and outside, installation of new / repaired coal compartment assly
and fouling work of burner assembly for Boiler Unit 1 & 2 as per instruction of EIC. Necessary
scaffolding/preparation for removing and fixing of the nozzle, all the tools tackles for the job will have to
arrange by the party in the quoted rates, cut rod will be issued from GSECL. This work also includes the
rectification of the burner compartments and its air flow path, SADC damper setting and rectification.
Lignite coal burner should be placed in the proper aligned position as instructed by EIC

For Item Sr. No. 56:- Work of removing, repairing / re-strengthening / replacement, servicing and refitting of
coal compartment assembly from inside and outside as per instruction of EIC for Boiler Unit 3,
Necessary scaffolding / preparation for removing and fixing of the nozzle, all the tools tackles for the job
will have to be arrange by the party in the quoted rates, cut rod will be issued from GSECL. This work
also includes the rectification of the burner compartments and its air flow path, SADC damper setting and
rectification. Lignite coal burner should be placed in the proper aligned position as instructed by EIC

For Item Sr. No. 57:- Hard facing of coal nozzle tips in Unit 1, 2 & 3 as per instruction of EIC. Special
welding rod for the hard facing will be issued by GSECL free of cost; however party shall have to take
care while handling of such kind of special hard facing welding electrodes. Hard facing of the lignite coal
nozzle tip should be free from any kind of defect.

The detailed scopes of works for the above subjected work are as under:-
1. The contractor has to start the work after getting clearance from the engineer in charge and commence
the work immediately after intimation invariably. However the work should be carried out round the clock
and complete in least possible time.
2. Work should be carried out according to the specification of OEM & instruction of Engineer in charge.
3. Complete inspection of the burner along with GSECL engineer.
4. Removing the insulation, prepare the temporary scaffolding for duct supporting etc., are in the scope of
party within the quoted rate, and arrangement for the same is also to be done by party.
5. Removing the old damaged lignite coal burner nozzle by gas cutting or by cut rods or by plasma cutting
Machine. Cutting machine & gas cutting are to be arranged by the party.
6. Complete grinding of lignite burner compartment if required and fixing the lignite burner nozzle in aligned
position as per OEM specification and as per instruction of EIC.
7. Repairing of lignite burner compartment at position from inside and outside and repairing of coal burner
nozzle.
8. Fabrication (making) of flanges for existing lignite dust duct piece, welding the same & on lignite dust
duct if required.
9. Party has to arrange for minor modification work and other fouling works as per requirement or as per
instruction of EIC.
10. Necessary scaffolding / Juggar preparation and removal of the same is in the scope of the Contractor in
his quoted rate.
11. There should not be any leakage of the lignite from the burners if found party should immediately rush to
the site to attend it and same should be attended by the party in quoted rates to avoid any accident with
in 06 months of the completion of the job.

O Cutting & Replacement of CS Seamless Pipes, bends and Equal Tees [For item Sr.
No. 58 to 66]:-

The detailed scopes of works are as under:-


1. Party has to make arrangement for transportation / loading / unloading and lifting the seamless pipes,
bends & Equal Tees from main store/sub store to site at their own cost.
2. Fabrication, erection, cutting and replacement of various size of carbon steel seamless pipes, is to be
done as per original one and as per instruction of EIC. CS seamless bends & equal tees are to be
replaced as per instruction of EIC and as per site requirement.
3. Use of welding electrode: - IBR approved welding electrode viz. E-6013; E-7018 -1 is to be utilized
during the entire work of pipe / bend / equal tee replacement.
4. Party has to arrange for all tools / tackles, lifting articles including scaffolding arrangement with material,
pipe cutting, threading, hanger clamps on erected pipes as per requirement and as per instruction of EIC
5. .After completion of work i.e. erection of pipes if any leakages found then party has to attend it without
claiming any extra charges.
6. If any modification / alteration required as per instruction of EIC, during replacement of pipe then Party
has to do that entire thing without claiming any extra cost.
7. Proper supporting of erected pipeline at required places shall have to be done by party.
8. Party has to make arrangement of supporting clamps, supports wherever required in line as per site
requirement and as per instruction of EIC.

P Straightening, Repositioning of combustor water wall [For item Sr. No. 67]:-

The detailed scopes of works are as under:-


1. Party has to make arrangement for proper scaffolding for carrying out the work of straightening and
repositioning of water wall as per instruction of EIC.
2. Re-positioning / cutting / welding of buck-stay and its links wherever found damaged, it has to be rectified
as per original one.
3. After completion of work party has to be carried out DP testing for entire job and radiography work
wherever required.
4. Over and above if any extra work required to carry out the entire job of straightening the water wall, then
party has to carry out the same within quoted rate only; no any extra payment made for the same.
Q Repairing, re-strengthening of vortex finder inner ring, outer ring and stiffeners / brackets
[For item Sr. No. 68]:-

1. Party has to carry out thoroughly inspection of vortex finder along with EIC.
2. After proper identification of vortex finder damage part with EIC, repairing / fabrication of damage portion
of vortex finder are to be carried out as per original one.
3. Inner ring, outer ring and stiffeners / brackets is to be welded with special welding electrodes of
“SANDWIK” make 22.12 HTR as per instruction of EIC and as per OEM manual.
4. After carrying out repairing, re-strengthening work of vortex finder DP testing at weld joint is to be carried
out and if any weld joint discontinuity found then party has to carry out the same.
5. After completion of work party has to be carried out joint inspection with EIC for entire satisfaction of
work to the EIC.
6. Over and above if any extra work required to be carried out for the entire job, then party has to carry out
the same within quoted rate only; no any extra payment made for the same.

5. Keeping of records of all reading before and after major repair job.
6. Do not allow any foreign material such as electrodes bits, slag, wools etc. to enter into heating
elements during repair job.
7. All alignment / rectification are to be done as per instruction of BHEL check list.
8. After replacement / rectification of Wall blower sleeve, its alignment shall have to perpendicular with
seal cover of wall blower.
9. Before proceeding to make any weld in the rotor earth rotor nearest to welders to prevent arcing
through the bearings.
10. Attach a piece of angle iron (50X50X6.4 /50 mm long) to one outer diaphragm to use as a support for
a precision level check rotor level at maximum number of location. Also level the rotor to within
0.1mm/meter by adjusting the jack screw in guide bearings.
11. Lower rotor assembly on support trunnion using jacks to avoid jerk to the bearings.
12. Oil level is to be maintaining in support and guide bearings when the oil circulating unit is not in
operation.
13. Element installation must progress in manner preventing excess unbalance of the rotor otherwise,
permanent rotor distortion will result.
14. T-bar alignment is to be done with loaded condition of rotor.
15. After the radial seals are set, the rotor must not be turn backward, otherwise radial seals will be
damaged.

5. Service tax applicable as per Govt. notification No.:30-2012, Date: 20.06.2012.
6. Service tax registration number and the date of issue of service tax registration certificate
must be mentioned in each invoice.
