Crane Manufacture year:


o All Contract involving Mobile Crane utilized in COPI controlled
facility shall undergone lifting scope of work risk assessment as
part of COPI Contractor HSE Management System Plan.
o For continuous deployment of equipment more than 6 months,
the mobile crane shall be 5 year old or less at commencement of
the contract.
o When deployment of equipment is less than 6 months, the
mobile crane is allowed to be more than 5 year old but not more
than 10 year old at the commencement of the contract provided
that the Contractor can demonstrate the proper inspection,
testing, and maintenance management system compliance to
the Manufacturer Guideline including its good result of
Inspection, Testing, and Maintenance for the last 5 consecutive
years.
o If the contractor could not demonstrate this proper inspection;
testing, maintenance, and overhaul inspection as per
Manufacture Guideline shall be carried out prior to the
deployment. The overhaul must involve the crane specialist from
the manufacturer and recertification from Manufacture is
required.

1 PURPOSE
To provide the minimum acceptable specifications for rental/hired Mobile Cranes for use on COPI
controlled facilities. The document is intended to be used in the tender/bid process for the
provision of mobile/crawler cranes on COPI controlled facilities for both short and long term
deployments.

2 APPLICATION
This specification applies to mobile cranes which will be used for general lifting duties as part of a
location crane provision contract and also to such cranes as are required to service any project
which is owned/managed by COPI at any location. This includes cargo handling areas,
constructional project sites and all onshore oil/gas installations within Indonesia.

3 ROLES AND RESPONSIBILITIES


Field Manager or other equal position is accountable for ensuring that all the requirements laid
down in this specification are complied with.
OIM or other equal position at site is responsible to ensure that all mobile cranes utilized in COPI
controlled facilities meet with this Standard.
Contract Owner is responsible to ensure that his/her contract for mobile cranes meet with this
Standard.
The Mobile Crane Contractor is responsible for ensuring that all supplied crane complies with this
Standard.

4 GENERAL REQUIREMENTS
 Below are Minimum Safety Signs to be installed at crane:
o Clear warning sign of electrocution or serious bodily injury may occur, unless a
minimum clearance of 10 ft (3 m) is maintained between the crane or load for
energized power lines up to 50 kV, and that greater clearances are required for
higher voltages.
o Clear marked sign to identify function at controls handle of crane such as for
lower and hoist hook block, lower and hoist boom, extend and retract boom,
lower and hoist jack outrigger, etc.
o Clear warning sign of pinch point injury may occur at part of crane.
Note:
It is recommended that the safety signs are provided in clear symbol or in
English/Indonesia.
 Exposed moving parts (such as gears, set screws, and rotating parts) that might
constitute a hazard under normal operating conditions shall be guarded.
 Crane shall not be modified or altered.
 Crane used to lift personnel shall be inspected semi-annually.

5 TYPES OF CRANES

5.1 Truck-mounted crane


A crane consisting of a rotating superstructure (center post or turntable), boom, operating
machinery, and one or more operator's stations mounted on a frame attached to a commercial
truck chassis, usually retaining a payload hauling capability whose power source usually powers
the crane. Its function is to lift, lower, and swing loads at various radius.

5.2 Crawler crane


A crane consisting of a rotating superstructure with a power plant, operating machinery, and
boom, mounted on a base and equipped with crawler treads for travel. Its function is to lift, lower,
and swing loads at various radius.

5.3 All terrain crane


A crane consisting of a rotating superstructure, operating machinery, and operator’s station and boom,
mounted on a crane carrier equipped with axles and rubber-tired wheels for travel, a power source(s),
and having separate stations for driving and operating. Its function is to lift, lower, and swing loads at
various radius.

5.4 Rough terrain crane


A crane consisting of a rotating superstructure, operating machinery, and boom, mounted on a crane
carrier equipped with axles and rubber-tired wheels for travel, a power source, and having a single control
station for driving and operating. Its function is to lift, lower, and swing loads at various radius.

5.5 Truck crane


A crane consisting of a rotating superstructure, operating machinery, and operator’s station and boom,
mounted on a crane carrier equipped with axles and rubber-tired wheels for travel, a power source(s),
and having separate stations for driving and operating. Its function is to lift, lower, and swing loads at
various radius.

6 CRANE SPECIFICATIONS (GENERAL)

6.1 Documentation (Kept in Cabin)


 Daily inspection checklist and Daily Log Book (running hours, maintenance record, etc)
must be available
 Copy of operation and maintenance manual book must be available
 Valid Migas certificate
 Annual inspection certificate from third party
 Load chart

Note:
 Semi-annual inspection certificate from third party (if crane is used to lift personnel)

6.2 Manufacture Year


 All Contract involving Mobile Crane utilized in COPI controlled facility shall undergone
lifting scope of work risk assessment as part of COPI Contractor HSE Management
System Plan.

 For continuous deployment of equipment more than 6 months, the mobile crane shall be
5 year old or less at commencement of the contract.

 When deployment of equipment is less than 6 months, the mobile crane is allowed to be
more than 5 year old but not more than 10 year old at the commencement of the contract
provided that the Contractor can demonstrate the proper inspection, testing, and
maintenance management system compliance to the Manufacturer Guideline including its
good result of Inspection, Testing, and Maintenance for the last 5 consecutive years.

6.3 Crane Load Chart


 Crane shall have original manufacture crane load chart.
 Manufacturer approved load chart mounted in the cabin and or crane control operation
station, which is correct for the working area, counterweight, boom, jib and outrigger
position configuration.
6.4 Crane Load Moment Indicator
 Shall be equipped with critical parameter monitoring systems such that the crane status
is continuously shown to the operator and/or fully interfaced with the crane control
system.
 Crane load indicator shall be capable of showing safe load/rated capacity at all radius,
actual load, boom length, boom angle in all crane configurations.

6.5 Boom
6.5.1 Lattice Boom
 A metal section or strut, pivoted or hinged at the heel (lower end) at a location fixed in height
on a frame.
 The length of the boom shall be taken as the straight line distance between the axis of the
foot pin and the axis of the boom point sheave pin, or where used, the axis of the upper load
block attachment pin.
 All boom and jib sections shall be identified by length, name of part attachment booms and
crane serial number are permanently and legibly marked and shall be used only for the
purposes recommended by the manufacturer.
 Dimension, design and material specified by crane manufacture.

6.5.2 Telescopic Boom


 Extension and retraction of boom sections may be accomplished through hydraulic and or
mechanical means.
 The powered retract function shall be capable of controlling any rated load that can be
retracted.
 An integrally mounted holding device (such as a load hold check valve) shall be provided with
the telescopic hydraulic cylinder(s) to prevent uncontrolled retraction of the boom in the event
of a hydraulic system failure (e.g., supply hose rupture).

6.6 Outrigger
 Means shall be provided to hold all outriggers in the retracted position while traveling and in
the extended position when set for operating.
 Power-actuated jacks, where used, shall be provided with the means (such as integral load
hold check valves on hydraulic cylinders, mechanical locks, etc.) to prevent loss of support
under load.
 Means shall be provided for fastening outrigger floats to outriggers when in use.
 Partially Extended Outrigger Beams, Outrigger Beam Position
o A device or system shall be provided that accurately locates the outrigger beam(s) to
coincide with the partially extended outrigger position(s) on the load capacity chart.
o Visible indication of the manufacturer’s specified outrigger positions shall be provided by
means such as stripes painted on the outrigger beams or an electronic display.
 Outrigger shall be equipped with crane level indicator (level gauge).

6.7 Wire Ropes


The crane shall be supplied with wire ropes equivalent in size, grade, and construction to those
recommended by the crane manufacturer.

6.8 Hoist
 Shall be equipped with cut-out/inhibit over hoist limits or automatic stop system on all
hoist motions to prevent hook over hoist and boom over hoist.
6.9 Winch
 Winch must be equipped with safety device multiple break system.
 Shall not have a freefall capability on any hoist – powered load lowering (PLL) is required
on all hoists.

6.10 Swing System

 The swing mechanism shall start and stop with controlled acceleration and deceleration
 The swing system provides 360° rotation.
 Swing system shall be equipped with swing parking break
 Swing system shall be equipped with swing lock.

6.11 Hook Block


 The hook block capacity shall be permanently and legible marked.
 Hook block shall be equipped with safety latch.

6.12 Exhaust protection spark arrestor


Shall have a diesel fuel powered prime mover and crane operation. Provision of spark arrestor for
the exhaust shall be provided and certified by manufacture on COPI request.

6.13 Exhaust insulation


All exhaust pipes shall be guarded or insulated to prevent contact with personnel when
performing normal duties.

6.14 Safety Device


 Boom shall be equipped with:
o boom angle indicator
o boom stopper
 Anti-two block.
 Swing brake
 Parking break.
 Engine safety shutdown, which fully interface with the crane control system, must be
easily accessed
 A portable fire extinguisher, with a basic minimum extinguisher rating of 10 BC, shall be
installed in the cab or at the machinery housing or vicinity of the crane.
 Crane with prime mover shall be equipped with over-speed limit protection.
 Wind-indicating devices shall be available for crane capacity above 100 Ton.
 Audible warning when crane reverses and swings
 An audible horn or bell-signaling device
 Rotary lamp
 External Warning lamp (green, yellow, and red) for over load alarm notifies surrounding
workers of the load condition
 4 ea traffic cone.

6.15 Counterweight
Specific condition and installation of counterweight shall be as specified and recommended by
the manufacturer for mobile crane.

6.16 Cabin
 All cabs and enclosures shall be constructed to protect the superstructure machinery,
brakes, clutches, and operator’s station from the weather.
 All cab glazing shall be safety glazing material. Windows shall be provided in the front
and on both sides of the cab or operator’s compartment with visibility forward and to
either side. Visibility forward shall include a vertical range adequate to cover the boom
point at all times. A windshield wiper should be provided on the front window.
 All cab doors, whether of the sliding or swinging type, shall be restrained from inadvertent
opening or closing while traveling or operating the machine.
 A seat belt shall be provided in all single-control station, wheel-mounted cranes for use
during transit and travel.
 A serviceable and adjustable seat
 Guards for personal protection over all exposed moving parts, which are considered
hazardous under normal operating conditions
 Tape measurement is available (A 100-feet / 30.5 meters)
 An enclosed cab for the operator.

6.17 Other Requirements


Crane with other different specification may be utilized as long as it is in accordance with
manufacturer recommendation and will subject to be reviewed by COPI competent and qualified
person.
 Shall have hydraulic fluid as the power transmission medium controlled by pilot
hydraulics and/or electrical controls. Mechanical/friction cranes of any kind are not
permitted (Telescopic boom spec)
 For crane types which are designed for use on the public road, they shall be licensed and
insured for road use at all times when engaged by COPI (Rough terrain, Truck Crane and
TMC)

7 CRAWLER CRANE SPECIFICATIONS

8 TRUCK MOUNTED CRANE (TMC) SPECIFICATIONS


TMC is also known as boom truck and cargo loader.
