1. SCOPE

1.1 This specification covers requirements for supplying direct contact/boiler feedwater spray
type Deaerators to be installed in refineries.

2. REFERENCES

Throughout this standard the following dated and undated standards/ codes are referred to.
These referenced documents shall, to the extent specified herein, form a port of this standard.
For undated references, the latest edition of the referenced document (including any
supplements and amendments) applies. For dated references, the edition cited applies.
The applicability of changes in dated references that occur after the cited date, shall mutually be
agreed upon by NIOEC and the vendor/contractor. When vendor uses any other codes and
standards listed below, he shall receive purchaser’s approval.

3. UNITS

International system of units (SI) shall be used in accordance with NIOEC-SP-00-10, unless
otherwise specified.

4. GENERAL

4.1 Equipment to be supplied by vendor

4.1.1 Each unit shall consist of, but not limited to, the following:

- Internal vent condenser


- Horizontal storage section
- All required connection
- Attachments for structural supports
- Insulation support clips
- Platforms and ladders
- Rust prevention

4.2 Scope of Work in Both Vendor and Local Manufacturer

4.2.1 Deaerator storage tanks shall be fabricated and assembled by a local manufacturer in
Islamic Republic of Iran, and the scope of works should be shared in as follows:

Deaerator (complete) : Deaerator vendor (hereinafter so called "vendor")


Storage tank (Design) : Deaerator vendor
(Materials) : Deaerator vendor
(Manufacture) : Local manufacturer

4.2.2 For Vendor:

(1) Basic design and engineering work for deaerators and storage tanks based on the
data sheet described in Data Sheet attached on Page 8
(2) Supply of deaerators with spray nozzles, internal devices and vent condenser,
etc., as complete.
(3) Preparation of the whole shop drawings for storage tanks
(4) Preparation of fabrication document for storage tanks.
(5) Materials procurement of raw materials, fabricated and semifinished
components, consumables and spare parts for the manufacturing of the storage
tanks, including, but not limited to following:
- Head plates (finished and beveled)
- Shall plates (as raw materials)
- Nozzles with flange and manholes (complete)
- Bolts and nuts, including set/anchor bolts and nuts, templates, etc., for
installation (complete)
- Gaskets
- Welding wire and rod
- Consumables, including those for inspection.
- Temporary jig material
- Special tools, if required
- Storage tank internals, such as inner piping, etc. (as raw materials)
- Gallery and ladder (as raw and finished materials)
- Materials and devices for hydrostatic testing
- Materials fir all required connections, attachments for structural supports
insulation supports crips, etc.

(6) Painting for rust prevention of deaerators and materials mentioned the above as
per NIOEC-SP-80-02
(7) Export packing and FOB with necessary charge for Iran as pr NIOEC-SP-90-02.
(8) Dispatch of supervisor for fabrication and assembling, control of material,
schedule control of fabrication, inspection and test, adjustment of deaerator
internals, operation and performance test.
(9) One relief valve and two vacuum breaker for each deaerator
4.2.3 For local manufacturer:
(1) Check and management of all materials imported from the vendor.
(2) Fabrication and assembly of complete set(s) of storage tanks.
(3) Inspection and test
4.2.4 For local Manufacturer:
(1) Structural supports.

(2) Tie-in of all piping, power and instrumentation connections.
(3) Lighting of assembled units.
(4) All instruments and mounting of all main panel boards in control house.
(5) All permits for installation of the units with the design data as furnished by
successful bidder.
(6) All finish painting.
(7) Insulation.
(8) Installation and performance test.

5. DESIGN AND FABRICATION

5.1 Process Design

5.1.1 Upstream conditions:

Treated water will be pumped to the deaerator after complete demineralizing


equipment. Hot condensate forms a hot condensate flash drum and cold condensate
from cold condensate polishing units will be boosted to the deaerators. The steam
make–up hot and cold condensates will have capacities as specified in data-sheet

5.1.2 Downstream conditions:

Effluent will go through boiler feed pumps (furnished by others) to boilers operation
at the desired pressure and temperature.

5.1.3 Water characteristics–Deaerator:

The deaerator shall be a direct contact spray type, designed to handle the maximum
feedwater capacity as specified in data-sheet. The effluent water shall be suitable for
feeding directly to a desired pressure of steam generating system. Effluent water
form the deaerator shall contain zero CO2 as determined by the A.P.H.A. test, and
maximum of 0.005 cc/liter of O2 as determined by the Winkler test.

5.1.4 Minimum Load of Deaerator:

Each deaerator may be served for more than one boiler; accordingly, vendor shall
design the minimum load of deaerator to be equal to one boiler operation.

5.1.5 Type of Deaertor

As boiler feedwater to be treated in deaerator is almost condensate of low level


dissolved oxygen contained in normal load operation, it will be guaranteed that the
rest dissolved oxygen could be reduced to guaranteed value of 0.005 cc/liter by
means of spray type.
However, in case of maximum make-up water and low load operation also, it shall
be guaranteed the value of 0.005 cc/liter as rest dissolved oxygen.
If could not so, vendor shall propose the spray– tray type for the guaranty of
deaeration specified, as an alternative plan.
In this case, vendor shall design the trays based on the following requirements:

- Tray shall be fabricated of stainless steel nit less than 20 gauge thickness.
- All internal parts of the heater including tray stack enclosure, baffles, distributing
nozzle, vent pipe and vent collecting hood shall be fabricated of suitable heavy
gauge stainless steel.
- Trays shall be fabricated in units of such sizes that they can be easily removed
through a tray access door in the deaerator shell.

5.2 Mechanical design

5.2.1 General
The deaerator shall be of the direct contact spray type–and shall be located
approximately 9 meters above grade. The heater shall deliver its rated capacity of
water heated to the saturation of steam at the deaerator pressure. All bidders shall
base their quotation on engineering, designing, fabricating, and assembling the
deaerator in strict accordance with this specification and the applicable portions of
referenced codes, specifications, rules or regulations. Design criteria are based on
steady operation at maximum load.

However, it is expected that the actual load will fluctuate over the range from 0 to
100% of the design flow rate and the deaerator must have capability to perform
satisfactorily under these conditions. Vent steam rate shall be stated for all
conditions over the range of operation.

5.2.2 Vent condenser

An internal direct-contact type vent condenser shall be provided. All parts coming in
contact with corrosive gases shall be fabricated of stainless steel.

5.2.3 Construction:

The deaerator shall be constructed in accordance with unfired pressure vessel section
of the ASME Pressure Vessel and Boiler Code (PVBC), NIOEC-SP-41-03 and shall
conform to the H.E.I standards for deaerators.

5.2.4 Controls and Accessories:

Vendors shall furnish one Crosby type H-15 (or approved equal) relief valve with
suitable size for each deaerator. Safety relief valve capacity shall be based on storage
drum exposure to fire as per API-RP-520.

Vendor shall also furnish two (2) warren spring-loaded vacuum breaker (or approved
equal) with suitable size to prevent collapse of the deaeratior and storage section of
each deaerator when steam flow is interrupted. Each breaker shall be full open at
1/4–inch vacuum. Two 2"–150# flange gauge glasses shall be included to the storage
section of each deaerator.

5.2.5 Accessibility:

All equipment and piping shall be so arranged that, when fully installed, all internal
and internal parts requiring manipulation, observation, and/or maintenance shall be
readily accessible to operating and maintenance personnel. In addition, suitable
door(s) shall be provided for inspection and removal of internal parts.

5.2.6 Insulation supports

Vendor shall supply all insulation supply all insulation supports for the deaerator and
the storage tank. Insulation materials and application will be provided by others.

5.2.7 All instrumentation for furnished equipment shall be suitable for the service and
electrical area classification, and shall be furnished by the vendor.

5.2.8 Stainless steel name plate shall be furnished or engraved tag number and
permanently with stainless steel drive screws.

6. INSPECTION AND TESTING

6.1 Inspection

Purchaser and/or client's representatives shall have the right to inspect the equipment
during fabrication and assembly, on 24 hours notice to vendor. Inspection may include
drawings, materials, parts, all shop processes and assembly.

6.2 Shop Tests

6.2.1 All pressure vessels shall be subjected to pressure test, as specified in ASEM
Pressure Vessels and Boiler Code and NIOEC-SP-41-03.

6.2.2 All piped assemblies or subassemblies shall be pressure tested to at least twice the
working pressure.

6.2.3 The vendor will notify purchaser/client at least 15 days in advance, when such tests
are to be performed. Purchaser and/or client's representative shall have the right to
witness such tests.

6.2.4 The vendor will provide a certified report of each test, whether or not purchaser
and/or client's representative witnesses the test.

7. PERFORMANCE GUARANTEES

Bidder shall provide a statement of guarantees including:

- Mechanical Guarantees.
- Guaranteed water effluent rate and quality under conditions given in this specification and
data sheet.

In the event that equipments or auxiliaries fail to meet the specified performance, the
Manufacturer shall make whatever changes are necessary to meet the specified performance.

2- Heat and material balance around deaerator may be changed and will be finalized later, subject to the final utility summary in future.
